4 Construction Requirements MS4 Permit Construction Inspection Requirements: Initial Inspections Prior to ground disturbing activities verify BMPs as required by the BMP Plan review E&SC, good housekeeping, and compliance identify and remedy any issues Construction Requirements TRAINING and EDUCATION: Training must be given to HDOT employees and contractors involved in the planning, design, or construction of projects within DOT rights of way.
