1 Fourth Arab Water Week March 2017 The Arab Water Week (AWW) is an international meeting in the Arab region which tackles water management issues through establishing innovative partnerships and platforms of collaborative work on water issues in the region. The importance of this event lies in providing a platform for greater coordination among the existing network of key stakeholders active in the water sector in the region. The Arab Water Week (AWW) does not only provide an opportunity to enhance communication flows, synergies and the sharing of successful experiences, but as well, it will facilitate the creation of new partnerships that complement and maximize the impact of on -going work in this sector for the benefit of all countries in the region. The Arab Water Week is a high-profile international and regional event promoted to attract decision makers and water management practitioners and professional organizations internationally and in the MENA region. It was firstly launched in Amman, Jordan in December 2010, and organized by the Arab Countries Water Utilities Association (ACWUA) in partnership with the Arab Ministerial Water Council (AMWC) and the Jordanian Ministry of Water and Irrigation (MWI). 2 About Fourth Arab Water Week Introduction Water is increasingly becoming a binding constraint on Arab development. According to the Arab Development Challenges Reports by UNDP; available renewable fresh water resources per capita in the Arab world are among the lowest worldwide. Threatening levels of water stress exist in the Occupied Palestinian Territories and Yemen, while significant stress exists in Jordan and Saudi Arabia. And since it is not yet possible to measure water quality globally, dimensions of safety, reliability and sustainability are not reflected in the proxy indicator used to track progress towards the MDG target. Continued efforts are required to promote global monitoring of drinking water safety, reliability and sustainability and to move beyond the MDG water target to universal coverage. Here comes the role of ACWUA, ACWUA as a global center of excellence has served as a regional platform for international exchange of knowledge to provide best practices and capacity building to staff utility members, experts and professionals. ACWUA is the strategic partner of international conferences and trade fairs, and is partnering with the international water organizations and water centers around the world to implement different projects that serve the water sector in the Arab countries. Moreover ACWUA s activities are recognized by the Arab Ministerial Water Council / League of Arab States. Under the umbrella of the League of Arab States (LAS) and in partnership with the Arab Ministerial Water Council (AMWC) and the Jordanian Ministry of Water and Irrigation (MWI), the Arab Countries Water Utilities Association (ACWUA) organized the 4 th Arab Water Week in March 2017.

3 About Fourth Arab Water Week Conference Venue The 4 th Arab Water Week was taken place in the Kempinski Hotel Ishtar, Dead Sea, Jordan. This stunning conference center is uniquely located at the lowest point on earth on the shores of the Dead Sea in Jordan. The Kempinski Hotel Ishtar is situated among famous attractions such as Mount Nebo, the Baptism site, Madaba and the Mujib Nature Reserve. 4 Participants & Exhibitors ACWUA expected more than 400 participants and delegations to attend the 4 th Arab Water Week in Dead Sea Area. Many came from ACWUA membership comprising of more than 500 individual members, and more than 106 water and wastewater utilities from 18 Arab Countries; Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Palestine, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates and Yemen. The Arab Water Week was also aimed at senior decision makers from public and private water and waste water utilities/water supply companies, water ministries & authorities, environmental agencies & ministries, municipalities, utility operators, private sector companies and consultants and educational institutions internationally and across the region. 4 th Arab Water Week Featured the Arab Water Week richness of content, diversity of participants and the variety of activities: The agenda of the Arab Water Week comprised of multiple tracks going in parallel. This gave more options to participants to choose the sessions they would like to attend based on their area of interest. The presentations of the AWW were interspersed with discussions, exchange of knowledge, introduction to new solutions and technologies, and exposure to projects and experiences implemented in the region, for the aim of adopting and disseminating of best practices in the region. Developed new partnerships and signing agreements: The AWW was considered a golden opportunity for ACWUA to sign new agreements and building new partnerships with the international organizations. Invited to all members to attend the 5 th General Assembly: Elections was held to select the members of the new Board of Directors for the years ( ). AWW Trade fair More than 35 exhibitors showed their state-of-the-art technology to more than 400 participants coming from the region and the World. The 4 th Arab Water Week was distinguished for hosting the water experts and professionals from diverse countries and organizations by providing special sessions and having joint booths/stands (in the exhibition area) for the different partners.

EXECUTIVE DIRECTOR, ROB- ERT B. DAUGHERTY WATER FOR FOOD GLOBAL INSTI- TUTE AT THE UNIVERSITY OF NEBRASKA Peter G. McCornick is the executive director of the Daugherty Water for Food Global Institute (DWFI) at the University of Nebraska, where he leads the institute, and builds its relationships and collaborations with partners in Nebraska, nationally in the US, and other key food producing regions in the world. Dr Matar Al Neyadi, Undersecretary of the UAE Ministry of Energy, holds a Ph.D. in international law from the University of Edinburgh (1997). He has professional experience in leadership, international cooperation, international maritime law, management of international negotiations, climate change, rationalization of energy and water consumption, impact of the prices of unconventional sources on oil and gas prices, the State s sovereignty on its natural sources and drafting legislations. H.E. Mr. Djamal Eldine Djaballah has served as Director of the Department of Environment, Housing and Water Resources at the League of Arab States for over eight years. In this capacity he serves as Secretary of the Arab Ministerial Water Council, Council of Arab Ministerial Responsible for the Environment, Arab Ministerial Council for Meteorology and Climate and Arab Ministerial Council for Housing. He previously served as Ambassador Plenipotentiary for the Government of Algeria. Ms. Roula Majdalani, UN-ESCWA Ms. Roula Majdalani is the Director of the Sustainable Development Policies Division at the United Nations Economic and Social Commission for Western (UN-ESCWA) in Beirut.

6 Keynote Speakers Dr. Rashid Al Leem Mr. Khaldon Khashman Erik Ullenhag H.E. Essa bin Hilal Al-Kuwari Nancy J. Eslick Is the chairman of Sharjah Electricity and Water Authority (SEWA). The ruler of Sharjah chose him at the young age to the project of building and economic zone in the emirate. He has also written several books. The Vice- President and Prime Minister of the UAE and Ruler of Dubai Sheikh Mohammed Bin Rashid Al Maktoum, honored him Eng. Khaldon Khashman is Secretary General of the Arab Countries Water Utilities Association (ACWUA). He is a member of Board of Directors at the Water Authority of Jordan, municipal councils, Jordan Engineers Association and other professional organization, and the Chair of the Board of the Jordan Water Company (Miyahuna). Before Ambassador Ullenhag s accession as Sweden s Ambassador to Amman he served as a member of the Swedish parliament, member of the finance committee and leader of the Liberals parliamentary group. The Ambassador was between 2010 and 2014 the Minister for Integration and Deputy Minister of Labour. H.E. Essa Bin Hilal Al-Kuwari serves as the President of Qatar General Electricity & Water Corporation (Kahramaa). H.E. Bin Hilal Al-Kuwari serves as a Director of Qatar Petroleum. Nancy J. Eslick is Deputy Mission Director for the U.S. Agency for International Development Mission in Jordan. 11 Managing Water Scarcity Managing Water Scarcity 2.5 Days Training course on March 2017 "Managing water scarcity in the Middle East: Water Accounting and Technological Innovations" Organized by Background Water scarcity in the Middle East increasingly was a concern of governments and local authorities. Refugee streams were exacerbating this situation in various countries. Management of water in water scarce situations is supported by both data acquisition, policy development and the application of new or improved technologies. Technologies, such as treatment and reuse of wastewater for agricultural use or desalination of ground- or seawater for urban water supplies, are continuously improved and more energy efficient. The objective of this training was to define water scarcity and elaborate on the different views on the issue of water scarcity. Furthermore, water accounting based on global water models would be introduced as the basis for water scarcity management. Scenarios wuld be developed using a mix of proposed solutions, including management change and technological intervention to increase water availability such as desalinization.

12 Utility Leadership Empowerment Utility Leadership Empowerment ACWUA was organizing a 2-Days Training in cooperation with the World Bank on: Water Utility Leadership Empowerment Capacity Building Program, on 22 & 23 March, 2017 in Amman, Jordan The program consisted of three main modules. Management of Public Private Partnerships Management and service contracts, Micro PSP (outsourcing activities), buildoperate-transfer (BOT), and Performance Based Contracts (PBCs) Risk identification, mitigation and allocation Financing modalities public and private funds ACWUA was offering a training program that aimed to empower water utility managers in the region. It aimed to build managers knowledge in managing water utilities to achieve their strategic objectives, improve performance, enhance customer satisfaction and target financial sustainability. 14 World Water Day World Water Day Celebrations on March 22nd, 2017 At Kempinski Hotel Ammanon Theme: Wastewater And the launching of The 2017 United Nations World Water Development Report 2017, Wastewater: The Untapped Resource World Water Day was held annually on 22 March as a means of focusing attention on the importance of freshwater and advocating for the sustainable management of freshwater resources. An international day to celebrate freshwater was recommended at the 1992 United Nations Conference on Environment and Development (UNCED). The United Nations General Assembly responded by designating 22 March 1993 as the first World Water Day. Under the auspices of the Ministry of Water & Irrigation (MWI) Jordan and the Government of Sweden represented by the embassy of Sweden in Jordan and the Sweden International Cooperation Development Agency (Sida); the Arab Countries Water Utilities Association (ACWUA), Economic and Social Commission for Western Asia (ESCWA), United Nations Educational, Scientific and Cultural Organization (UNESCO) are organized it.

15 First University Challenge MENA Region All three teams completed both tasks enthusiastically and thoroughly proving their excellent skills and knowledge. The 1 st UNIVERSITY CHALLENGE ARAB STATES powered by the Arab Countries Water Utilities Association (ACWUA) and the German Association for Water, Wastewater and Waste (DWA) took place on Tuesday, March 21 st 2017 at the Kempinski Hotel Ishtar, Dead Sea during the 4 th Arab Water Week. In the end the three judges Mr. Rüdiger Heideberecht from DWA, Ms. Maha Halalsheh from GIZ Jordan and Maha Khallaf from GIZ Egypt chose the team from the University of Jordan the be the winners. Three teams competed against each other in two different disciplines from German Jordanian University, Al-Hussein bin Talal University University of Jordan In a first task on Integrated Water Resource Management (IWRM) the student had to develop a landscape using the DWA environment cards. While placing them on the map, infrastructure measure from water management, waste management and energy management had to be combined. In the second task the students had to go to the Trade Fair of the Arab Water Week and interact with the exhibitors in order to find answers to their questionnaire. The winning team was awarded with a voucher for a fully sponsored trip to the 2 nd World University Challenge during IFAT 2018 in Munich. The first prize was kindly sponsored by the Wilo Foundation. The second placed team from the German Jordanian University and the third placed team from Al-Hussein bin Talal University received gift boxes sponsored by Nivus. The 1st UNIVERSITY CHALLENGE ARAB STATES took place under the auspices of the German Academic Exchange Service (DAAD) and with the kind support of Wilo Foundation.

18 Expert Group Meeting Expert Competition Group Meeting Expert group meeting on methodologies for meeting the water-related Sustainable Development Goals at the global, regional and national levels March 2017 at Kempinski Hotel, Amman OBJECTIVES OF THE MEETING The purposed of the expert group meeting was to discussed the water-related SDGs, and particularly progress and issues related to the development and application of indicator methodologies related to dedicated water goal, SDG6 and its associated targets. The deliberations helped to inform global, regional and national follow-up on the waterrelated SDGs and helped to foster a coherent and coordinated approach aimed at assisting member States to pursue monitoring, reporting and implementation of the 2030 Agenda for Sustainable Development. Organization of the meeting The meeting organized as a follow-up to the series of consultations conducted under the MDG+ Initiative in It was organized and funded by ESCWA in collaboration with the League of Arab States and the Arab Countries Water Utilities Association (ACWUA). The meeting was held at the Kempinski Hotel in Amman, Jordan during the afternoons of 22 and 23 March Participants were kindly invited to register for the meeting starting at 4:30 pm on 22 March. Registered participants were also kindly invited to participate in the World Water Day celebration that would begin at 7:00 pm on 22 March at the same hotel. This meeting was conducted on an invitation-only basis. For more information, contact Carol Chouchani Cherfane, Chief, Water Resources Section at ESCWA (chouchanicherfane@un.org) Participants The meeting gathered the senior officials from ministries responsible for water in Arab States, as well as representatives from water utilities, statistical offices and associated stakeholders. Global and regional organizations working on methodologies related to monitoring and reporting on the water-related SDGs will inform the discussions, including UN-Water member organizations.

20 Developing new partnerships and signing agreements The AWW is considered an excellent experience for ACWUA to sign the agreements and building new partnerships with the international organizations, as below: 1. Arab Countries Water Utilities Association, (ACWUA) & German Water Partnership(GWP) signed agreement where ACWUA is to enhance policy debate and coordination in the water supply and sanitation sector in the Arab countries, and where GWP is supporting the development of systematic approaches to provide customers with individual information and support communication and initiation of business with its members and partners, have agreed to strengthen ACWUA efforts and collaborate in the three core fields. 2. Arab Countries Water Utilities Association (ACWUA) & Water, Energy and Environment Center (WEEC) prepare agreement to establish the rules of the cooperation between the two parties in water and sanitation sector services, and the need of both parties to strengthen the cooperation and coordination between them to service sector. 3. Arab Countries Water Utilities Association (ACWUA) & Arab Union of Electricity (AUE) finalized agreement to establish the rules of cooperation in water and energy, and the desire of both sides to strengthen the cooperation and coordination between the two service sectors. 4. Arab Countries Water Utilities Association (ACWUA) & IHE(UNESCO) ACWUA is preparing a MoU with UNESCO-IHE Institute for Water Education which it is the largest international graduate water education facility in the world and is based in Delft, the Netherlands. The Institute confers fully accredited MSc degrees, and PhD degrees in collaboration with partners. Over 14,500 water professionals from more than 160 mainly developing countries and countries in transition were educated at the Institute. The main purpose of this MoU is strengthening the regional presence and international cooperation and Enlarging of ACWUA s service portfolio. The MoU will also clarify the aspects of cooperation in upcoming event the 4th Arab Water Week (session, booth, training Course.). 5. Arab Countries Water Utilities Association (ACWUA) & the Korean Water Forum (KWF) the purpose is to establish a mutual partnering framework governing collaborative activities between KWF and ACWUA to meet the following authorized and organizationally related goals. 6. Arab Countries Water Utilities Association (ACWUA) & UNESCO the purpose of the contract is to support ACWUA of the 4 th Arab Water Week conference and the participation of speaker in the conference with emphasis on groundwater resources in the Arab Region 7. 21 Organizers Ministry of Water and Irrigation (MWI) is the official body responsible for the over all monitor ing of the water sector, water supply and wastewater system and the related projects, planning and management, the formulation of national water strategies and policies, research and development, information systems [1]and procurement of financial resources. Its role also includes the provision of centralized water-related data, standardization and consolidation of data. The MWI was established in: 1988 by-law issued by the executive branch of the Government under the Jordanian Constitution. The establishment of the Ministry of Water and Irrigation was in response to Jordan s recognition of the need for a more integrated approach to national water management. League of Arab States is a regional organization of Arab countries in and around North Africa, the Horn of Africa and Arabia. It was formed in Cairo on 22 March 1945 with six members: Kingdom of Egypt, Kingdom of Iraq, Jordan, Lebanon, Saudi Arabia, and Syria. Currently, the League has 22 members. The League's main goal is to "draw closer the relations between member States and co-ordinate collaboration between them, to safeguard their independence and sovereignty, and to consider in a general way the affairs and interests of the Arab countries". Arab Ministerial Water Council is seeks to achieve a better under standing of the concepts of water resource development and management in the Arab region, on a multi-curricular and scientific-professional basis, far from political issues. This includes exchanging the experiences, information and knowledge to achieve the comprehensive development of water resources for the benefit of all citizens of the Arab region. The Arab Countries Water Utilities Association (ACWUA) is a global center of excellence that par tner s with water supply and wastewater utilities in the Arab Countries on building capacities within the utilities and on instituting best practices in order for the utilities to achieve their objectives. Since its official launching in 2009 in Amman, ACWUA has expanded its membership network to reach to more than 100 water utility members from 18 Arab countries, in addition to private sector companies, NGO s & academic institutions and individual members. ACWUA has developed sustainable partnerships with several international organizations, which opened wide opportunities to ACWUA and consequently to its members.
