Results of the Presentations (1) Often statistical reporting Monitoring problem List of hazardous substances Valuable information on pollution and effects by NGOs Issue of integrated permits (air and water) Permits based on BAT Use of information documents from IPPC Katja Kraus, Federal Environment Agency, 5th TF HM, London
Results of the Presentations (2) Lack of coordinated work of different agencies New financial engagement, loss in capacity High cost of reduction but less costly than in western Europe Problems of growing economies Export/import of vehicles, does the converter work? 8 Conclusions and Recommendations from all Participants Frank discussion, open debate Similiar problems in the EECCA and SEE region Obligations which are a hurdle for ratification Air Pollution Legislation of the former Soviet Union Methodologies and statistics Unexpected problems Waste disposal (e.g. As, Hg, activated carbon) Used catalysts Leaded petrol Katja Kraus, Federal Environment Agency, 5th TF HM, London
Recommendations (1): Emission ceilings and inventories Need to improve emission inventories and harmonize the methodological approach How to report activity and emission data to EMEP Use of data of the Russian Federation (also for former Soviet Union) Translation of the revised Guidebook on Emission Inventories into Russian Form an interstate standard Katja Kraus, Federal Environment Agency, 5th TF HM, London
Recommendations (2): BAT and ELVs Need to compare and harmonize emission standards and national environmental legislation Need for methodology and reference method for implementation of ELVs Need for mechanism, how to introduce and implement BAT into national legislation (national legislation needs to be harmonized with international regulations to implement BAT) => interstate standard? translation of (parts of) BREFs would help industries, ministries and agencies to find appropriate techniques and methods to be used Katja Kraus, Federal Environment Agency, 5th TF HM, London

Recommendations (4): Flexibility of Protocol(s) Less stringent emission ceilings and ELVs Non-binding provisions for some existing sources Extend timeline to reach emission ceilings and ELVs Exceptions for implementation of BAT and ELVs for existing sources Increase the obligation gradually Different obligations for different regions of the Convention Katja Kraus, Federal Environment Agency, 5th TF HM, London
Recommendations (5): Waste issues Need for assistance to help define and implement a mechanism for safe disposal or recycling of hazardous waste Safe storage/ disposal /management of (hazardous) waste, common methodology and integrated approach is needed Accumulators Mercury-containing lamps Used catalytic converters Dust from ESPs and FF containing HM Some countries need help for disposal of significant quantities of HM-containing waste Katja Kraus, Federal Environment Agency, 5th TF HM, London
