Report on the progress of Member States: 18 November 2015 as part of the State of the Energy Union The Commission remains optimistic that the 20% target will be achieved, but only if: Existing legislation is fully implemented MS increase their energy efficiency efforts to achieve their indicative national targets or to go even beyond Improvement of investment conditions for energy efficiency Member States should draw on positive examples of measures in other Member States! (Exchange of best practices) 6

Review - Energy Efficiency Directive Update of existing policy framework - ensure the delivery of at least 27%...30% energy efficiency target for 2030 in a cost-effective way Public consultation > 29 th January 2016, in particular the target as such (Art 1+3) public procurement (Art 6) and energy efficiency obligations (Art 7) metering & billing (Art 9-11) and finance (Art 20) reporting & monitoring (Art 24) More than 300 stakeholders responded results are being analysed Next steps: Commission will propose the package during the 2. half Energy

Heating & Cooling Strategy 16 th Feb 2016 Europe launches its 1 st Heating & Cooling strategy Fragmented, poorly understood sector even basic data is missing Largely based on fossil fuels Largely inefficient H & C key to achieve the EU energy and climate objectives A comprehensive strategy is needed.

Energy Labelling Directive Commission proposed a revised Regulation on 15 July 2015: Returning to the A to G label scale including a process for rescaling existing labels; Establishing a product registration database Improving enforcement Streamlining e.g. on working plan and Consultation Forum Decision Process launched in Energy
