16 Capeb-Total process as an example (paper) Step 0 : The installer is signing an agreement to become part of the Total Capeb White Certificate «Eco-Primes» Programme. This agreement is sent to the local Capeb organisation. Step1 : When a complete estimate of the operations (with the appropriate materials, equipments, certifications.. ) that the installer intend to do with a customer has been done, then a CEE file can be established by the installer. First a FPC «Fiche Premier Contact" shall be fulfilled and sent to Total, necessarily before the estimate be accepted by the customer 3 types de FPC depending upon the nature of building and type of operation Type Individuel et collectif Commercial 16

17 Capeb-Total process as an example (paper) Step 2 : After eligibility of the operations being checked, Total is sending to the installer a pre-filled attestation sur l honneur (AH) and a letter indicating what documents are to be supplied to complete the dossier, what will be the contribution that Total will pay to him. At the same time, the customer is receiving a letter with acknowledgement of receipt indicating the contribution that Total will pay to him, provided the dossier will validated by the authorities. 18 Step 3 : After the operation is completed the receipted invoice and the «Attestation sur l Honneur» (AH) shall be sent to your local Capeb organization Receipted Invoice Step 4 : The dossier is checked by Capeb and Total, returned to installer in case of discrepancy, and once compliant with regulation sent to authorities AH completed and signed Step 5 : When an operation dossier is sent to the authorities, Total is triggering the payment of the customer, that will receive a bank cheque from Total. Payment delay is 2,5 months Step 6 : Every 6 months, Total is sending the installer the details the operations sent to authorities, with a letter indicating what amount to invoice to Total The initial 3x3 golden rule : for a given operation the energy consumer was receiving 3 times more than the installer, who was receiving 3 times more than the Partner. 18

20 The case of fuel poverty A specific obligation is directed to fuel poverty, with a given quantity of WC (75 TWhc in 2016 & 2017) to get from operations made in homes inhabited by households in fuel poverty situation, defined by an income/person being below a given threshold. with a lower threshold for reinforced fuel poverty which allows to double the amount of WC This obligation is de facto creating a specific "fuel poverty WC", which is following the same rules as other WC, but a specific demand/offer balance is making its price higher than usual WC. Price is presently at 4,5 /MWh on registry, vs 1,5 /MWh for usual WC, with a WC fuel poverty programme price level of 8 /MWh. This higher price, or expected higher price is allowing higher subsidies to be given to households, which makes possible to completely finance attic insulation in H1 climatic zone, as shown in Bonustravaux programme launched by Economiedenergie.fr, in partnership with UNPI. 20
