Facing the Challenge of Climate Change Southeast Europe: transition to low carbon economy Development of the Green Economy in Croatia Igor Raguzin Directorate for Climate Actions, Sustainable Development and Protection of Air, Land and Sea Ministry of Environmental and Nature Protection Croatian State Archives, Zagreb 2 October 2015
Green economy The model of green growth that leads to the green and low carbon economy: effectively use resources resistant to climate change structural economic changes that are primarily driven by a lack of resources, technological changes and innovations, new markets, and changes in demand in industry and among consumers
Green economy In Croatia, as well as the potential for contribution to green growth and the creation of jobs within the green economy and circular economy: eco-innovations sectors of waste management renewable energy and energy efficiency projects and in building construction, transport, industry and services sustainable tourism
Green economy: towards green jobs Long-term strategy to stimulate investment in the reconstruction of the national building stock integrated building renovation by 2020, the expected impact on employment could amount to between 23 and 39 thousand new jobs The waste management sector: double the number of jobs in this sector, from the current 6,000 to 12,000 in system of separate waste collection and recycling, as well as waste management centers EE and RES could by 2020 result in the creation of 80,000 new (direct and indirect) of green jobs
Institutionalization: Greening European Semester Cycle of economic and fiscal policy coordination EU Objectives: ensure sound public finances foster economic growth prevent excessive macroeconomic imbalances in EU Examples: Resource efficiency & Circular economy ( Council conclusions: " resource efficiency is necessary to use potential of the green economy ) Environmental fiscal reform (tax shift labour to resource use and pollution; phasing out environmentally harmful subsidies) Investments in Water & Waste Management as drivers for jobs creation
Climate and energy: targets 2020 Croatia Realization of the target of RES in gross final consumption of Croatia in 2006 and ,6% 7,4% 20% % 2 % 20% -20% Low carbon development strategy? -80% 2050

Green Public Procurement The Ministry of Environment and Nature Protection coordinated the development of the first National Action Plan for Green Public Procurement adopted by the Government in August 2015 covers the period from 2015 to 2017 with a view by 2020 goal that by 2020, 50% of public procurement procedures in Croatia include some of the criteria of green public procurement
A circular economy is an industrial system that is restorative or regenerative by intention and design The concept of circular economy appeared in 1970 and has its origins in the industrial ecology. Includes remodeling of industrial systems on the model of the ecosystem and their efficiency in recycling of material resources.
Working Group on circular economy (CE) due to the multidisciplinarity CE includes the need of coordination and consolidation many diferent policy positions therefore it is established a working group that links ministries of environment, economy, work, entrepreneurship as social partners and representatives of the business community scope of WG: expert support for proc positions making related with CE intersectoral coordination issues in CE under the greening of the European semester and the link with the Europe 2020 Strategy Expert support and participation in expert and political bodies in the EU related to CE consideration of possible application of the concept of CE within development and adoption of strategic, legislative and planning documents of the RoC 12
