7 1.0 INTRODUCTION A. PURPOSE OF THE INITIAL STUDY/MITIGATED NEGATIVE DECLARATION The City of San Carlos (City; San Carlos) is processing an application for an ordinance amendment, tentative map and associated permits and approvals for the development of a seven unit residential project. The purpose of this initial study/mitigated negative declaration is to evaluate the potential environmental effects associated with implementation of the project and to provide mitigation where necessary to avoid, minimize, or lessen those affects. B. TECHNICAL STUDIES Technical studies referenced in this IS/MND are listed below. 11 2.0 PROJECT DESCRIPTION A. PROJECT LOCATION AND SETTING The 665 Prospect Street/Mirabel Project (proposed project) is located at 665 Prospect Street in San Carlos, California. The City of San Carlos is located in San Mateo County (county) on the San Francisco Peninsula which separates the San Francisco Bay from the Pacific Ocean. The project site is located near the intersection of San Carlos Avenue and West El Camino Real, approximately 0.75 miles southwest of Highway 101 and two miles west of the San Francisco Bay. Figure 1 shows the location of the project site. The project site consists of two parcels with assessor s parcel numbers (APN) and The project site is located in the central portion of the City within an area that is developed with residential uses of varying densities (primarily multifamily). The project site consists of 0.61 acres and is relatively flat. The elevation of the project site is approximately 64 feet above mean sea level (msl). Pulgas Creek is located adjacent to the project site and forms the property boundary to the southwest and southeast with a six to ten foot steep bank. Residential uses surround the project site on the remaining sides. Access to the site is from Prospect Street which terminates where the project site meets Pulgas Creek. An existing one-story residence with an attached garage is located on the project site. The remaining portions of the project site are vacant with substantial tree coverage consisting of 72 trees (several of which meet the City s definition of heritage trees ). B. PROJECT BACKGROUND AND HISTORY The project proponent first submitted an application to the City of San Carlos Planning Department to subdivide and develop the project site on January 6, The application was determined to be incomplete and additional information and materials were requested by the City on February 4, Some of the requested information and materials were submitted to the City; however, the application was again determined to be incomplete by the City on May 14, The remaining required information and materials were subsequently submitted to the City and the application was deemed complete August 31, C. PROPOSED ACTIONS ADDRESSED IN THE IS/MND The City is the lead agency for the proposed project and is the only government entity that will act on the proposed project. Required approvals and permits are listed below. Project Sponsor s Name and Address: Ed Daou Civitaf Three Development Co. 270 Main Street Los Gatos, CA General Plan Designation: The project site is designated by the City of San Carlos 2030 General Plan as Multiple Family, Medium Density, which allows for multi-family dwellings at densities of 21 to 59 dwelling units per acre. Figure 2 shows the General Plan land use designations for the project site and immediately surrounding parcels. The project site is zoned by the City of San Carlos Zoning Ordinance (Title 18 of the Municipal Code) as R-3 / Restricted Multiple-Family Residential, which allows for single-family dwellings and two-family dwellings in a single-family structure; multiple-family dwellings or apartment houses in a single structure; family care homes for the aged; accessory buildings; and certain home occupations. Figure 3 shows the zoning for the project site and immediately surrounding parcels. 7. Description of Project: The proposed project consists of demolition of an existing single-family home on the project site and subdivision of the existing two parcels into seven parcels for the development of seven detached, clustered residential units with shared common ownership ranging from 2,644 to 2,996 square feet in size and two to three stories in height. Site improvements will include a permeable paver shared driveway, drainage inlets that lead to dissipaters into Pulgas Creek and wrought iron fencing, benches, exercise stations, and a decomposed City of San Carlos September Prospect Street/Mirabel Project Initial Study/Mitigated Negative Declaration

16 3.0 ENVIRONMENTAL CHECKLIST granite trail along the creek. The proposed development would result in the creation of approximately 9,500 square feet of new impervious surface area and the removal of approximately 50 trees, including 13 City-defined heritage trees. A tree protection, retention and replanting plan is also proposed. Figures 4 through 10 show the proposed tentative map, site plan, boundary and topographic survey, grading plan, utility plan, landscaping plans, and tree removal and retention plan, respectively. 8. Surrounding Land Uses and Setting: As described above, the project site is located in an area of residential development of varying densities but primarily consisting of multifamily residences with some single-family residences to the south of the project site. Immediately northwest and northeast of the project site are existing multi-family residences including townhomes. Immediately southeast of the project site is Pulgas Creek and immediately southwest is Prospect Street. Other major uses in the immediate area include a public school to the southeast (Central Middle School), two public parks (Burton Park to the southeast and Hillcrest Circle Park to the northwest), and the city s government services complex (including police station) and San Carlos Public Library to the northeast. 9. Other Public Agencies whose Approval Is Required: In CEQA, the term responsible agency includes all public agencies other than the lead agency that may have discretionary actions associated with the implementation of the proposed project. Therefore, the following agencies may have some role in implementing the proposed project and have been identified as potential responsible agencies: California Department of Fish and Game Bay Area Air Quality Management District San Francisco Bay Regional Water Quality Control Board B.
