A UNIQUE ECO-COMPARATOR FOR ALL THE FRENCH ROAD COMPANIES? Christine Leroy, Technical Director USIRF-Routes de France 1
The origin Previous USIRF actions 1999: beginning of the LCA study for hot mix asphalt production 2004: end of the study «Craddle to gate» 2006: Final report LCA for hot mix asphalt production and laying «Craddle to grave» with critical exam from Armines Publish an article in the RGRA* in 2008 March Publish «FDES**»project in the RGRA in 2009 February * RGRA : Revue générale des Routes ** FDES : Index card of environmental and sanitary data 2
LCA publication in
16 indicators Value for life cycle Value for life cycle / year 4
Point 5 in the Voluntary Commitment for sustainable development signed on the 25th of March 2009 Increase the environmental performances of the industry and allow the comparison Of the various proposed solutions by creating a common eco-comparator for all the industry This software will include, at least, 3 indicators : Consumption of energy Greenhouse gas emissions Natural ressources conservation 5
Starting point? 1 In order to be in position to tender with a new set of ecologicallyminded evaluation criteria, 2 A new eco-comparing software called SEVE, designed for use by the industry as a whole, 3 Available on line to all members ; 4 indicators are compared, 6
A COMMON TOOL écologiciel 7
Method based on comparison of the impact of ecological technical alternatives with the initial specifications: LCA is applied on building, use and recycling/destruction of a road Asphalt plant Concrete plant Cement mixes plant Transport and application Manufacturing distribution Production of aggregates, binder Not taken into account Raw materials and energy Service life expectancy This global analysis belongs to owners: It s based on their strategy of asset management. Recycling at end of service life Not taken into account 8
Recycling insitu Worksite (Laying of road base, sub base, and surface courses) Special place for waste Recycling place Binder Laying Aggregates 6,5 km Asphalt plant Manufacturing Transports Raw materials 9
Easy to use Each company can use SEVE on tenders to compare the impact of ecological technical alternatives with the intial specifications. Available on line to all members. The administrator manages the central data base for resources (materials, equipment, etc.) Specific data can be added for each company, Use of 4 indicators: energy consumption, greenhouse gas emissions, exhaustion of resources, quantity of RAP valorisation. Results are posted in less of 20 minutes. 10
COMMON DATA BASE Materials : plants data base for asphalt and common data base USIRF for others (cement, slag, aggregates, etc.) Industries : asphalt mixing plants database and hot and warm mix asphalt formulations for each plant Pieces of equipment and equipment spreads: Paving spreads (60, 200, 700, tons/day) Other spreads : Laydown spreads for base or sub-base treated with hydraulic binders (100, 500, tons/day), tack coat spread, microsurfacing spread Possibility to compose a spread from the equipments data base Transport modes : trucks (9, 14, 24 tons double haul or not), train, river transport, sea transport 11
HOW DOES IT WORK FOR ASPHALT? Each plant manager puts all asphalt mixes formulas with : The sort and ratios of each material The distances and the type of transportation of each material from production to the plant The fuel used in the plant The manufacturing temperature The % of RAP 12
HOW DOES IT WORK FOR THE PROJECT? Agency s operators put : Planned operations to realize the project : reaming, tack coat, earthwork, base layer, surface layer, ) Planned quantities of materials in tons to be used in the worksite Pieces of equipment or spreads and the duration (days) of planned works Types and distances for transport to the worksite And put one or several variants 13
