2 SECTION A. Project Title [See Toolkit 1.6] Title: Paradigm Cook Stove Programme: Rwanda 01 (TPP- CPA- 01- RWN) Date: 9 th July 2014 Version no.: 03 SECTION B. Project description [See Toolkit 1.6] Project start date: 1/05/2013. This date has been selected as the start date of the CPA as it is the date on which real activity began. Real activity here is defined as the date on which the CPA implementing partner made a purchase order to for cook stoves to be distributed under this CPA. Paradigm Cook Stove Programme: RWN 01 (the project activity or CPA ) is a small scale project activity that will introduce Improved Cook Stoves hereinafter referred to as ICSs or appliances within the terrestrial boundaries of the Republic of Rwanda. The ICSs shall reduce the non- renewable biomass consumption required to provide thermal energy for domestic cooking requirements. The CPA is implemented under the Programme of Activities titled Paradigm Sub Saharan Africa Cook Stove Programme. The said PoA is a voluntary initiative of The Paradigm Project. The project activity shall distribute the Ezy Stove model of ICSs and a technical description of the appliance is provided as follows. Figure 1: EzyStove

3 Table 1: Technical Characteristics of the EzyStove Figure 2: Picture of female household member cooking using the Ezy Stove The ICSs distributed in the project activity are point of use cooking appliances targeted at rural/urban poor households who rely on traditional wood stoves or low efficiency cook stoves in Rwanda. The appliances distributed will reduce non- renewable biomass consumption and in so doing abate GHG emissions. The improved thermal efficiency of the ICSs will reduce fuel consumption, levels of indoor air pollution and the time and effort/money required to collect/purchase fuel. The use of non- renewable biomass for thermal energy generation at the domestic level has numerous adverse environmental, economic and social effects. While the project activity will not completely displace the use of non- renewable biomass, the reduction in the quantities of biomass consumed will have the following sustainable development benefits within the project boundary. Environmental Good Practice: 1. Reduced Indoor Air Pollution 2. Abated GHG emissions throughout the lifetime of the project activity 3. Reduced pressure on forest resources for non woody biomass either as woody biomass directly or in its derivative form as charcoal.

4 Social Aspects 1. Reduced household expenditure on treatment of IAP related illnesses 2. Reduced expenditure/distances travelled to purchase/collect firewood 3. Reduce the domestic burden of women and children (girls) who are often burdened with the collection of wood fuel and cooking. Economic benefits 1. The project activity will stimulate the creation of local jobs for assembly, distribution and maintenance tasks requisite for the implementation of the project activity. SECTION C. The Republic of Rwanda is expressly provided for as a country which can participate in CDM project activities under the List of Non- Annex I Parties to the Convention 1 as the country ratified the Kyoto protocol on 22 nd of July C.3. 6 The proposed CPA is developed in accordance with the CDM baseline and monitoring methodology AMS- II.G version 5: Energy efficiency measures in thermal applications of non- renewable biomass 2. Eligibility of the project activity is therefore justified as follows: 1. Scale As a small scale Type II project activity the CPA shall distribute a number of improved cook stoves which will generate thermal energy savings equal to or less than 180 GWh 3. This has been calculated in the CPA DD as a maximum of 20,078 cook stoves per year in the crediting period. 2. Host Country: The project activity shall be implemented in the Republic of Rwanda which ratified the Kyoto protocol on July 22 nd 2004 and is on the list of approved non Annex 1 countries which are parties to the convention Type of Project Activity: The proposed CPA is an end- use energy efficiency improvement project activity. The introduction of improved cookstoves as envisioned in the proposed CPA shall reduce the amount of ligneous fuels required to provide thermal energy primarily for cooking in the households which adopt the project technology. The cookstoves distributed as project technologies have improved design features which will allow them to provide the same level of service as was provided by traditional stoves in the baseline scenario. End users in this scenario are defined as the households which adopt the technology. Sales and distribution records shall track names of the household members and serial numbers for each of the ICSs to ensure that the stoves are used within the project boundary. 4. Annex C Transfer of CERs The CME will communicate the transfer of rights through a sticker or hang tag on the packaging and train direct sellers in the importance of pointing out the transfer of carbon rights. We then use product registration through a sales receipt or SMS registration as an effective signature by the end user accepting that they have transferred thei rights in exchange for the subsidy and warranty benefits of the product. 5. This will ensure reduced wood fuel consumption with a correspondent reduction in indoor air pollution and hence a decrease in associated health effects of IAP. Time and Money saved from reduced fuel consumption The project will monitor reductions in fuel use against the baseline, as well as time to money spent collecting fuel to determine specific savings. The project will also survey end users on benefits and uses of extra time/income. TPP- CPA- 01- RWN will distribute the Ezy Stove model which has a rated thermal efficiency of 28%. The distribution of these stoves will replace the use of traditional stoves currently used for domestic thermal energy consumption. Monitoring of SD Parameter The monitoring surveys for this CPA shall evaluate the money (and/or time) spent to collect fuel. This CPA monitoring report shall quantify the self- reported reduction in time used to collect fuel wood or the amount of money used to buy wood fuel and or charcoal. Assessment of stakeholder comments [See Annex J] [See Local Stakeholder Consultation Report B.5 and insert table from C.3.iii Assessment of all comments. Insert a summary of alterations based on comments] The local stakeholder consultation meetings for the proposed PoA were carried at the programmatic rather than the activity level. An assessment of stakeholder comments has been provided in the PoA passport and design document. The assessment herein provided was solicited from stakeholders in the Republic of Rwanda. Stakeholder comment How do we get the stoves? Will it be individual or go through a cooperative group? Does Paradigm have a manufacturing plant here in Rwanda or will it be imported? Over the course of the project, we plan to distribute in the whole country. The east will be one area of focus for an early phase distribution system. Most stoves are made from metal as rolled steel, but the JikoPoa is made with clay from Kenya (no clay will be taken from Rwanda) TPP will evaluate if the price and quality and volumes are comparable with importing, then TPP will look to do that. Otherwise, TPP believes that low cost products and creating wealth with assembly, distribution and sale of cookstoves will have a greater positive impact than is possible with local production. Cooperatives are one distribution partner that Paradigm will likely work with. Each cookstove sold will make between $2-4 USD for distributors. So yes, our project will create revenue for distribution partners The role of carbon finance is to subsidize the cost of stoves so we are making the stoves cheaper than they actually are already Alterations: The comments raised from the stakeholder consultation meetings were each exhaustively addressed at the

13 respective meetings. Most of the comments raised touched specifically on the distribution aspects of the PoA. However beyond distribution considerations there have been no alternations made to the design documentation for the proposed CPA. E.2. Stakeholder Feedback Round Please describe report how the feedback round was organised, what the outcomes were and how you followed up on the feedback. [See Toolkit 2.11] The Stakeholder Consultation Report, Non- Technical Project Summary, as well as other project documents were made publicly available through the Gold Standard and UNFCCC websites. All participants who provided addresses were contacted to review the report and submit additional comments during the feedback round. Phone calls were also placed for stakeholders who did not leave or have addresses. Participants who left behind their addresses were send an on the 19 th of October 2012 and introduced to the concept as well as provided with the LSC report, PoA DD, CPA DD and CPA passport. All the other participants who didn t have addresses were called by the CME and informed of the Stakeholder Feedback Round. With a large number of the participants having no access to internet, the CME printed all the documentation and made them available through the local implementing partner. The CME endeavored to reach out to stakeholder to respond to the stakeholder feedback round via calls and s and despite the concerted efforts made stakeholders did not provide any responses that would occasion a change to the design documentation. Below is a snapshot of an used to reach out to participants concerning the SFR:

15 Telephone access There shall be established a contact point employed by the CPA implementer whose telephone contacts shall be made publicly available. This contact point shall provide a reference point for stakeholders to communicate suggestions and or grievances immediately without physically travelling to an office to comment in the expression book or to meet with CPA implementers in person. For Rwanda the following contact point has been identified: Mr. Phillip Mulari as possible and where need be specific clarification can be sought from the stakeholder to assess if recommendations have been met in the manner so intended. By using a local contact the stakeholders will be able to communicate grievances or other comments in local languages at their convenience in support of or instead of physically going to sign the expression book. All comments from calls shall be recorded in a special section of the expression book and will be reviewed in tandem with comments raised in the expression book. Internet/ access There shall be established a contact point employed by the CPA implementer whose address shall be made publicly available. This contact point shall provide a reference point for stakeholders to communicate suggestions and or grievances immediately without physically travelling to an office to comment in the expression book or to meet with CPA implementers in person. The CME can be reached directly by contacting Johanna Matocha at Johanna@theparadigmproject.org This will allow stakeholders who are literate and have access to the internet to communicate ideas or grievances without calling or physically signing the expression book. All comments from s shall be recorded in a special section of the expression book and will be reviewed in tandem with comments raised in the expression book. The project is not complicit in Human Rights abuses. The project technology is not an alien concept to the people within the communities in which the CPA will be implemented. This is particularity evident because the project activity will only seek to reduce ligneous fuel consumption as an improvement on baseline technologies which already consume ligneous fuels. This is the only marked social change the project activity will create therefore the project will not adversely impact on the human rights of community members in the CPA boundary. low N/A 2 HUMAN RIGHTS The project does not involve and is not complicit in involuntary resettlement. Participation in the CPA is entirely voluntary with participants electing to participate by voluntary purchase and use of the improved cook stove technology. Cultural heritage is defined as is the legacy of physical artifacts (cultural property) and intangible attributes of a group or society that are inherited from past generations, maintained in the present and bestowed for the benefit of future generations 7. 32 Future target for parameter The implementation of the proposed PoA shall create jobs in the assembly and distribution of Improved Cook stoves. This will alleviate the vulnerability of underemployed or unemployed community members in areas where CPAs shall be implemented. Way of monitoring How Employment records for this CPA. 33 [See Toolkit 2.3] As an SSC PoA the demonstration of additionality for the proposed PoA is based exclusively on the Guidelines on the Demonstration of Additionality of Small- Scale Project Activities as per the provisions of Annex 27 of EB 68 Version 09.0.The guidelines offer two approaches for which additionality can be demonstrated. Paragraph 2 of the guidelines clearly indicates that SSC projects are exempt from a barrier analysis where the PP can prove that the project technology meets the requirements created for a set list of positive technologies which are automatically additional. The CME shall demonstrate additionality based on the specific provisions of Paragraph 2 (c) which provides the following: Project activities solely composed of isolated units where the users of the technology/measure are households or communities or Small and Medium Enterprises (SMEs) and where the size of each unit is no larger than 5% of the small- scale CDM thresholds; Project activities solely composed of isolated units The users of the technology/measure are households or communities or Small and Medium Enterprises (SMEs) The size of each unit is no larger than 5% of the small- scale CDM thresholds Having fully demonstrated the compliance of the project activity with the three stated eligibility criteria, the project technologies are hence considered automatically additional. H.2. Conservativeness [See Toolkit 2.2] The proposed CPA shall be based on the approved baseline and monitoring methodology AMS- II.G version 05 tilted Energy Efficiency Measures in Thermal Applications of Non- Renewable Biomass. The stated methodology is an approved methodology under the Gold Standard Annex AD. The principle of conservativeness: Values for baseline emissions vary depending on several factors for any given CPA included in the proposed PoA. These factors include varying thermal efficiencies for the different types of improved cook stoves and different values for baseline ligneous fuel consumption which may vary given different traditional cooking practices and meals. The principle of conservativeness shall be strictly applied in the analysis of the baseline word fuel or charcoal consumption.
