2 This Standardized Baseline (SB) is made available for Cambodia through cooperation and assistance of the Market Mechanism Group, Institute for Global Environmental Strategies of Japan.

3 Cambodia is abundant with small and medium scale rice mille that are unable to appl for CDM due to technical and financial barriers. It is expected that SB can helps in: Reducing transaction cost Enhancing transparenc, objectivit and predictabilit Facilitating access to CDM Scaling up the abatement of GHG emissions

7 SB development activit was started in late 2011 Cambodia, according to the statistic, has about 27,000 rice millers entire the countr ranging from the small moving unit to large installment. Not available data for SBs => Sampling surve

8 Required data for the establishment of the SB: - Status of use of fuel(energ source) and technolog for operating a rice mill factor - Parameter for the rice mill sector s emission factor; Qt. of fuel consumption, Qt. of rice production, tpe of fuel (energ source), CO 2 emission factor/net calorific value b fuel(ipcc) The required specific data was collected base on a set of questionnaire from 92 rice millers.

16 To be more conservative The PSB didn t include the measure of methane avoidance, which ma occur from deca of rice husks under anaerobic conditions. Level of aggregation: Cambodia Data were collected from the entire countr (in the sampling of the original submission, Kampong Thom was not included; the second round sampling covered Kampong Thom).Disaggregation according to annual rice production is proposed: Small-middle Semi-large Large 1000t >1000t 3000t >3000t Note: No standardized baselines are proposed rice mills with more than 3000 tons of annual rice production

17 To be more conservative Baseline Emission Factor Option 1: The baseline emission factor (tco2/t rice) is determined for small-middle mills ( 1000t) and semilarge mills (>1000t 3000t) separatel, at both 80 th and 90 th percentile: Small-middle Semi-large 1000t >1000t 3000t 80% %

19 The SB seems ver appropriate with Small-middle and Semi-large categories of rice mill, The above rice mills ma need to have special financial support in order to engage them with PoA and new technologies, Development of SB is basicall for CDM PoA, using it in other carbon credit mechanisms remains a question, Rice husk is a potential renewable energ that could help reducing production cost of milled rice, which is an important factor for improving competition of rice market of Cambodia.
