1 NOTICE OF PREPARATION DUBLIN HIGH SCHOOL ENGINEERING & SCIENCE BUILDING AND INTERIM HOUSING PHASE 1B ENVIRONMENTAL IMPACT REPORT To: State Clearinghouse Governor s Office of Planning & Research Responsible Agencies Interested Individuals and Organizations From: Patricia Benavidez, Facilities Planner Dublin Unified School District 7471 Larkdale Ave. Dublin, CA The Dublin Unified School District (DUSD) will be the Lead Agency and will prepare an Environmental Impact Report (EIR) for the proposed Dublin High School Engineering & Science Building and Interim Housing Phase 1B Project (Project). The District is requesting comments from responsible agencies regarding the scope and content of the environmental document. The public is also invited to submit comments regarding the scope of the EIR and issues that should be addressed as the document is prepared. The Initial Study for the Project is posted on the District website at Copies of the Initial Study will be available for public review at the District office located at 7471 Larkdale Avenue, Dublin, CA and the Dublin Library located at 200 Civic Plaza, Dublin, CA Due to time limits mandated by the California Environmental Quality Act (CEQA), responses must be received within the 30 day comment period starting on September 18, 2017 and ending on October 18, Written comments must be submitted no later than 5:00 pm on October 18, Public agencies should indicate a contact person in their response to the Notice of Preparation. A scoping meeting for the preparation of the EIR will be held on September 27, 2017 at 6:30 pm at the Dublin High School Library located at 8151 Village Parkway, Dublin, CA The public and public agencies are invited to attend the scoping meeting to provide comments regarding the scope and content of the EIR. Project Location. The Project is located on the southern portion of the Dublin High School campus located at 8151 Village Parkway (see Figures 1, 2 and 3 in the attached Initial Study). Project Description. The Project would increase student capacity by a total of 742 students. The proposed Engineering & Sciences Building would contain about 48,418 gross square feet (gsf) and would be three stories with an approximate height of 45 feet. The building would house classrooms, science labs, engineering classrooms, offices, restrooms; maintenance and support space; and would increase

The Interim Housing Phase 1B would contain about 12,960 gsf and would house classrooms and restrooms; and would increase student capacity by 330 students. Potential Environmental Effects. Based on a preliminary environmental analysis of the Project, an Initial Study was prepared and determined the following environmental topics will be evaluated in the EIR: aesthetics; air quality, geology and soils; greenhouse gas emissions; hazardous materials; hydrology and water quality; land use and planning; noise; transportation and traffic; and utilities and service systems.

In 2005, DHS had an enrollment of 1,300 students. The 2005 MP would increase student capacity at the DHS campus to 2,500 students. The majority of the buildings and other facilities on the campus were 35 years old. The 2005 MP included demolition of some buildings, reconstruction and modernization of other buildings and construction of new buildings. Completion of the last construction phase the 2005 MP occurred in The District Board of Trustees certified the Dublin High School Master Plan EIR (SCH# ) prior to the approval of the 2005 MP. 4 The District has completed an update to the District-wide Facilities Master Plan (2016 FMP) addressing the future need for new school campuses, the modernization of school buildings and facilities and the construction of new buildings and facilities on existing school campuses. Demographic projections included in the 2016 FMP show that over the next ten years, high school age student enrollment will increase from 2,290 students in 2015, to 3,596 students in 2020 and to 4,799 students in 2025 ( Dublin Unified School District 2016). PROJECT LOCATION The DHS campus is located at 8151 Village Parkway at the intersection of Village Parkway and Brighton Drive in west Dublin. The school campus is east of I-680 and north of I-580. The site is bounded by Village Parkway to the west, the Church of Jesus Christ of Latter-day Saints to the north, Iron Horse Regional Trail to the east and Brighton Drive to the south (see Figure 1, Project and Regional Location Map). EXISTING CONDITIONS Dublin High School Campus The DHS campus comprises approximately 42 acres. School facilities include: Humanities Building; Art Building; Library Building; Administration Building; Math & Science Building; Performing Arts Center; Classroom & Student Union Building; Gymnasium; Sports Complex; various maintenance and support buildings; four turf fields; and eight tennis courts. The campus includes two parking lots: Parking Lot #1 is accessible from Village Parkway and contains 243 parking spaces and the student drop-off/pick-up area; and Parking Lot #2 is accessible from Brighton Drive and contains 381 parking spaces. Existing School Operations DHS contains grades nine through twelve. The high school has a capacity of 2,500 students. The 2016 fall term enrollment is 2,457 students. The hours of operation for the high school are 7:30 am to 4:00 pm. On-campus after school student activities include: school athletic events such as football, track, baseball and soccer practice; music, choir, theatrical practice and events; academic events such as college fairs and club meetings. Evening use of school facilities vary depending on the activity and may include: community, regional and school athletic events such as practice and competitions; community and school music/theatrical events such as concerts, plays, talent shows, awards nights and fund raising events; academic events such as college prep and parent information nights such as back-to-school night and open house. Weekend use of school facilities may include: community and regional athletic events such as Special Olympics and NCS competitions; community and school music/theatrical events such as band practice/field shows, concerts, plays, dances, festivals and fund raising events; academic events such as SAT boot camp and academic testing. The tennis court complex serves the students and the community and is a joint-use project between the District and the City of Dublin. Community use of the tennis courts is limited to non-school hours on weekends and during summer recess. 6 Surrounding Land Uses The DHS campus is surrounded primarily by single family residential development. To the west of the DHS campus across Village Parkway is single-family residential development, and Murray Elementary School is located about 0.5 mile west of the campus. Along the northwest campus boundary is the Church of Jesus Christ of Latter-day Saints and along the northeast boundary is single-family residential development. Adjacent to the east campus boundary is the Iron Horse Regional Trail and beyond the trail is single-family residential development. Adjacent to the southeast campus boundary is single-family residential development and single-family residential development is located across Brighton Drive. Frederiksen Elementary School is located about 0.6 mile south of the high school campus and Wells Middle School is located about 1.6 miles south of the campus. PROPOSED PROJECT The proposed Engineering & Science Building and Interim Housing Phase 1B Project (Project) would be located on the south part of the campus. The Engineering & Science Building is located at the site of Building EE, a single-story building containing a maintenance shop, weight room, and support services that was demolished in summer The Interim Housing Phase 1B is located on existing hardcourts. The Project site is surrounded by Parking Lot #2, the Sports Complex, the Gymnasium, and the Classrooms and Student Union Building (see Figure 2, Project Location Dublin High School Campus and Figure 3, Proposed Site Plan). The Project would increase student capacity by a total of 742 students. The Engineering & Science Building would contain about 48,418 gross square feet and would be three stories tall with an approximate height of 45 feet. The Engineering & Science Building would house classrooms, science labs, engineering classrooms, academic support/hub space, offices, restrooms, maintenance and support space; and would increase student capacity by 412 students. The Interim Housing Phase 1B would contain about 12,960 gross square feet, would house classrooms and restrooms; and would increase student capacity by 330 students 2. Project Construction Activities and Schedule The Interim Housing Phase 1B construction is anticipated to begin in spring 2018 and be completed in summer Construction hours would be from 7:30 am to 4:00 pm Monday through Friday. Tables 1 and 2 present estimated construction activities and durations for the Interim Housing Phase 1B. 2 To accommodate demands on existing DHS facilities in response to projected increases in student enrollment, the District is installing 13 temporary portable classrooms in 2017 accommodating 299 students until future permanent classroom facilities are constructed. A Notice of Exemption was prepared for the Interim Housing Phase 1A project (Dublin Unified School District Dublin High School Interim House Phase 1A Notice of Exemption). Although not part of the proposed Project, the projected increases in traffic due to Interim Housing Phase 1A will be included in the proposed Project traffic analysis. 12 EVALUATION OF ENVIRONMENTAL IMPACTS A brief explanation is required for all answers except No Impact answers if these answers are adequately supported by the information sources listed in the References section for each environmental issue. ENVIRONMENTAL ISSUES 1. AESTHETICS. Would the project: Unless Less Than a) Have a substantial adverse effect on a scenic vista? b) Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, and historic buildings within a state scenic highway? c) Substantially degrade the existing visual character or quality of the site and its surroundings? d) Create a new source of substantial light or glare, which would adversely affect day or nighttime views in the area? Impact Discussion The Project may affect the visual character and generate a new source of light and glare and will be addressed in the EIR. The Project will not affect scenic vistas and resources and will not be addressed in the EIR. A brief discussion of each environmental issue included under Section 1 is presented below. a) Would the project have a substantial adverse effect on a scenic vista? The proposed Project is located on the Dublin High School campus which is surrounded by residential development. The Dublin General Plan does not identify any scenic views or vistas within the vicinity of the campus (City of Dublin 2016). The proposed Project will not adversely affect a scenic vista or view and therefore will not be addressed in the EIR. b) Would the project substantially damage scenic resources, including but not limited to, trees, rock outcroppings, and historic buildings within a scenic highway? The Dublin High School campus is not within the view shed of a scenic route or highway (City of Dublin 2016). The campus does not contain rock outcroppings or historic buildings. There are no trees on the Project site. The proposed Project will not affect any scenic resources and therefore will not be addressed in the EIR. c) Would the project substantially degrade the existing visual character or quality of the site and its surroundings? The proposed Engineering & Science Building will be located at the site of an existing single-story building located at the southerly portion of the campus and more than 100 feet from adjacent residential Dublin High School Engineering & Science Building and Interim Housing Phase 1B Project Initial Study - 10

13 development. The Interim Housing Phase 1B will be located on existing hardcourt and more than 650 feet from adjacent residences. Building design is currently in development. Thus, there is the potential the proposed Project could result in potentially significant aesthetic impacts that would adversely affect the visual character or quality of the surrounding area. This will be addressed in the EIR. d) Would the project create a new source of substantial light or glare, which would adversely affect day or nighttime views in the area? As discussed in Subsection 1b above, the building design is currently in development, therefore, the building s exterior lighting plan is unknown and represents a potentially significant light and glare impact and will be addressed in the EIR. In determining whether impacts to agricultural resources are significant environmental effects, lead agencies may refer to the California Agricultural Land Evaluation and Site Assessment Model (1997) prepared by the California Dept. of Conservation as an optional model to use in assessing impacts on agriculture and farmland. In determining whether impacts to forest resources, including timberland are significant environmental effects, lead agencies may refer to information compiled by the California Department of Forestry and Fire Protection regarding the state s inventory of forest land, including the Forest and Range Assessment Project and the Forest Legacy Assessment project; and forest carbon measurement methodology provided in Forest protocols adopted by the California Air Resources Board. Would the project: a) Convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance (Farmland), as shown on the maps prepared pursuant to the Farmland Mapping and Monitoring Program of the California Resources Agency, to nonagricultural use? b) Conflict with existing zoning for agricultural use, or a Williamson Act contract? c) Conflict with existing zoning for, or cause rezoning of, forest land (as defined in Public Resources Code section 12220(g)), timberland (as defined by Public Resources Code section 4526), or timberland zoned Timberland Production (as defined by Government Code section 51104(g))? 14 2. AGRICULTURE AND FORESTRY RESOURCES (cont.) Unless Less Than d) Result in the loss of forest land or conversion of forest land to non-forest use? e) Involve other changes in the existing environment which, due to their location or nature, could result in conversion of farmland, to non-agricultural use or conversion of forest land to non-forest use? Impact Discussion There would be no impacts to agriculture and forest resources due to the proposed Project, therefore agricultural and forestry resources will not be evaluated in the EIR. A brief discussion of each environmental issue included under Section 2 is presented below. a) Would the project convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance (Farmland), as shown on the maps and prepared pursuant to the Farmland Mapping and Monitoring Program of the California Resources Agency, to non-agricultural use? The Dublin High School campus is zoned Single Family Residential (R-1). The campus is surrounded by residential development. The school campus is not used for any agricultural purposes and will therefore not result in the conversion of any agricultural land and therefore will not be addressed in the EIR. b) Would the project conflict with existing zoning for agricultural use, or a Williamson Act contract? The Dublin High School campus is zoned Single Family Residential (R-1), is not under a Williamson Act contract, is surrounded by residential development and will not conflict with any agricultural use on or off-site and therefore will not be addressed in the EIR. c) Would the project conflict with existing zoning for, or cause rezoning of, forest land (as defined in Public Resources Code section 12220(g)), timberland (as defined by Public Resources Code section 4526), or timberland zoned Timberland Production (as defined by Government Code section 51104(g))? The Dublin High School campus does not contain any forest land. The campus is surrounded by residential development. The campus is zoned Single Family Residential (R-1). The Project will not conflict with City of Dublin zoning and therefore will not be addressed in the EIR. d) Would the project result in the loss of forest land or conversion of forest land to non-forest use? The Project site contains no forest land and will not be addressed in the EIR. See Subsection 2c above. 15 e) Would the project involve other changes in the existing environment which, due to their location or nature, could result in conversion of farmland, to non-agricultural use or conversion of forest land to non-forest use? The Project will not result in the conversion of any farmland or forest land for other uses and therefore will not be addressed in the EIR. See Subsections 2a through 2d above. 3. AIR QUALITY. Where available, the significance criteria established by the applicable air quality management or air pollution control district may be relied upon to make the following determinations. Would the project: a) Conflict with or obstruct implementation of the applicable air quality plan? b) Violate any air quality standard or contribute substantially to an existing or projected air quality violation? c) Result in a cumulatively considerable net increase of any criteria pollutant for which the project region is nonattainment under an applicable federal or state ambient air quality standard (including releasing emissions, which exceed quantitative thresholds for ozone precursors)? d) Expose sensitive receptors to substantial pollutant concentrations? e) Create objectionable odors affecting a substantial number of people? Impact Discussion Unless Less Than There may be significant Project-related air quality impacts and will be addressed in the EIR, as noted under Section 3 below. a) Would the project conflict with or obstruct implementation of the applicable air quality plan? The proposed Project s potential to conflict with Bay Area Air Quality Management District (BAAQMD) standards will be addressed in the EIR. b) Would the project violate any air quality standard or contribute substantially to an existing or projected air quality violation? 16 c) Would the project result in a cumulatively considerable net increase of any criteria pollutant for which the project region is nonattainment under an applicable federal or state ambient air quality standard (including releasing emissions, which exceed quantitative thresholds for ozone precursors)? Project contributions, if any, to cumulative air quality impacts will be addressed in the EIR. d) Would the project expose sensitive receptors to substantial pollutant concentrations? Potential Project impacts related to exposure of sensitive receptors to air pollution will be addressed in the EIR. e) Would the project create objectionable odors affecting a substantial number of people? Objectionable odors, if any, will be addressed in the EIR. 4. BIOLOGICAL RESOURCES. Would the project: Unless Less Than a) Have a substantial adverse effect, either directly or through habitat modifications, on any species identified as a candidate, sensitive, or special status species in local or regional plans, policies, or regulations or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? b) Have a substantial adverse effect on any riparian habitat or other sensitive natural community identified in local or regional plans, policies, regulations or by the California Department of Fish and Game or US Fish and Wildlife Service? c) Have a substantial adverse effect on federally protected wetlands as defined by Section 404 of the Clean Water Act (including, but not limited to marsh, vernal pool, coastal, etc.) through direct removal, filling, hydrological interruption, or other means? d) Interfere substantially with the movement of any native resident or migratory fish or wildlife species or with established native resident or migratory wildlife corridors, or impede the use of native wildlife nursery sites? e) Conflict with any local policies or ordinances protecting biological resources, such as a tree preservation policy or ordinance? f) Conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community Conservation Plan, or other approved local, regional, or state habitat conservation plan? 17 Impact Discussion There will be no impacts to biological resources due to the proposed Project therefore Biological Resources will not be evaluated in the EIR. A brief discussion of each environmental issue included under Section 4 is presented below. a) Would the project have a substantial adverse effect, either directly or through habitat modifications, on any species identified as a candidate, sensitive, or special status species in local or regional plans, policies, or regulations or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? The Project will not affect any species identified as candidate, sensitive or special status by the California Department of Fish and Game (CDFG) and U.S. Fish and Wildlife Service (USFWS) or local plans, policies and regulations. The proposed Project is located on the Dublin High School campus at an area containing a building surrounded with pavement and an area containing existing hardcourt, with both areas surrounded by other school buildings and facilities; and therefore will not be discussed in the EIR. b) Would the project have a substantial adverse effect on any riparian habitat or other sensitive natural community identified in local or regional plans, policies, regulations or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? The Project site does not contain riparian habitat or sensitive natural communities and therefore will not be discussed in the EIR. See Subsection 4a above. c) Would the project have a substantial adverse effect on federally protected wetlands as defined by Section 404 of the Clean Water Act (including but not limited to marsh, vernal pool, coastal, etc.) through direct removal, filling, hydrological interruption, or other means? The Project site does not contain federally protected wetlands and therefore will not be discussed in the EIR. See Subsections 4a and 4b above. d) Would the project interfere substantially with the movement of any native resident or migratory fish or wildlife species or with established native resident or migratory wildlife corridors, or impede the use of native wildlife nursery sites? The Project will not interfere with the movement of native resident or migratory fish or wildlife species. The Project site is located on the Dublin High School campus and is surrounded by residential development and therefore will not be discussed in the EIR. See Subsections 4a through 4c. e) Would the project conflict with any local policies or ordinances protecting biological resources, such as a tree preservation policy or ordinance? The proposed Project will not remove any trees on the campus or affect biological resources and therefore will not be discussed in the EIR. 18 f) Would the project conflict with the provisions of an adopted Habitat Conservation Plan, Natural Community Conservation Plan, or other approved local, regional, or state habitat conservation plan? The Project site is not within the boundaries of any conservation plan, and would not conflict with any habitat conservation plan or natural community conservation plans (City of Dublin) and therefore will not be discussed in the EIR. The Dublin High School campus, including the Project site, is not within an Earthquake Fault Zone of the State of California Alquist-Priolo Earthquake Fault Zoning Act (Dublin Unified School District 2005). This will be addressed in the EIR. ii. There may be strong seismic activity at the Project site. This is a potentially significant impact and will be addressed in the EIR. iii. The potential for liquefaction at the Dublin High School campus is low (Dublin Unified School District 2005). This will be addressed in the EIR. iv. The entire Dublin High School campus is flat as is the surrounding residential development. The potential for landslide is nil (Dublin Unified School District 2005) and therefore will not be addressed in the EIR. b) Would the project result in substantial soil erosion or the loss of topsoil? The extent of soil erosion during construction activities is unknown. This will be addressed in the EIR. c) Would the project be located on a geologic unit of soil that is unstable, or that would become unstable as a result of the project, and potentially result in on- or off-site landslide, lateral spreading, subsidence, liquefaction or collapse? There may be expansive soils at the Project site (Dublin Unified School District 2005). This will be addressed in the EIR. d) Would the project be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994), creating substantial risks to life or property? The Project site may be underlain by expansive soils. This will be addressed in the EIR. e) Have soils incapable of adequately supporting the use of septic tanks or alternative wastewater disposal systems where sewers are not available for the disposal of wastewater? Impact Discussion The Engineering & Science Building may store small amounts of hazardous materials. The presence of hazardous materials at the Project site will be addressed in the EIR. The Project would not create safety hazards at the school campus and will not be addressed in the EIR. The Engineering & Science Building may store small amounts of hazardous materials in the labs and engineering classrooms. Project-related impacts associated with the accidental release of hazardous materials into the environment will be addressed in the EIR. c) Would the project emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste within one-quarter mile of an existing or proposed school? Project-related impacts associated with the release of hazardous emissions on campus and within the vicinity of other nearby schools will be addressed in the EIR. This will not be addressed in the EIR. e) Would the project be located within an airport land use plan or, where such a plan has not been adopted, within two miles of a public airport or public use airport, would the project result in a safety hazard for people residing or working in the project area? The nearest airport is Livermore Executive Airport located about 5.4 miles southeast of the Dublin High School campus (Google 2016). The Dublin High School campus is not located within the Livermore Executive Airport Land Use Compatibility Plan (Alameda County Planning Department 2012). The Project would not result in any safety hazards and will not be addressed in the EIR. f) Would the project be within the vicinity of a private airstrip, would the project result in a safety hazard for people residing or working in the project area? The Project site is not located within two miles of a private airstrip (Google Earth 2016). This will not be addressed in the EIR. g) Would the project impair implementation of or physically interfere with an adopted emergency response plan or emergency evacuation plan? Prior to occupation of the Interim Housing Phase 1B and Engineering & Science Building, the District will update the emergency evacuation plan for Dublin High School to include the Project. This will not be addressed in the EIR. h) Would the project expose people or structures to a significant risk of loss, injury or death involving wildland fires, including where wildlands are adjacent to urbanized areas or where residences are intermixed with wildlands? The Project is located on the Dublin High School campus which is surrounded by residential and other urban development. The risk of a wildland fire affecting the school campus is nil.
