4 1. INTRODUCTION 1.1 Objective/purpose 1.2 Methodology List the methodology used and limitations encountered during the initial (or updated) site reconnaissance or the closure inspection. Describe the method used to reconnoitre the property; for example, the use of grid patterns or other systematic approach. List and describe any limitations encountered during the reconnaissance such as physical obstructions, bodies of water, pavement, weather, or uncooperative occupants. 2. SITE/PROPERTY LOCATION List the legal address and grid location or latitude and longitude (GPS position). 3. GENERAL SITE SETTINGS Note whether the site was visually observed or identified from interviews or record reviews. For an updated initial EBS or a closure EBS, the site should always be visually observed. 3.1Current use(s) of the property List the current property use of the property. Be as specific as possible. 3.2 Past use(s) of the property List all known past property use(s). If a past use is likely to have involved the use, treatment, storage, disposal, or generation of hazardous materials or petroleum products, include a detailed description or indicators of this use. A closure EBS should include information obtained from Environmental Conditions Reports (ECRs) as well. 3.3 Current uses of adjoining properties List the current property use of adjoining properties. Be as specific as possible. 3.4 Past uses of adjoining properties If a past use is likely to have indicated recognized adverse environmental conditions, include a detailed description. 3.5 Current or past use of the surrounding area List general types of past uses; i.e., residential, agricultural, or industrial. Generally limit surroundings to that which can be seen or would clearly affect the area, such as upstream on a waterway 4

5 3.6 Geologic, hydro-geological, hydrologic, or topographic conditions List the conditions and give a general description of the topography in the area. If indicated, analyze the likelihood of contaminant migration on or to the property through the soil or groundwater from the adjacent properties or the surrounding areas. 3.7 Facility information List facilities, their location, number, current/past use, owner, size, number of stories, year constructed, condition and type of construction. 3.8 Roads List all public thoroughfares adjoining the property and describe all roads, streets, parking areas and walkways. 3.9 Water supply List and differentiate all sources of potable and non-potable water Sewage disposal system Describe sewage disposal systems on the property and their general condition and approximate age Fire protection system Describe any fire protection systems on the property 4. INTERNAL AND EXTERNAL OBSERVATIONS To the extent visually/physically observed or identified from interviews or record reviews (list actual source). 4.1 Hazardous material (HM) and petroleum products Describe uses and types of products used on the property, and the approximate amount and storage conditions. Indicate if treatment, storage, disposal, or generation occurred on the property. 4.2 Storage tanks Describe size, location, condition, and approximate age of all above and belowground storage tanks. 4.3 Odours Describe any noticeable odours and their source. 4.4 Pools of liquid Note all surface water and describe all pools or sumps that contain water or other liquids that may contain HM. 4.5 Drums Describe all drums and their conditions. If they are known to contain no HM, list contents only. 5

6 4.6 Hazardous waste (HW) and waste petroleum products Describe all products to include type, amount, and manner/condition of storage. 4.7 Unidentified substance containers Describe any open or damaged containers suspected of containing HM or petroleum products 4.8 Electrical hazards Describe any potential electrical hazard 4.9 Radiological hazards Describe any potential radiological hazard 4.10 PCBs Include a description of electrical or hydraulic equipment likely to contain PCBs Medical/biohazard waste Identify any sources, accumulation and disposal issues 4.12 Internal observations of facilities Heating and cooling systems Describe, to include the fuel source and amount on hand Stains and corrosion Describe stains on floors, walls, and ceilings Drains and sumps Describe floor drains and sumps, characterize any standing fluids and assess where floor drains discharge Other Waste piles, abandoned drums, debris, odours, incinerators, ovens, heaters, etc External observations Pits, ponds and lagoons Describe the pit, pond, or lagoon, especially if it may have been used for HW disposal or waste treatment. Terrain can also affect air quality. Mountains and canyons can cause temperature inversions, which impact air quality. Setting up base camps with heating units and vehicles in an area prone to temperature inversions can cause poor air quality. Prevailing winds should also be considered Noise Describe potential noise generating activities Electrical sources Describe electrical sources Unexploded ordnance Identify and ensure clearance before occupation Natural resources Talk to HN personnel regarding threatened or endangered plants or animals, wetlands, floodplains, etc., and describe briefly Cultural resources Talk to HN personnel regarding archaeological sites, cemeteries, historic buildings, monuments, etc., and describe briefly. 7

8 5. ENVIRONMENTAL SAMPLING 5.1 Environmental sampling List the types and quantities of environmental sampling. Describe the sampling plans (types and quantities of environmental samples taken), sampling methods (such as hot spot sampling, grid patterns); and the analyses (field and laboratory) analysis made 5.2 Environmental standards To provide some indication of the relevance of the reported concentrations, list the applicable environmental standards to which comparisons of the results have been made against, e.g. recognised national or international standards (if no host nation standard exist). 6. DELETIONS AND DEVIATIONS Describe all deviations or deletions from either the protocol (checklist) used or the environmental standards currently in use by DPKO/DFS. Discuss each one individually and in detail. 7. FINDINGS AND CONCLUSIONS STATEMENT List the protocol used for the survey, exceptions to the protocol, and any evidence of recognized adverse environmental conditions 8. QUALIFICATION STATEMENT List the qualifications and duty position(s) of the individual(s) preparing the EBS. 9.
