3 Aurora Public Schools Construction Management and Support Department Environmental Compliance Branch Aurora Public Schools Non-Standard MS4 Construction Site Runoff Program Stormwater management and erosion control for construction activities will be performed in compliance and under the direction and requirements of Aurora Public Schools Non-Standard MS4 Construction Site Runoff Program (Program). The Program has been developed, documented and implemented to reduce the discharge of pollutants to the District s MS4 from all construction activities and will also reduce or prevent non-stormwater discharges that have the potential to impact water quality, such as construction dewatering, wash water, etc. The Program requires adequate design, implementation and maintenance of best management practices (BMP s). 1. The Program requires construction site operators to implement appropriate erosion and sediment control BMPs. These BMPs are incorporated in the construction documents including specifications language and drawings. a. The District s Program requires the use of and incorporates, by reference, the specific design criteria for appropriate BMPs, stabilization methods, and materials handling practices in the Urban Drainage and Flood Control s District s Drainage Criteria Manual, Volume 3, 2007 or current edition. b. The District s Program requires the acquisition and incorporates by reference, the requirements of the Colorado Discharge Permit System s (CDPS) General Permit for Stormwater Discharges Associated with Construction Activity, Permit Number COR: This permit requires the development of a Stormwater Management Plan (SWMP) for the site. Development of the SWMP satisfies many requirements of the District s Program. 2. The District s Program requires the contractor to obtain a State Stormwater Management Permit (SMP) and/or local SMP as may be required when 1 acre or greater of land is disturbed. The Contractor shall ensure that all requirements of either the State or local SMP are strictly followed during construction. The Contractor shall review and follow the Owner s construction, and post construction Site Stormwater Runoff control programs and Illicit Discharge reporting procedures in the event of an occurrence. 3. The District s Program requires the Contractor to develop and implement a Stormwater Management Plan (SWMP). 4. The District s Program requires construction sites to address and implement BMPs (incorporated by reference from the SWMP requirements [part I.C.3]) to control waste such as discarded building materials, concrete truck washout, chemicals, litter, sanitary waste, and other nonstormwater discharges. 5. The District s Program requires procedures for site plan development and review which incorporates consideration of potential water quality impacts. a. The District s Program requires construction site operators to develop stormwater control site plans based on minimum design criteria as determined by the Aurora Public Schools design team.

4 b. Weekly meetings will be held once construction begins. Any changes to the plans are discussed, documented, and approved. In addition, any changes to the permanent BMPs require review by the project engineer. 6. The District s Program requires all inquiries received, regarding the Non-Standard MS4 Stormwater Program, be forwarded to the Environmental Compliance Manager. The Manager will investigate the inquiry/complaint, make necessary corrections, and respond to the concerned party. Contact information for public use will also be provided in the District s stormwater web page. 7. The Owner or designated Owner s representative may inspect the Stormwater Management Plan, project site and Best Management Practices (BMP) and communicate noted deficiencies for corrective measures at any time during the construction project. The Contractor may be fined up to $250 dollars per day in addition to any Federal, State or local fines until deficiencies are corrected. The Contractor shall coordinate all inspections required by the State or authority having jurisdiction. 8. The District s procedures for site inspection and enforcement of control measures are as follows: a. The District s Program follows inspection procedures found in; i. Conducting Stormwater Compliance Inspection for Construction Activities, developed by Altitude Training, and ii. the CDPS General Permit for Stormwater Discharges associated with Construction Activity, Permit Number: COR b. All construction site inspections are performed at an adequate frequency to ensure BMPs are implemented according to plans and receiving appropriate maintenance. At a minimum, Part I.D.6 of the CDPS General Permit for Construction Activity will be followed for all site inspections. Site inspections are prioritized by inspection type in the following order: i. Compliant response ii. Follow-up iii. Routine Frequency of inspections will increase as necessary, determined on a case-by-case basis, for any sites that do not adhere to the CDPS General Permit for Construction Activity and for construction site operators with poor past performance histories. c. The District s Program utilizes an inspection form developed by Aurora Public Schools, which documents the site inspection as well as any non-compliance and corrective actions. d. The District s Program utilizes escalating enforcement procedures to prevent repeat violations associated with chronic and recalcitrant violators, including, but not limited to, verbal warning, written warning letter of non-compliance, notice of violation, and monetary penalties as per the contract language. 9. The District s Program provides education and training for contract holders. Contract holders are trained during pre-construction meetings as program requirements are reviewed.

5 Aurora Public Schools Construction Management and Support Department Environmental Compliance Branch Standard Notes for Stormwater Management Plan 1. An inspector for Aurora Public Schools (APS) will conduct an on-site inspection to verify the correct installation and adequacy of initial BMP s for the site. No earthwork or demolition activities are to begin until the project site has passed an inspection by APS. If the project is greater than one acre, the contractor is required to present the project s CDPHE-WQCD Stormwater Discharge Associated with Construction Activities Permit for the project to the inspector during the initial inspection. 2. The contractor shall designate a Stormwater Management Plan (SWMP) Manager and supply contact information to APS for the SWMP Manager. The SWMP Manager will act as the project representative for any concerns or issues regarding environmental controls and stormwater management. The contractor will immediately notify APS if the designated SWMP Manager changes. 3. Additional erosion control measures may be required due to unforeseen erosion problems or if the plans do not function as intended. Additional erosion control measures which are standard in nature but required as due course of construction will be added by the contractor and at the contractor s expense. 4. Erosion control measures contained within this report and drawings are designated for areas within APS site boundary only. Any erosion control measures installed outside of the site boundaries and inside the public right-of-ways are to follow the standard rules and regulations of the City of Aurora. Refer to the City of Aurora Rules and Regulations Regarding Stormwater (Quality) Discharges for Construction Activities manual. 5. The requirements contained herein shall be the obligation of the contractor, until such time as any permit is properly closed, or otherwise allowed by Aurora Public Schools to be voided, modified, transferred, re-assigned, or replaced. 6. A final landscape plan will be attached to this SWMP and is considered part of the overall SWMP. 7. The SWMP narrative, the SWMP drawings, BMP details, (each BMP must have a detail) and the inspection and maintenance records are all components of required record keeping and shall be kept on site at all times and updated as required. These and any other pertinent records shall be provided to Aurora Public Schools when requested. A copy of all documents, drawings, permits, and records will be provided to APS at the end of construction. Also, the contractor is required to retain all documents and records for three years after final stabilization has occurred. 8. Any discrepancy between this plan and any other approved Stormwater Management Plan for this site shall require compliance with the most restrictive plan. 9. Inspection and maintenance of environmental, erosion and sediment control measures are the continuous obligation of the Contractor. Best Management Practices (BMPs) shall be inspected at a minimum of every 7 days and within 24 hours after the end of a precipitation event that produces run-off. All necessary maintenance and repairs shall be initiated and completed on an on-going basis, as features are required to operate continuously. Inspections may need to be conducted at a greater frequency than noted above to ensure features and systems are operating adequately. Environmental, erosion and sediment control BMPs shall be maintained and functional for the entire duration of the project.

Final acceptance of the project and Contractors demobilization shall not relieve the Contractor of its responsibility and duties as required in the SMP (i.e. maintain BMP s regular and post-event inspections as defined in the permit, etc) while the permit is still open. Final acceptance of ground areas, including permanent stormwater structures, shall only occur after the required vegetation and stabilization has been established. The Contractor is required to conduct monthly inspections of the site and BMP s during this warranty period and make corrective changes to the BMP s or add BMP s as needed. 11. The Contractor will notify the Owner in writing when it believes all vegetation and stabilization has reached the contract requirements and it desires to close the SMP. The Owner must be allowed the opportunity to review the site and approve the Contractor s request to close the permit. The Contractor shall not apply to close the SMP without the Owner s prior written approval. It is the Contractor s responsibility to remove and dispose of all BMP s after the SMP has been closed. 12. Ingress and egress vehicle access points onto disturbed areas shall be stabilized with Vehicle Tracking Control Pads (VTC) and shall be constructed with angular rock, 6 minus, to a depth of at least 9 inches. The use of recycled asphalt or concrete is not permitted. The VTC shall be installed over a liner of non-woven geotextile with a weight of at least 10 oz/yd2 and a grab tensile strength of at least 250 pounds. 13. NO dirt or other materials shall be placed on paved surfaces or curb flow lines to act as curb ramps. Only metal ramps or rock wattles may be used in the curb flow line. 14. Fugitive dust emissions resulting from grading, demolition activities, and/or wind shall be controlled using reasonable available control technology as defined by the Colorado Department of Public Health and Environment. 15. All potential pollution sources on-site shall be identified and control measures installed and practiced to minimize the likelihood of release. Potential pollution sources include stockpiles, portable toilets, vehicle fueling, roofing tar, grout and cement mixers, storage of paint and other chemicals. Portable toilets are to be secured in place to prevent tipping and spilling. All vehicle fueling will be done offsite as much as possible. All on-site fueling operations must be performed in designated areas. Small grout and cement mixers should stand in a small baby pool or other containment device to prevent material spilling. 16. A Spill Prevention and Control Plan shall be developed for the site with measures in place to respond to any spills, leaks, or other releases. 17. Hydraulic mulching as a means to cover and protect seeding is not an acceptable means of applying mulch unless a previously installed irrigation system is usd to aid germination and growth. Hydraulic seeding in not permitted. 18. If stockpiles are located within 100 feet of a drainage way or public storm sewer system, additional sediment controls such as temporary diversion dikes, silt fence, or sediment basins shall be required. 19. Dust and debris from sawcutting operations are to be vacuumed or swept immediately upon generation and disposed of properly. 20. APS must be notified prior to import or export of fill material. A haul route must also be registered with City of Aurora. 21. Recycled concrete, jute netting or straw bales are not allowed.
