4 Executive Summary September 12, 2011 The table below provides a summary of our Phase II Environmental Site Assessment for the subject property. Phase II Environmental Site Assessment Summary Site Location: One commercial parcel, GPIN , located at 130 London Bridge Road, Virginia Beach, Virginia Site Description: The subject property comprises acres of commercial real estate and operates as an office park. Environmental Topic Concern No Yes Soil Sampling Ground Water Sampling NA Recommend Additional Work Conclusions Soil sampling and testing performed for this Phase II Environmental Site Assessment indicated the presence of petroleum hydrocarbons in soil sample LBCC-S1 at 207 mg/kg, which exceeds the DEQ reportable threshold of 100 mg/kg for soil. Based on the findings of the Phase II Assessment, we recommend that LBCC report the finding of TPH-DRO in the soil sample to the DEQ. Submittal of this report should suffice as notification. The DEQ may either provide case closure or require additional investigation.
5 London Bridge Commerce Park GER Project # Page 1 INTRODUCTION The subject property is located at 130 London Bridge Road, just south if Interstate 264 and adjacent to the abandoned Norfolk Southern right-of-way. Naval Air Station (NAS) Oceana is located approximately 1/4 mile to the south (see Figure 1). The property is identified as GPIN and the legal description is London Bridge Parcel 3A-2A acres, according to online real estate information on the City s web site. The subject property is zoned O7 - B2 (office, multi-tenant). A Phase I Environmental Site Assessment (ESA) was conducted on the subject property in August, The Phase I Environmental Site Assessment was performed as part of data collection for a land transaction regarding the subject property. A Phase I ESA report was submitted to the City of Virginia Beach on August 11, Figure 1 - Site Location Map BACKGROUND INFORMATION The results of the Phase I ESA indicated one recognized environmental condition (REC). Specifically, a heating oil aboveground storage tank (AST) was observed behind the main office building (referred to as Building 1 in the Phase I ESA), and adjacent to the fence along the northern boundary of the property, near Interstate 264. Petroleum staining was observed on a pile of old leaves that had accumulated below the AST and on the surface soils below one end of the AST. According to the owner, the AST has been out of service for at least 30 years. Based on the presence of the REC and the observation of stained leaves and soil, sampling for total petroleum hydrocarbons-diesel range organics (TPH-DRO) was recommended to assess whether petroleum contamination was present at concentrations higher than the DEQ reporting limit. The field investigation is discussed below. HEATING OIL AST AND SOIL SAMPLE LOCATION Figure 2 - Sample Location Map FIELD INVESTIGATION The field work for this investigation was conducted on August 17, One soil sample was collected from the soils at the western end of the AST, in the area of the stained leaves. The soil sample was collected from a depth of approximately feet using a hand auger. The target depth was approximately feet, which was estimated to be at the approximate depth of the soil-water interface (water table), but auger refusal was encountered due to the presence of large pieces of debris, such as rocks and concrete. The ability of relocating the sample location was limited due to a restricted working area, including a concrete pad below the AST, a building wall to the south, a chain link fence to the north, and a concrete walkway to the west. The soil sample was placed in a glass container, the container was placed on ice, and the sample was transferred to Universal Laboratories for analysis using proper chain-of-custody procedures. 6 London Bridge Commerce Park GER Project # Page 2 SOIL SAMPLE RESULTS One soil sample was collected from the subject property at the west end of the AST. The sample was collected from a depth of approximately feet below ground surface. The soil sample transferred to Universal Laboratories in Hampton, VA for analysis for total Petroleum Hydrocarbons-diesel range organics (TPH-DRO) using EPA SW-846 Method 8015B. The analytical results are provided in Table 1, below. Table 1 - Analytical Results for TPH-DRO in Soil (mg/kg 1 ) Sample ID Analyte TCLP Reporting Limit LBCC-S1 LBCC-S1 TPH-DRO mg/kg - milligrams per kilogram The analytical result for TPH-DRO in the soil was 207 mg/kg. GROUNDWATER SAMPLE RESULTS No groundwater samples were collected as part of this Phase II ESA. CONCLUSIONS AND RECOMMENDATIONS Petroleum saturated soils are considered to be a continuing source of free product. According to DEQ, these soils must be addressed as deemed appropriate by DEQ. The tank owner or operator may be required to actively treat or remove those soils regardless of risks posed by constituents in those soils. DEQ may decide that no further action is needed to address these soils if there is no free product, there are no risks from the petroleum, and there is no benefit associated with removing or treating the soil. DEQ has defined petroleum saturated soil as the residual concentration of a particular petroleum product at which the product is able to flow through the soil, and has defined residual concentrations for six petroleum products that indicate a likelihood to contribute to free product at a site. Specifically, the residual concentration for diesel fuel as defined by DEQ is 11,000 mg/kg. Soil sampling and testing performed for this Phase II work indicated the presence of petroleum hydrocarbons in soil sample at 207 mg/kg, which exceeds the DEQ reportable threshold of 100 mg/kg for soil. However, this concentration is significantly below the concentration indicative of petroleum saturated soils as defined by DEQ. Therefore, based on the findings of the Phase II Assessment, we recommend that LBCC report the finding of TPH-DRO in the soil sample to the DEQ. Submittal of this report should suffice as notification. The DEQ may either provide case closure or require additional investigation. GER
