3 EXECUTIVE SUMMARY Assessment A was carried out for the residential property located at 2980 Colonial Road, in the City of Ottawa (Sarsfield), Ontario. The purpose of this environmental assessment was to research the past and current use of the site and adjacent properties and identify any environmental concerns with the potential to have impacted the subject property. The historical research indicated that the subject site was originally developed in Neighbouring properties were farmland in the 1950's and have been developed through to the late 1980's for residential and commercial purposes. A potentially contaminating activity (PCA) was noted in the historical searches for a neighbouring site to the southwest, which was formerly used as a retail fuel outlet and currently being used as a automotive garage. Following the historical review, a site visit was conducted. An aboveground propane tank near the residential building on the subject property was observed but poses no environmental concern. The neighbouring automotive garage, located 50 metres to the southwest, was observed to have demolished cars and vehicle parts on the property. Based on the distance from the subject site, this PCA is not considered to be an area of potential environmental contamination to the subject site. Based on the results of this Phase I ESA a Phase II Environmental Site Assessment is not required for the property. Recommendations Based on the age of the building, it is considered unlikely that asbestos or lead based paints were used in its construction, however, prior to any renovations, it is recommended that a designated substance survey be completed to confirm this.. 4 1.0 INTRODUCTION At the request of Cumberland Housing Corporation, Paterson Group (Paterson) conducted a (ESA) of the residential property located at 2980 Colonial Road, in the City of Ottawa, Ontario. This report has been prepared specifically and solely for the above noted project which is described herein. It contains all of our findings and results of the environmental conditions at this site. 2.0 SITE INFORMATION Address: Location: Latitude and Longitude: 2980 Colonial Road, Ottawa (Community of Sarsfield), Ontario. Located on the north side of Colonial Road, east of Sarsfield Road, in the City of Ottawa, Ontario. Refer to Figure 1 - Key Plan in the appendix for the site location ' 38" N, 75 20' 33.87" W Site Description: Configuration: Area: Legal Description: Zoning: Current Use: Services: L-Shaped (Combined) 16, m hectares (approximate). Part of Lot 10, Concession 3, Township of Cumberland, now in the City of Ottawa V3F - Village Residential. The subject site is occupied by a two storey retirement home. The remainder of the property is mainly grassed. An asphalt parking lot is present in the southern part of the property and an asphalt path wraps around the building. The subject site is located in a privately serviced area. May 17, 2017 Page 1

5 3.0 SCOPE OF WORK The scope of work for this was as follows: Investigate the existing conditions present at the subject site by carrying out a field study and historical review in accordance with CSA Z Present the results of our findings in a comprehensive report. Provide a preliminary environmental site evaluation based on our findings. Provide preliminary remediation recommendations and further investigative work if contamination is encountered or suspected. 6 4.0 METHOD OF INVESTIGATION 4.1 Historical Research The methodology for the program was carried out in two segments. The first consisted of a historical review which included a brief research of the past use of the site. This portion of the program was carried out by Paterson personnel from the Environmental Division. The following is a list of the key information sources reviewed by our firm. Federal Records Air photos at the Energy Mines and Resources Air Photo Library. National Archives. Maps and photographs (Geological Survey of Canada surficial and subsurface mapping). PCB Waste Storage Site Inventory. Provincial Records MOECC document titled Waste Disposal Site Inventory in Ontario. MOECC Freedom of Information MOECC Brownfields Environmental Site Registry. Office of Technical Standards and Safety Authority, Fuels Safety Branch. Municipal Records The Corporation of the City of Ottawa. 7 4.2 Field Assessment The second segment of the Phase I - ESA consisted of a site visit which included a cursory assessment of the environmental conditions of the subject property. The field assessment was carried out on April 24, 2017 by personnel from the Environmental Division. As part of the field assessment, the subject site was inspected for signs of the following: Evidence of previous or existing fuel storage tanks. On-site use or storage of hazardous materials. On-site handling or disposal of liquid or solid waste materials. Above-ground piping systems, including pumps, valves and joints. Truck or rail loading or unloading areas. Electrical conduits, abandoned pipelines or pumping stations. Remnants of old buildings. Signs of surficial contamination (ie. staining, distressed vegetation). Unnaturally discoloured, ponded or flowing waters. Surficial drainage, wetlands, natural waterways or watercourses through the properties (i.e. ditches, creeks, ponds, poor drainage). Any evidence of potable water supply wells or groundwater monitoring wells (such as leak detection monitoring wells for underground storage tank systems, or abandoned systems). Any abnormal odours associated with the site, whether from on-site or off-site sources. The presence of any recent soil disturbances such as soil removal, filling, tilling, grading, etc. Asbestos containing materials (ACMs). Urea formaldehyde foam insulation (UFFI). PCB containing products. Ozone depleting substances (ODS). Lead-containing materials. Current use of neighbouring properties. May 17, 2017 Page 4

8 5.0 FINDINGS OF THE ENVIRONMENTAL ASSESSMENT 5.1 Historical Review Air Photo Research Historical air photos from the National Air Photo Library were reviewed. Based on the review, the following observations have been made: 1946 The subject site and adjacent properties to the north and east appear to be farmland. Adjacent properties to the south appear to be residential and possibly to the west, although the scale of the photo does not allow for confirmatory determination No significant changes are apparent to the site or adjacent properties The poor scale of the photograph prevents identification of specific details of the subject site. A slight increase in regional development is apparent The poor scale of the photograph prevents identification of specific details of the subject site area, although no significant changes are apparent on the subject land. It appears that adjacent sites to the west and south have been developed The subject site has been developed with the existing neighbouring properties appear to be developed with their currently existing structures The poor scale of the photograph prevents identification of specific details of the subject site. Increased development is present further to the west including a residential subdivision There are no apparent or significant changes to the subject site. There is a slight increase in development throughout the region (City of Ottawa website) There are no apparent or significant changes to the subject site or neighbouring properties. 9 National Archives Suburban Ottawa city directories from 1992 to 2011 at the National Archives were reviewed in approximate 10 year intervals for the subject site and properties within the study area. Directories prior to these dates are not available. From 1992 to 2011 the subject site was listed as a residential building, with multiple tenants. Fire Insurance Plans (FIPs) from the National Archives do not cover the subject site or neighbouring properties. Adjacent properties to the east, south and west are listed as residences. One adjacent property to the south was listed as commercial. A property to the southwest, located at 2940 Colonial Road was listed as a commercial car and truck rental business and is considered to be a PCA. Natural Resources Canada (NRCAN) The Geological Survey of Canada website on the Urban Geology of the National Capital Area was consulted as part of this assessment. Based on the information from NRCAN, bedrock in the area of the site consists of interbedded Limestone and Shale of the Lindsay Formation. Based on the maps, the thickness of overburden ranges from 15 m to 25 m. PCB Inventory The document prepared by the Canadian Council of Resource and Environment Ministers, entitled National Inventory of PCB Waste Storage Sites, dated 1988 was reviewed. No PCB storage sites are located within 1 km of the subject site. Technical Standards and Safety Authority (TSSA) The TSSA, Fuels Safety Branch in Toronto, was contacted by in April of There are no underground storage tanks recorded in the TSSA registry for the subject property. The TSSA has three (3) neighbouring properties in their records Colonial Road, is recorded as an address with four (4) expired underground fuel tanks Colonial Road is recorded as an address with one (1) expired propane tank Colonial Road is recorded as an address with four (4) active underground fuel tanks. 10 Due to the nature of the facilities the activities located at 2940 Colonial Road and 2909 Colonial Road are considered to be potentially contaminating activities. However, based on the distance from the fuel equipment located at 2940 Colonial Road to the subject site (75 m to the southwest) and on the distance from 2909 Colonial Road to the subject site (150 m to the southwest) the aforementioned properties are not considered to have the potential to have impacted the subject site. The presence of the expired propane tank is not considered to pose a risk to the subject site. Ontario Ministry of Environment and Climate Change (MOECC) The Ontario Ministry of Environment document entitled Waste Disposal Site Inventory in Ontario, 1991" was reviewed as part of the historical research. This document includes all recorded active and closed waste disposal sites, industrial manufactured gas plants, and coal tar distillation plants in the Province of Ontario. One (1) closed waste disposal site was identified within 1 km of the subject site: Site No. X9015, Lot 10 of Concession 3, Ottawa/Carleton. Closed in 1966 (was located approximately 600m from the subject site) Due to the nature of the surficial geology, the groundwater flow direction and the distance from the site, the aforementioned closed waste disposal site is not considered to pose a risk. A search of the MOECC Brownfields environmental site registry was conducted electronically on May 1, No Records of Site Condition (RSCs) have been filed for properties within 1 km of the subject site. The subject site was not listed in the site registry. An MOECC Freedom of Information request was sent to search MOECC records pertaining to the Investigations and Enforcement Branch, Environmental Assessment and Approvals Branch, Environmental monitoring and Reporting Branch, Sector Compliance Branch and Safe Drinking Water Branch. At the time of issuing this report, a response had not been received from the MOECC. Should the response contain pertinent information, the client will be notified. City of Ottawa Old Landfill Document The document prepared by Golder Associates entitled Old Landfill Management Strategy, Phase I - Identification of Sites, City of Ottawa, was reviewed. The same closed waste disposal site, that was previously mentioned, was identified. No other concerns were identified during the review of this document. May 17, 2017 Page 7

11 Previous Environmental Reports A review of environmental projects in the area of the subject land completed by Paterson Group did not identify any issues considered to pose a risk to the subject land. Paterson conducted a geotechnical study on the subject property in April, This study involved drilling five (5) boreholes on the property. This subsurface study identified no suspected environmental concerns on the subject site. Personal Interviews The representative of Cumberland Housing Corporation, Mr. David Lewis was present during the site assessment. The property representative indicated that Cumberland Housing Corporation has owned the site since the early 1980s. The building on the site was built in The property representative informed Paterson that the residential building has been renovated since construction, always using water based paints. The property representative indicated that the property is on a septic system and uses well water. The current septic field is located on the north side of the property, with a decommissioned septic field located on the west side. The property representative indicated that the building is and always has been heated with propane, stored in a ten (10) year old 20,000 litre tank located on the southwest portion of the property. The propane tank is maintained and inspected regularly. The property representative indicated the location of the potable water well for the property, as well as the water filtration and water softening system. The property representative indicated that the city picks up solid waste and recycling twice a week, while sewage, as well as grease, from the residential building is treated by the on-site septic system. 5.2 Exterior Assessment Building The subject site is occupied by a retirement home. The residential building is finished with vinyl siding, has a concrete foundation and a sloped shingle roof. Power for the building is provided by overhead cables. The building does not have a basement. May 17, 2017 Page 8

12 Site The retirement home is located on the eastern portion of the property. On the south side of the property, a paved asphalt parking lot is present. There is a paved asphalt walkway which starts at the parking lot, makes its way north, and wraps around the building to the main entrance. The remaining area of the site is grass covered with a few mature trees scattered around the property. The site topography is relatively flat, while the regional topography is undulating. Potential Environmental Concerns Fuels and Chemical Storage One (1) above ground propane tank located on the southwest side of the residential building, used for heating and cooking, was observed at the time of assessment. The propane tank was observed to be in good condition. Waste Management Solid waste and recycling is collected by the city on a semi-weekly basis. Polychlorinated Biphenyls (PCBs) One (1) pole-mounted transformer was observed on north side of Colonial Road near the southwest corner of the property boundary. At the time of assessment no leaks, staining/discolouration or dead grass beneath the pole was observed. The transformer is not considered to be an environmental concern. Wastewater Discharges The subject site has a septic system to treat waste water produced on the subject site. According to the property representative, the septic and grease trap tanks are serviced regularly. May 17, 2017 Page 9

13 5.3 Interior Assessment A general description of the interior of the building is as follows: Floors consists of concrete and carpeting. The walls consist of drywall. The ceilings consist of drywall. Lighting throughout the building is provided by fluorescent and incandescent fixtures. Potentially Hazardous Building Products Asbestos Containing Materials (ACMs) Based on the age of the building and the observations made during the site visit, ACMS are not considered likely to be present in the building. Lead-Based Paint PCBs Based on the age of the building, lead-based are not considered likely to be present in the building. Based on discussions with the property representative, only water based paints have been used since construction. Based on the age of the building, PCBs are not considered to be present in the building. Urea Formaldehyde Foam Insulation (UFFI) Based on the age of the building, UFFI is not present in the building. Other Potential Environmental Concerns Fuels and Chemical Storage Household chemicals were observed in the utility room and in a storage closet. Water softening chemicals were observed in the utility room. These appeared to be properly stored and in good condition. May 17, 2017 Page 10

14 Wastewater Discharges The subject site has a septic system to treat waste water produced on the subject site. No sump pits were observed in the subject building. Ozone Depleting Substances (ODSs) Potential sources of ODSs observed on site include refrigerators, freezers and air conditioners. These appliances should be regularly serviced, or properly disposed of by a licenced contractor. 5.4 Adjacent Properties Land use adjacent to the subject site was as follows: North - Residential dwelling and agricultural land; East - Residential dwelling and agricultural land, followed by more agricultural land; South - Residential dwellings, followed by Colonial Road; West - Residential dwelling, followed by garage/former gas station, ultimately followed by Sarsfield Road. Based on the distance from the subject site, the former gas station/current garage located on the property further to the west is not considered to pose a concern to the subject site. 15 6.0 ASSESSMENT AND RECOMMENDATIONS 6.1 Assessment A was carried out for the retirement home property located at 2980 Colonial Road, in the City of Ottawa (Sarsfield), Ontario. The purpose of this environmental assessment was to research the past and current use of the site and adjacent properties and identify any environmental concerns with the potential to have impacted the subject property. The historical research indicated that the subject site was developed in 1983 with the current retirement home, with minor renovations since that time. Prior to its development, the subject site was vacant. Neighbouring properties were farmland and residences in the 1950's and have been further developed through to the late 1980's for residential and commercial purposes. A garage and former retail fuel outlet were identified on a property further to the southwest. Based on the distance from the subject site, the garage and former retail fuel outlet is not considered to pose a risk to the subject site. The past use of the other adjacent properties does not pose a risk to the subject site. Following the historical review, a site visit was conducted. An aboveground propane storage tank within the property boundary was observed in good condition and poses no environmental risk to the subject site. No Issues were observed with the use of the subject site or the adjacent properties. Based on the results of the assessment, it is our opinion that a Phase II - Environmental Site Assessment is not required for the property. 6.2 Recommendations Based on the age of the building, it is considered unlikely that asbestos or lead based paints were used in its construction, however, prior to any renovations, it is recommended that a designated substance survey be completed to confirm this. 16 7.0 STATEMENT OF LIMITATIONS This report has been prepared in general accordance with the agreed scope-of-work and the requirements of CSA Z The conclusions presented herein are based on information gathered from a limited historical review and field inspection program. The findings of the Phase I - ESA are based on a review of readily available geological, historical and regulatory information and a cursory review made at the time of the field assessment. The historical research relies on information supplied by others, such as, local, provincial and federal agencies and was limited within the scope-of-work, time and budget of the project herein. Should any conditions be encountered at the subject site and/or historical information that differ from our findings, we request that we be notified immediately in order to allow for a reassessment. This report was prepared for the sole use of Cumberland Housing Corporation.
