2 PART A REQUEST FOR QUOTE (RFQ) 1. INVITATION You are invited to quote for the Supply of Recycling and Waste Management services to the Adelaide Convention Centre Corporation (ACCC) ( Principal ) in accordance with the Instructions. 2. DOCUMENT STRUCTURE This Invitation to Quote ( Invitation ) consists of three parts including the schedules: Part A Invitation This part contains: Invitation - a brief background and general information concerning the invitation to quote process ( the process ). Bid Rules Part B Requirements and Specification This part contains: All relevant details on waste type, bin size site position and frequency of collection. Part C Response and Contract Schedules This part is the response documents that have been identified on the front cover. It is a mandatory requirement of participation that all required response documents are completed. The response templates are attached to this invitation document Checklist Company Details Insurance Prices and Billing Quality and Environmental Statements Pricing Declaration 3. BACKGROUND This procurement process is for removal of waste, provision of a clean odour free container system and any other available waste systems. Provide signage for walls and identified spaces for bins and waste type. Table 2 shows the position, number of collections and bin size required. RFQ Recycling and Waste management July

3 4. CONTACT PERSON The only person authorised by the Principal to communicate with you is the Contact Person. Therefore, you cannot rely on communications with any other person. Any communication with the Contact Person should be in writing and addressed to the Contact Person. The Contact Person is; David Watkins Procurement and Supply Chain Manager Please nominate the contact person for your response in the response Schedule. 5. FORMAT, CONTENT AND SUBMISSION OF BIDS You are requested to prepare your submission as stated in the bid rules in addition to the following: A duplicate copy will be submitted via to the Contact Person. 6. CLARIFICATION If there are parts of the document you do not understand, you should contact the nominated Contact Person detailed in the bid document prior to the last queries date. There is a mandatory site review on Friday 24 th July at 2.00pm with Basil Hanger, Building and Engineering Manager. The Last Queries Date is 29 th July SUBMISSION The Response Closing Time is 31st July 2015 Where a response is received, each response to an RFQ will be regarded as full and complete. 8. EVALUATION PROCESS Respondents will be evaluated for full compliance with any mandatory requirements identified in the Statement of Requirement and/or Specifications: Respondents are reminded that any requirements identified as mandatory are considered to be of fundamental importance to the satisfactory delivery of the goods and/or service, and a fully compliant response is required Evaluation Criteria Submissions will be evaluated against the following general criteria: Overall level of compliance with the Requirements and/or Specifications. Tenderers shall provide supporting information to enable these criteria to be assessed, by completing every section of the tender response. A value-for-money determination. 9. 4 PART B REQUIREMENTS AND SPECIFICATION 1. INTRODUCTION The requirement is for a Managed Recycle and Waste process which incorporates the following: The provision of a supplier owned inventory of bins and waste receptacles. The timely collection of various types of waste including plastics, dry, general waste, baled cardboard and hard rubbish The ability to provide adhoc services as required. (Such as hard rubbish bins for specific projects and skips). Pickup and delivery 7 days per week Clean and managed bins in locations specified by the ACC Monthly tonnage and environmental reporting to meet ACC requirements. The inventory items vary from 240ltr bins to 6 m 3 or any other size as required. 2. SCOPE OF REQUEST The scope of requirements includes: 2.1 Daily, weekly and as needed collection of waste materials. RFQ Recycling and Waste management July

I confirm that the tender submitted by this tenderer is independent and that there has not been any unlawful collusion with any other tenderer or party in connection with this tender process. This clause does not apply to any formal joint venture contractual arrangement entered into between the tenderer and any other person(s), the details of which have been provided to the ACC as part of the tender submitted by the tenderer. 3. I understand that if any part of this declaration is found to be false, the ACCC reserves the right (regardless of any subsequent dealings) to; Terminate negotiations with the tenderer; Terminate consideration of the tenderers bid; and Terminate any contract between the tenderer and the ACCC in relation to the project without any obligation on the ACCC to make any payment to the tenderer.
