3 GEFA Infrastructure Financing In FY2013, through both state and federal funding sources, GEFA provided $189 million in financing to Georgia communities for infrastructure improvements. 3

11 Borrower / Ownership Requirements According to Georgia law [O.G.C.A (7)], the following entities in Georgia are eligible to borrow from GEFA: 1. Cities, towns and counties; 2. Local water, sewer, and sanitary districts created by the General Assembly; and 3. State and local authorities, boards, and political subdivisions created by the General Assembly. 11

13 Competitive Bidding Requirements State law does not require the competitive procurement of design services for renewable energy projects, but state law and GEFA s loan agreement requires the competitive procurement of all construction-related services. Design/Build construction is an acceptable procurement format if the Design/Build is competitively procured. 13

14 Sizing Limitations Water and wastewater treatment facilities cannot be sized in excess of peak demand of the water or wastewater treatment facility. Landfills and municipal solid waste facilities have no sizing limitations. 14

16 Loan Program Summary Borrower must be a Georgia Municipality or Authority and own the assets Water/Wastewater Treatment or Landfill/MSW Facility Energy Production must benefit the facility/borrower. 16

17 Loan Application Process 1. Borrower submits Application I and Application II forms to GEFA. Application forms: 2. GEFA reviews application and financial documents. 3. Georgia EPD completes an engineering review and approval. 4. GEFA Board approval is required. 5. Loan origination agreement executed with borrower. Georgia Fund: 8 to 12 week process SRF: 8 to 16 week process 17

20 Convenience Store Rebate Fund Rebates for Energy Efficiency Projects in Georgia Convenience Stores 25% rebate, $10,000 maximum per location Multiple locations accepted Partnership with the Georgia Association of Convenience Stores ( GACS ) Basic requirements for Energy Efficiency Projects to Qualify: 1. Projected energy savings must have payback of less than 5 years 2. Must use a licensed contractor 3. Must not be a recipient of funding under the GACS Lighting Retrofit Fund Applications and more details are available at: Ed Outlaw / x111 20

21 Green Communities Fund The Green Communities Fund, administered by the Georgia Cities Foundation, focuses on providing low interest loans to commercial and mixed-use buildings located in Georgia s downtowns. Interest rate is 3% Loan Terms: 5, 10 and 15 year Loan sizes range from $20,000 to $100,000 Projects must be located in a downtown in any city in Georgia Projects are typically commercial or mixed-use in nature Chris Higdon, , chigdon@gmanet.com 21

22 Charge Georgia Program Purpose Charge Georgia is a statewide financial incentive program that seeks to increase Electric Vehicle Supply Equipment (EVSE) infrastructure in Georgia. EVSE refers to the connector, cords, plugs and all fittings required to interface to utility power and safely deliver power to an electric vehicle. 22

23 Charge Georgia Program Summary WHAT IS CHARGE GEORGIA? A rebate program that will reimburse 50 percent of planning, design, permitting, equipment, delivery, installation, inspection and signage costs for EVSE. Ø Expenses associated with connecting power to the meter are reimbursable; Ø Ineligible costs include the prepayment of services, network operations and maintenance contracts; Ø Solar PV installation costs will not be covered under this program. 23

24 Charge Georgia Program Summary WHO CAN PARTICIPATE? Georgia colleges, universities and technical colleges; Georgia state agencies and authorities; Georgia cities and counties; The applicant must own the equipment. 24

25 Charge Georgia Program Summary HOW MUCH IS THE REBATE? Maximum rebate per organization is $40,000; Colleges and universities with multiple campus are limited to $40,000 per campus; If the charging station is donated, GEFA will reimburse 75 percent of the design, permitting, installation, inspection and signage costs, not to exceed the value of the donated equipment. 25

GEFA will open the online application on Tuesday, October 7, 2014; Complete applications will be reviewed on a first-come, first-serve basis; If the application meets all eligibility requirements, GEFA will issue a written approval with notification to proceed with the EVSE installation; GEFA will reserve the approved rebate funds with limited time to complete the installation and invoice GEFA; Ø AC Level II 150 days from approval notification; Ø DCQC Must be installed by July 30, Installations already complete or installations already in progress are not eligible for rebate. 26

27 Charge Georgia Eligible Equipment AC Level II Charging Stations Direct Current Quick Charger (DCQC) 208/240V AC circuit; single phase; typically 30 to 60 amp breakers; miles of range per hour 208/240V DC circuit; three-phase power, typically 100+ amp breakers; miles of range in 30 minutes Uses universal charging connector (SAE J1772) No universal charging connector; must ensure SAE and CHAdeMo capable connectors Note: The DCQC must support both SAE and CHAdeMo connection standards but it is not required that both connectors be available upon installation. 27
