7 Industry relevant policy initiatives q Industrial roundtables for energy efficiency and renewable energy (heating and cooling strategy): ü Four roundtables planned (autumn end 2019) ü Focus on a sub-sectors of the industry q Sustainable Energy Investment Forums (SEI) energy (H&C Strategy): ü Brings together national stakeholders to boost large-scale investment and financing for sustainable energy ü Tools: de-risking EE database (DEEP), EEFIG underwriting toolkit q Proposals for the next Multiannual Financial Framework (MFF ): ü Targeting 25% of EU expenditure for climate mainstreaming (up from 20%), including clean energy transition with energy efficiency expected as central element 7 #EnergyUnion

11 Final Energy Consumption trends in industry Decreasing trend at EU level from 2010 onwards (after a short recovery following the economic crisis) which seems to be driven by a mix of energy efficiency and economic factors Energy intensity decreased by 2% from 2005 to 2016 The chemical sector is the one with the biggest share in consumption since 2009, while iron and steel comes second Since 2000 energy intensities improved in almost all MSs except LV, HU, EL, CY and AT to a lesser extent 11 #EnergyUnion

14 And wider efforts within the Commission to scale up sustainable finance Energy efficiency, in fact, is where Europe faces the largest investment gap. Nearly three-quarters of the EU s 2030 clean energy investment gap is accounted for by energy efficiency in buildings. This gap stands around 130 billion per year. There is however a growing momentum in favour of energy efficiency financing among banks and investors. Against this background, the HLEG recommends that thecommission: Ø Examine further how energy efficiency investments improve underlying asset value. 15 European Local ENergy Assistance (ELENA) Established in 2009, managed by the EIB and the European Commission Grant for preparation (not implementation) of investment programmes Minimum leverage: 20 for energy projects, e.g. EE renovations of public and private buildings Street and traffic lighting Integration of renewable energy sources into the buildings Investments in district heating/cooling networks Almost EUR 100m awarded to projects supporting approx.
