Agenda Review Project Deliverables Requirements Preliminary Design / ECO:LOGICS Major Differences Regulatory Timeline Cost Estimates Recommendation Pilot Benefits of Pilot Next Steps 2
High level Requirements Tertiary Treatment building Contain Tertiary Treatment plant and storage capacity for 8 months of required chemicals Meet NPDES Permit number CA Closely adhere to the CCR Title 22 for Tertiary Recycled Water in all areas Pump and Equipment buildings Non structural improvements Flow Rate 500,000 gallons per day with required redundancy to meet Title 22 Backup Power Supply backup power for total waste water treatment plant 3
Preliminary Design Tertiary Treatment Building Steel A frame, 4000 square feet Title 22 approved technologies 500,000 gallons per day Ultra Filtration System - HYDRAcap (Newly Approved) UV purification - Aquionics Automated In-line flocculation system Turboclone 500,000 gallons per day 10 micron pre-treatment Flow Rate 500,000 gallon per day with required Title 22 redundancy Power No upgrade to power required Backup power for Treatment plant Pump Station and Equipment Room Earthen Berm Non structural improvements only Cover existing valves with culvert pipes Maintenance Automated Back flush, CEB, and CIP cycles for UF system Automated cleaning and back flush for the Turboclone Automated cleaning for UV light system Instrumentation Motor control center, Supervisory Control and Data Acquisition center 4
/ ECO:LOGICS Major Differences Cost: design of the Bear Valley Tertiary Wastewater Treatment Plant is $4-5 million less ECO:LOGIC s design must be increased in size to meet 500,000 gallons per day requirement Pre-filtration: Turboclone vs. DAF Turboclone sized at 500,000 gallons per day with redundancy DAF sized at 250,000 gallons per day with redundancy Filtration ultra filtration sized at 500,000 gallons per day with redundancy ECO:LOGIC ultra filtration sized at 250,000 gallons per day with redundancy Tertiary Treatment Facility: 4,000 sf. vs sf. Equipment room: Non-structural modifications vs. Total rebuild Electrical upgrade: No service upgrade vs. upgrade to 1000 amp BOD: system is designed to handle the stated BOD requirement vs. ECO:LOGIC design states it is essential that the secondary treatment system remove soluble BOD5 to less than 10 mg/l Lab Equipment: system includes lab equipment for on-site testing vs. no lab equipment Therefore, it is essential that. 5
CDPH Regulatory Timeline Review Preliminary Design (Done) Provide advice during Pilot Project (In Progress) Review Final Design & Engineering Report RWQCB Review feedback from CDPH, Final Design and Engineering Report Alpine County Building Department Provide input on Building Drawings Provide approval for Pilot positioning (Done) 6
Cost Estimates Opinion of Probable Construction Cost Tertiary Facilities Existing Facilities Facilities Construction $ 1,266,250 Treatment System Equipment $ 3,673,416 Sub-Total $ 4,939,666 Equipment Room $ 76,875 Pump Room $ 83,125 Earthen Berm $ 50,000 Sub-Total $ 210,000 Total $ 5,149,666 Opinion of Probable Capital Cost Total Construction Costs $ 5,149,666 Contingency 20.0% $ 1,029,933 Sub Total $ 6,179,599 Design Engineering Allowance 12.0% $ 741,552 Sub Total $ 6,921,151 Engineering Services During Construction 4.0% $ 247,184 Sub Total $ 7,168,335 Construction Mgmt, Inspection, and System Startup 8.0% $ 494,368 Sub Total $ 7,662,703 Administrative/legal 1.0% $ 61,796 Total $ 7,724,499 7
Recommendation: Pilot Objectives: Validate Preliminary Design Demonstrate system performance with Algae and BOD Demonstrate system to CDPH and RWQCB Components: Small-scaled version of Preliminary Design Turboclone Ultra Filtration system UV purification system Modular, container system placed near the secondary treatment pond Begins in late August 2008 through May 2009 Payment Schedule: $ 150,000 Deposit required to begin work effort $ 50,000 Delivery of pilot equipment $ 5,000 Pilot Start $ 10,000 CDPH Pilot completion $ 10,000 Pilot Completion $ 225,000 Total Cost 8
Benefits of Pilot Sound approach for any system BVWD selects: Since and ECO:LOGIC are both recommending Ultra filtration and UV disinfection, the pilot data is valuable for both designs DAF pilot system can be added, if desired Gain site-specific performance data over time Ensure the appropriate equipment sizing Demonstrate performance with Algae and BOD Accelerate the approval with the CDPH and RWQCB Involving CDPH and RWQCB in pilot will accelerate the approval process RWQCB will view pilot activity favorably when permit extension is requested 9
BVWD review: Next Steps Requirements document Preliminary design BVWD commitment to pilot: Signature and deposit by June 6, 2008 to begin pilot in late August
