EE COMPONENTS COMPLIANCE REQUIREMENTS Within the European Single Market, the placing of products on the market is governed in many areas by what are termed "New Approach" directives. These directives require manufacturers to apply the CE mark to their products when the latter fall within the scope of such a direcproject co-financed by tive. The purpose of the management tool is to allow the electronic assemblers and recyclers to access all the information related to European directives, legislation, guidelines for compliance, waste management alternatives and to compare their products in terms of ELECTROVALUE experience, particularly focused on ecoefficiency and waste management and costs associated to each alternative. Starting with the interface, this tool presents multiple content selection boxes as can be seen at the presented screen shot. The user can navigate through the tool s contents, present in navigation menu at screen left side, as following: Legislation Database Training Guidelines for Compliance Photolibrary Environment and Cost Reliability Disassembly Centre Legislation Database the legislation database that was developed during the subaction 1.2 of the project, and it is presented in Microsoft Access format. As referred on Screen shot of the tool interface a previous issue, this database presents the worldwide legislation regarding the management of Waste Electrical and Electronic Equipment (WEEE), including international regulations, mainly from United Nations, European Union (EU) and EU Member States legislation, as well legislation from other countries as: Norway, Switzerland, United States of America, Canada, Australia, India, Japan, China, Taiwan, South Korea, Thailand, South Africa and Peru. For each legislation act, database presents its objectives, membership, date of adoption, validity and a link to the official document. Training The training section presents the training modules developed by the project. These training modules, strongly oriented towards the SMEs, assemblers and recyclers covers the different technical aspects of the production and dismantling processes, focusing mainly on Rework and disassembly t e c h n i q u e s ( D e - Soldering Conventional Component removal and Advanced ones (e.g. chemical processes)) main procedures for desoldering,

3 Page 3 M A R C H 1 2 materials, soldering processes and main equipment used, as well as safety issues. The product database, developed on subaction 1.2, is also accessible on this section. This database presents the components analysed during the project and, for each one of them, the database provides information on disassembly processes, main characteristics and its datasheets. Guidelines for Compli- ance the compliance guidelines for components recovery and its reuse in other products. Here, as can be seen in the presented screen shot, an extensive list of components types are addressed, such as: Capacitors, Connectors, Converters, Crystals, Diodes, Fuses, Buzzers, Fuse holders, Inductors, Integrated circuits, Light emitting diodes, Potentiometers, Rectifiers, Relays, Resistors, Switches, Terminal Blocks, Transformers and Transistors. This photolibrary intents to help Waste Electrical and Electronic Equipment Recycling companies workers to easily identify electrical and electronic components. Environment and Cost information regarding the evaluation of both environmental and economical impacts and benefits of the reuse, recycling and disposal of WEEE. Regarding the environmental analysis, the results from the Life Cycle Assessment performed during the project are presented in a report form. The economical analysis takes into account the cost of recovery of the components, the costs of different recovery technologies application, the feasibility of recovered components, the market price and the productivity costs. Reliability the guidelines to evaluate the reliability of refurbished boards accordingly with international standards specifications and the advantages and disadvantages of various methods of determining and expressing reliability. Disassembly Centre guidelines to implement a Disassembly Centre at a WEEE recycler. The Disassembly Centre is where the Electric and Electronic equipment is dismantled, analysed and sorted by level of recovery value. 4 Page 4 N E W S L E T T E R T R A I N I N G C O U R S E The Training Course Modules developed by project consortium covers the different technical aspects of the production and dismantling processes, focusing mainly on Rework and disassembly techniques (De-Soldering Conventional Component removal and Advanced ones (e.g. chemical processes)), main procedures for desoldering, materials, soldering processes and main equipment used, as well as safety issues. Its main goal is to share the experience achieved in the course of the project, by to project consortium, with the target audience. For this purpose, the project consortium has decided to publish the course in two different languages: English and Portuguese, both available in the management tool. Then, it is subdivided into 11 training modules covering all aspects and subjects studied during the project. The training modules are, as presented in the picture: Module 1 Soldering Basics Module 2 Soldering Techniques Module 3 Soldering Process Module 4 Soldering Tips Module 5 Desoldering Basics Module 6 Desoldering Tool Module 7 Desoldering Techniques Module 8 Desoldering Process Module 9 Desoldering Guide Module 10 Components Module 11 Safety Desolder components is not as easy as soldering them, and a complete Screen shot of the Training Course Interface knowledge of soldering process and techniques is essential to any desoldering worker or practitioner. To desolder components it will be necessary a comprehensive analysis of the different available techniques and processes. Only this way it will be possible to evaluate which technique is best applicable in each case, select the correct tools for the specific desoldering processes, and respect the all safety procedures. Desoldering a component takes about ten times more than soldering it. That s why it should be done with careful and takes one s time when assembling boards. For that purpose a set of training modules covering the soldering basics, process and techniques were added to the training course. These modules cover the soldering basics theory principles, as well as the different techniques used to solder components,

An extensive explanation of the soldering process is also given step by step, presenting tips, advices and typical trouble shooting for each process stage, by means of illustrative pictures and videos. The presence of a CE mark on a product indicates that the latter is covered by such a harmonizing EU directive, that it satisfies the statutory requirements set out in the directive concerned, and that its free movement within the European Economic Area may not therefore be obstructed by state authorities. It is left to the manufacturer of the final product to decide which third-party components he uses in order to satisfy the requirements of the directive for his final product. Thus, CE-marking is not a legal requirement for components, but many EU buyers require critical components to comply with the standards required for CE-marking. The EU buyers requirements can be divided into two groups: Legal Requirements and Additional Requirements. Legal Requirements Legal requirements set the basis for what requirements products marketed in the EU Legal requirements set for the electrical and electronic industry in the EU are based on product safety and environmental concerns. Environmental requirements are expressed as substances that are restricted in products marketed in the EU. The most important EU Directive in this sense is the so called RoHS Directive, restricting cadmium, lead, mercury, hexavalent chromium, polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE). Other substances that could be relevant are fluorinated greenhouse gases, asbestos and ozone-depleting substances, depending on the exact product. There are also other legislation relevant for components, which may not be specifically targeted for compo- Reach Regulation, EuP Directive, EMC Directive, etc. Additional Require- ments Additional requirements are the requirements set by companies, not the EU or individual EU Member States, that go beyond legislation, as companies can go further than legislation in their requirements. The basic principle behind is that the market is always developing and new issues are getting attention all the time. In time, this may result in new legal requirements, but this is not always the case and companies can choose to act and require more from their suppliers, in order to live up to customer expectations and company values. Broadly speaking non-

7 Page 7 M A R C H 1 2 legal requirements can be divided into two categories. The quality and environmental requirements are related to the implementation of management systems, such as ISO 9001 and ISO Certification, in order to ensure the monitoring of supplied products quality and the respect of main environmental aspects that should be taken into account. In fact ISO 9001 Certification is perceived as a pre-requisite for market entry rather than added value in the industry. Social requirements within the electronic components sector are often based on ILO s basic standards and UN conventions. They concern principles regarding labour issues, such as basic safety conditions for workers and no use of child labour or forced labour. Regarding standardisation, the International Occupational Health and Safety Manage- ment System OHSAS is being used by the large international companies in the sector and although it is not a strict requirement it is being frequently referred to as a benchmark in companies codes of conduct and suppliers selection procedures. Code of Conduct In 2004 a large number of companies engaged in the manufacture of electronic products developed the Electronic industry Code of Conduct (EICC). The Code outlines standards to ensure the improvement of quality performance, that working conditions in the electronics industry supply chain are safe, that workers are treated with respect and dignity, and that manufacturing processes are environmentally responsible. Compliance with the EICC, mainly the first tier line of suppliers, is in many cases a buyer requirement for importing into the EU. E L E C T R O V A L U E C O L L A B O R A T O R O V E R V I E W C 3 P The Center for Pollution Prevention Program (C3P) is a c o n s o r t i u m c o m p o s e d of two principal elements: (1) ITB, Inc. providing engineering and technical support to accomplish Program/ Project/Study Management, Analysis, and Integration; (2) Instituto de Soldadura e Qualidade (Institute of Welding and Quality) (ISQ), supporting the identification of pervasive needs and technology across Portugal and EU through the Framework Programs Innovative Research Center and providing potential alternative material technology identification and demonstration/validation testing; C3P, through government, academic, small and medium enterprise associations, provides program/project advocacy, and needs and project participant identification. Key operating elements of C3P are based upon a premise of centralized program/ project management and decentralized project execution. C3P s coordinating activity functions include facilitation, analysis, coordination, management, and report- ing. C3P s approach to project management and integration comprises a systematic, phased methodology for identification and execution of projects and a set of products resulting in successful project execution and qualification of less or non-hazardous materials and processes. C3P s project integration includes details of both technical and business concepts, and resource strategies to accomplish project activities. C 3 P i s r e c o g n i z e d by Ministério do Ambiente de Portugal (Portuguese Ministry of Environment), and the United States National Aeronautics and Space Administration (NASA), Director of Environmental Management, as per the Joint Statement Between NASA and the Portuguese Ministry of the Environment Regarding Cooperation in the Field of Environmental Pollution Prevention Matters signed on September 18, The Joint Statement was established through C3P s recognition of NASA s Acquisition Pollution Prevention (AP2) Program as a world-class organization that benchmarks identified shared needs and qualifies common solutions. This program s methodology has been successfully employed over the past 10 years, and was therefore adopted by C3P. Through the tenets of the Terms of Reference (TOR), the opportunity exists to facilitate partnerships among U.S., Portuguese, and through C3P, EU government, industry, and other government agencies, with the purpose of identifying and integrating commercially available P2 solutions, practices, and procedures into effective manufacturing and maintenance processes and installations.
