1 Northwest Corridor RT ine to and DFW Airport 3.14 HAZARDOUS/REGUATED ATERIAS A hazardous material is any substance or mixture of substances capable of having adverse effects on human health and safety or the environment. Hazardous material issues are considered throughout project development to address compliance with NEPA and FTA regulations and guidelines ethodology Hazardous materials located within the ROW or the site of a proposed project can pose health and safety, environmental, liability, and cost concerns. To address these concerns, a preliminary investigation was conducted to identify known sources of contamination within the project study area. The preliminary investigation consisted of reviewing regulatory agency databases (Banks, 2005) and conducting field reconnaissance in order to identify sites with the potential to impact construction activities. Table 3-39 lists the databases searched and the search distances used based on requirements identified in the American Society for Testing and aterials (AST) standards Identified s The database search identified 97 mapped listings within the search radii. The listings were associated within 69 facilities or areas of concern, some of which had multiple listings. The location of each of the listings was plotted by and is presented in Figure 3-42 and Figure The database search report was reviewed and all 69 facilities and areas of concern are listed in Table 3-40 with a summary of issues related to the listing. The facilities and areas of concern were then classified as high, moderate, or low potential for RECs based on the information provided in the database. Facilities or areas of concern classified as either high or moderate potential were further assessed during the site reconnaissance to determine the potential impact on construction activities associated with the project. In addition to the results provided in Figures 3-42 and 3-43, the database search identified 18 orphan/ unmapped facilities, 17 of which were spill related. Due to insufficient address data, Banks did not map these facilities; however, upon further review, it was determined that ten of the facilities or areas of concern were not located in close proximity to the alignment. There was not sufficient information provided to determine the location of the eight remaining listings. The eaking Underground Storage Tank () database search identified 29 facilities within the search radius and no unmapped facilities within the search radius. The Underground Storage Tank () database search identified 28 mapped facilities and one unmapped facilities within the search radius. Facilities that currently have s in use also have the potential to further impact the environmental integrity of the property due to the possibility of future leaks or spills. The Resource Conservation and Recovery Information System (RCRIS) databases identified 15 Generator facilities (RCRA GEN), one treatment, storage, and disposal facility (RCRA TSD), and one corrective action facility (RCRA COR) within the search radii. The Emergency Response Notification System [] and Spills (SPIS) database search identified five mapped facilities and 17 unmapped facilities within the search radius. The Comprehensive Environmental Response, Compensation, and iability Information System [CERCIS] ist (SC) databases identified one mapped facility within the search radius. The CERCIS No Further Remedial Action (NFRAP) database identified one site. Thirteen s and three Solid andfills (SW) were identified with the search radius. Draft Environmental Impact ment 3-107
