1 MEETING MINUTES April 16, 2002 FLORIN-VINEYARD COMMUNITY PLAN CITIZENS ADVISORY COMMITTEE County staff present: Jeff Gamel and Dave Pevny from the Planning Department, Forrest Williams from the Water Resources Department, Dean Wyley from the Water Quality Department, Kyle Frasier from the Water Quality Department, and Pat Braziel from Supervisor Don Nottoli s office. Jeff Gamel called the meeting to order at 7:05 pm. Introductions. Jeff introduced himself and County Staff members present at the meeting. Citizens Advisory Committee Chairman Stuart Helfand was unable to attend the meeting so Jeff Gamel led the meeting. Overview of the Florin-Vineyard Community Planning Process, Expectations and Timelines. Jeff Gamel and Dave Pevny described the Florin-Vineyard Community Plan (FVCP) process and the hierarchy of governing planning documents in the County. General Plan The General Plan is the overall policy document for planning in Sacramento County. It was adopted in 1993 and is mandated by state planning law to include policy and direction regarding specific topics (i.e. land use, housing, etc.) Sacramento County s General Plan meets state law and includes information on other topics (known as elements) including public facilities, hazardous materials, air quality, and energy. The General Plan is a 20-year planning document and is currently undergoing an update process that will take a couple of years to complete. The Sacramento County General Plan governs the unincorporated portions of the County, including the FVCP Plan Area. The incorporated cities within Sacramento County (Citrus Heights, Elk Grove, Folsom, Isleton, Galt and Sacramento) each have their own General Plan document. The Sacramento County General Plan outlines the County s philosophies and policies relating to development and conservation including development of open space, areas Florin-Vineyard Community Plan Citizens Advisory Committee Page 1
2 identified for development, limits of development, policies for transit-related development and land use designations. Community Plans The next level within the hierarchy of planning documents is the Community Plan. There are eleven community plan areas in the County, including the Vineyard and South Sacramento Community Plans, of which portions are in the FVCP Plan Area boundaries. Many of the County s community plans were prepared in the 1970s and are out of date. The County is in the process of updating the Cordova Community Plan and developing action plans for the Arden Arcade and Orangevale areas. Where community plans are in place, they implement the goals and policies of the General Plan and provide additional planning guidance specific to the geographical area that they cover. The FVCP area includes geographical portions of both the Vineyard and South Sacramento Community Plans. The land use plan and policies development for the Florin-Vineyard plan will require amendments to both the Vineyard and South Sacramento Community Plans. Zoning Ordinance The Zoning Ordinance sets for the regulations for use of property. The Zoning Ordinance identifies permitted uses and conditionally-permitted uses for property and lists the regulations for various land uses. The Zoning Code also has provisions for regulating incompatibilities of land use that result in nuisances. Specific Plans and Comprehensive Plans Within the General Plan, several specific plan areas and growth areas are identified to accommodate growth in the County. Specific Plans are land use and policy plans for geographical areas of several hundred acres. They are used to implement the goals and policies of the General Plan for a specific geographical area. The mandated elements of a specific plan are mandated in State law and the County has guidelines for the preparation of specific plans. In the County, several Specific Plans have been completed including the Antelope Specific Plan, North Vineyard Station Specific Plan, East Elk Grove Specific Plan (now in Elk Grove) and the East Franklin Specific Plan (in Elk Grove). The North Vineyard Station Specific Plan was adopted in 1998 and is located adjacent to the FVCP. Currently, the Sunrise Douglas Specific Plan is in hearings at the Board of Supervisors. In general, specific plans contain a land use plan, land use regulations, infrastructure and financing plans and other information relative to the implementation of the plans. A Comprehensive Plan is similar to a Specific Plan except that it is less specific in nature. The only comprehensive plan in the unincorporated County is the Vineyard Springs Comprehensive Plan located east of the FVCP. The FVCP, when complete, will be the County s second Comprehensive Plan. The FVCP was initiated by the Board of Supervisors in 1999 and is intended to take a Florin-Vineyard Community Plan Citizens Advisory Committee Page 2
3 comprehensive look at land use within the FVCP Plan Area. When the land use plan diagram is completed by the FVCP Citizens Advisory Committee, it will be sent to the Board for review. At that time, the County will accept development applications for projects that are consistent with the CAC-developed land use plan. Technical studies and an environmental impact report (EIR) will be prepared based on the land use plan and policy document prepared for the FVCP plan area. There will be financial and technical economies of scale in combining the technical studies and environmental review for the FVCP and development applications. Speaker Forrest Williams with Sacramento County Water Resources (Water Supply) Department. The demand for water in the FVCP will be determined based on the land use plan developed for the FVCP area. In planning for water, County Water Resources makes some general assumptions on the types of land uses that will develop. When specific development proposals come forward, the assumptions are refined to ensure that adequate water supply is available to serve development. Specific land uses generate demand for specific levels of water. For the most part, Water Resources assumes a mixed-use development pattern and that approximately 3.1 acre feet/year/acre are required. Within the Community Plan, approximately 5,500 acre feet/year are needed. If more urban uses are identified for the FVCP, the demand for water will increase. There are two water master plans that cover the FVCP area. The Zone 40 Water Master Plan covers a majority of the Plan Area in the south and the Cal America Water Service master Plan covers the remaining portions of the Plan Area. Cal America Water District is a private water district (formerly known as Citizen s Utility). Sacramento County has a conjunctive use policy for water that entails using both surface water (60% of water) and ground water (40% of water) to serve customers. Surface water is obtained through a contract with the City of Sacramento. New infrastructure would be constructed to provide water service to the FVCP. In some development areas, additional wells would be drilled to provide ground water supplies. Sally Shaw asked if the County considers the impacts to existing residential wells when drilling for new wells to serve development. Forrest Williams responded that the County often uses a different aquifer for new wells than the aquifer used by residential wells, which ensures that there is no impact to existing water supplies. Speaker Dean Wyley with Sacramento County Water Quality (Sewer Service) Department. There are two districts that provide sewer service to the portion of the FVCP. The Sacramento County Regional Sanitation District (Regional San) includes the unincorporated County area and the cities of Folsom, Sacramento, Elk Grove and Citrus Heights. Regional San provides large scale conveyance and wastewater treatment facilities. Within the Regional San District, County Sanitation District-1 (CSD-1) serves a portion of the Folsom, half the City of Sacramento, the City of Elk Grove, Citrus Heights, and most of the unincorporated Sacramento County, including FVCP. Whereas Florin-Vineyard Community Plan Citizens Advisory Committee Page 3
4 Regional San provides large-scale conveyance systems, CSD-1 provides collection and smaller conveyance systems that tie into Regional San s facilities. There are separate master plans for both Regional San and CSD-1. The CSD-1 Master Plan identifies trunk shed boundaries based on topography and existing sewer systems. The Regional San Master Plan identifies sewer interceptors sized to handle the trunk shed boundaries. Within the FVCP, there are trunk facilities on Gerber Road, Florin Road, and Elder Creek. There is a small branch of facilities near Bar Du Lane. An interceptor (102 in diameter) is located within Elk Grove Florin Road. In general, the FVCP is considered fairly simple to provide sewer service. The interceptor located in Elk Grove Florin Road is shallow (13 to 14 feet below the surface) compared to typical interceptors that are 25 to 30 feet below the surface. The shallow location of the Elk Grove-Florin sewer interceptor makes it difficult for other trunk facilities to gravity flow to the interceptor. Early planning and design on the connections to the Elk Grove-Florin Road interceptor should address this constraint. Existing and proposed sewer facilities are shown on CSD-1 s web site: An audience member asked about the costs of providing sewer system to the area. The one time fee to connect to Regional San s facilities is $5,600. The one-time connection fee to CSD-1 s facilities is $600, which pays for the trunkline. Additional costs may be incurred to construct facilities and monthly fees are charged for operation and maintenance costs. An audience member asked about the ability of land uses within the FVCP area to remain on septic systems. Dean Wylie explained that commercial uses are not permitted to use septic systems and only very low-density residential uses (two acre minimum and greater) may use septic systems. Review of County General Plan Transportation and Open Space/Conservation Elements and Strategies. Jeff Gamel distributed a listing of County General Plan policies that apply to the Florin-Vineyard Community Plan Area. The partial list includes policies relating to land use, public utilities and conservation. The list of policies that was distributed at the last meeting contained policies regarding land use, housing, air quality, circulation, safety and conservation. The list of policies is intended as a tool in developing the Florin-Vineyard land use plan and community plan policies. Vineyard Community Planning & Advisory Council (VCPAC)Vacancies.. Pat Braziel of Supervisor Don Nottoli s office announced that there a couple of member vacancies on the Vineyard Community Planning Advisory Council Currently, the Board is accepting applications from residents of the VCPAC that would like to serve on VCPAC. Pat identified the boundaries of the VCPAC area on a map in the room. VCPAC meets one evening each month at Sheldon High School to review development applications and make recommendations to the Planning Commission and Board of Florin-Vineyard Community Plan Citizens Advisory Committee Page 4
5 Supervisors regarding projects within the VCPAC area. Applications for council positions are available on the County Board of Supervisors web site: Other Business. Jeff announced that the first issue of the Florin-Vineyard Community Plan newsletter had been sent to households within the Community Plan Area and to households within 500 feet of the Community Plan Area. The newsletter will reach approximately 1,600 residents. The newsletter includes dates of upcoming meetings and invites the public to attend the meetings. Adjourn.
