8 Water Treatment Sludge Issues in Malaysia
9 Background of the Problem Currently there are 462 water treatments plants (WTPs) in Malaysia producing 11,536 million liters per day of treated water. Most of the plants use Aluminium Sulphate (Alum) and Polyaluminium Chloride (PAC) as coagulant. It is estimated that the total sludge produced from the entire treatment plants amounts to 5,500 metric ton perday or 2.0 million metric ton per year. 8
10 Background of the Problem Under the Environmental Quality (Scheduled Waste) Regulations 2005, the Department of Environment (DOE) categorizes sludge generated from WTPs as schedule waste (SW204). It is also prescribed that all scheduled waste shall be disposed of at prescribed premise only. The only schedule waste facility in Malaysia is the Integrated Scheduled Waste Management Centre in Bukit Nanas in the state of Negeri Sembilan. 9
11 Background of the Problem To meet DOEs requirements, the operators will need to spend a total of RM21.77 million per day or RM 7.9 billion per year. This does not include cost of drying, land and transport. Such high cost for sludge disposal will significantly affect the price of drinking water supplied to consumers. 10
12 Background of the Problem In order to maintain the cost and at the same time reducing the environmental impact of the sludge, SPAN intends to propose more advanced techniques in sludge management and water treatment process in environmentfriendly manner referring to practice and experience of Japan in this field. 11

14 Expectation from the EPP Program To study sludge management technique as practiced in Japan, focus on the following specific issues: Preferable sludge treatment process under different treatment condition and process. How sludge could be handled and finally disposed and reused. Identify the benefits, weakness and cost reflection of very technique. 13
15 Expectation from the EPP Program Reduction of cost and environmental impact raised by WTPs sludge management. To study alternative coagulant for treatment of water from the view point of reduction in sludge volume and the ease of treating the resultant sludge. Evaluation of PSI as an alternative coagulant to be considered for water industry in Malaysia. 14
