3 Basic Policies 1,Advance CO2 reduction measures by companies powerfully 2, Adopt a serious stance on the reduction of CO2 emissions from households 3, Create rules for the urban development in order to reduce CO2 emissions 4, Promote the reduction of CO2 emissions from automobile traffic 5, Create Tokyo s unique system, which assists each sector s CO2 emission reduction actions
4 Major Program 1 Advance CO2 reduction measures by companies Introduce cap and trading scheme targeting large-scale CO2 emitters. Promote energy conservation measures by medium and small companies by means of introducing Environmental CBO etc Request financial institutions to expand environmental investments and loans and announce the actual performance of the investment
5 Major Program 4 Promote the reduction of CO2 emissions from automobile traffic. Develop environmental automobile fuel promotion project Create rules for the utilization of fuel-efficient automobiles in order to expand the use of hybrid cars Create a system, which assists voluntary activities by private companies such as Eco- Driving Campaign
6 Major Program 2 Adopt a serious stance on the reduction of CO2 emissions from households Wipe out the use of incandescent lamps in households Spread photovoltaic generations and high efficiency energy-saving equipments Revitalize solar thermal market incandescent lamp Change compact fluorescent lamp Reduce maximum 80% of energy
7 Major Program 3 Create rules for the urban development in order to reduce CO2 emissions Obligate large scale buildings to meet certain energy efficiency performance Formulate the world-leading energy efficiency specification for the buildings and apply it to all city-owned buildings. - Full application of Tokyo energy efficiency design specification 2007 would drastically reduce CO2 emissions. Utilize local energy effectively and promote the use of renewable energy.
8 Major Program 5 Create Tokyo s unique system, which assists each sector s CO2 emission reduction actions Introduce CO2 emissions trading scheme Develop an energy efficiency promotion program to assist the energy efficiency actions by medium and small companies and households Examine the introduction of Tokyo s own Energy Efficiency Promotion Tax System ( This is discussed in Tokyo tax commission )
9 Tokyo Government s Initiative Apply Tokyo energy efficiency design specification 2007 to all city-owned buildings. Formulate Energy efficiency and renewable energy policy for city-owned buildings this summer. Establish Green Energy Purchasing Network collaborating with local governments around the country. Convert all vehicle traffic lights and pedestrian lights into LED lights. Develop a CO2 reduction program at the time of purchase. (Including public works)
