If an approved jurisdictional determination is completed as part of the review process for this application, a copy will be posted on the St. Paul District web page at the following link: Project Description and Purpose (As stated by the applicant): The proposed project would stabilize active erosion within a ravine system which flows into Sand Creek. The ravine runs along an abandoned road, and shows signs of recent incision. Valley wall erosion is evident along the entire reach, including both toe erosion and slumping along upper banks. The downstream end of the channel is an actively incising gully only 5 feet wide, but over 8 feet deep. This gully will likely widen over time, releasing a significant amount of sediment into Sand Creek. The road provides excellent site access. The proposed project includes a log jam, rock lined channel, a diversion, turf reinforced mat and channel widening. The length of ravine to be stabilized is estimated at 940 linear feet. A log jam estimated at 30 linear feet is proposed along the bank of Sand Creek. Name, Area and Types of Waters (Including Wetlands) Subject to Loss:

2 There are no wetland impacts associated with this project. This project will result in the discharge of dredged and fill material into approximately 940 linear feet of an unnamed tributary to Sand Creek and the discharge or dredged and fill material into 30 linear feet of Sand Creek. Compensatory Mitigation: Although the impacts to the unnamed tributary and Sand Creek are permanent the applicant believes there will be no functional loss of either stream as a result of the project and is not proposing any mitigation. The project is intended to reduce the amount of sediment being discharged downstream and will improve water quality in the Minnesota River. Drawings: MVP R Page of 0 through MVP R Page 0 of 0. 2
