3 Introduction The ESCP has continued to evolve since 2012 putting Public Service Excellence, Delivering Differently and Place Making at the forefront of our approach. The Service has been through a period of growth and now employs 48 multidisciplinary team members. This includes engineers, scientists, environmentalists, planners, project managers and accountants; all of which are passionate about the work they undertake on behalf of our communities. Our team is very hard working and committed to their professional and personal development to be the best they can be. We have managed to attract some very experienced officers, apprentices and graduates, which enables us to grow our own and ensures we have the right staff for the future. We are proud that we have delivered numerous outcomes that have enabled us to reduce the risk to life, and to over 10,000 properties, from flooding and erosion. Through partnership working we have achieved significant financial savings in excess of 1.5 million in revenue for Service provision since We have also achieved significant efficiencies through closer collaboration with our suppliers, resulting in further savings of over 1 million. When delivering our projects we are always looking for win win scenarios that intersect the various Council priorities and wider stakeholder aspirations. We take this forward by identifying objectives shared with our partners rather than just constructing flood defences. This enables opportunities to secure additional funding and enhancements to the public realm. Several projects have received national recognition and won prestigious sector awards, such as the London South East Constructing Excellence Award (2017). We recognise that the financial pressures on Local Authorities are resulting in significant challenges ahead. This highlights the need to think creatively and deliver services differently. In response to this, we are adopting techniques more traditionally associated with the Private Sector. Through thinking commercially we believe that we will enable reinvestment into the Service. The Service also has a healthy, but challenging, capital programme to be delivered in excess of 150 million over the next 10 years. It is my pleasure to continue to lead the Service and I am proud that we have delivered more projects to a higher standard, more efficiently and at a lower cost to the Partner Authorities than could be achieved if we still worked in isolation. This co-ordinated approach to coastal defence continues to achieve high quality, positive results for Fareham with excellent resident liaison, as demonstrated by recent projects such as the Hill Head protection scheme. 8 PARTNERSHIP VISION To reduce the risk of coastal flooding and erosion to our communities and encourage the provision of technically, environmentally and economically sustainable coastal defence and protection measures. About Us The Eastern Solent Coastal Partnership (ESCP) is a team of specialist coastal officers and engineers who manage 162 km of Hampshire s coastline. The Partnership formed in 2012 and consists of an alliance between Fareham Borough Council, Gosport Borough Council, Portsmouth City Council and Havant Borough Council. Before its formation, the coastline was managed separately by each Local Authority. Now that a Shared Service Agreement has been established, the Partnership has combined its expertise and management to develop a service which recognises that coastal management issues are not exclusive to Local Authority boundaries. 9 Since the formation of the ESCP in 2012 we have been delivering projects to extremely high standards, reducing coastal flood and erosion risk to thousands of properties whilst enhancing the shoreline for our communities. The Partnership has surpassed the work that each Local Authority could have achieved in isolation, delivering multi-million pound projects whilst making a combined saving of 1,534,000. Given the rapid growth of the Partnership over a relatively short time period there has been a need for us to reshape ourselves. This has allowed us to continue to deliver our projects to a high standard and ensure public service excellence for our communities. Our activities are now distributed across 3 main teams areas: Coastal Policy, Strategy and Environment Capital Projects Operations Within these teams there are a variety of specialist sub teams. Aerial view of Portsmouth The ESCP undertakes a broad range of coastal management activities, including: Setting coastal management policy, by developing Shoreline Management Plans and Coastal Strategies Designing and implementing civil engineering schemes Regular management, inspection and maintenance of sea defences Identifying opportunities to enhance our coastal environment Leading and contributing to industry research Engaging with local communities, organisations and businesses on all aspects of our work The hard work and capability of the team we have created has been continually recognised through various awards, including; The MJ Local Government Achievement Commendation for Partnership Working (2016), Havant Borough Council Team of the Year (2016, 2017) & the London South East Constructing Excellence Award (2017). 10 COASTAL POLICY, STRATEGY & ENVIRONMENT TEAM The work of this team underpins many aspects of the ESCP s service and helps to support the delivery of projects for the Capital Projects and Operations Teams. Specifically, this involves: developing Flood and Coastal Erosion Risk Management (FCERM) Strategies, ensuring the protection and enhancement of the natural environment and considering the different ways we can deliver projects. Since 2015 this work has developed due to the growth of the ESCP and the increase in demand for the skills within the team. This has led to restructuring the team so we are better positioned to meet the demands of the service. This allows us to deliver more, whilst maintaining the high quality we strive for. The new structure consists of these three sub-teams: Feasibility, Option Appraisal & Funding Environment, Licensing & Consenting Delivering Differently Feasibility, Option Appraisal & Funding This team works to develop FCERM Strategies and Schemes. These types of projects assess the various options available for protecting our coastline and recommend the most economically, socially and environmentally sound approaches for delivering them. 10 Header image: Tipner Lake

11 Environment, Licensing & Consenting The Solent region is abundant with important natural habitats, birds and wildlife species and is therefore protected to the highest level by European law. Coastal management can have significant impacts on habitats and water bodies, both directly and indirectly. Therefore, management decisions need to be made through careful consideration of both nature conservation and risk management. Rocks and vegetation at Milton Common Every element of our work at the ESCP can affect these important environmentally protected areas, so this team works hard to ensure our activities not only protect but, where possible, improve or enhance these important features. At the ESCP we are committed to delivering our service differently. This means we work to deliver a broad range of outcomes for our community, rather than simply protecting our coastline from flooding and erosion / /18 18/19 19/20 20/21 11

12 FEASIBILITY, OPTION APPRAISAL & FUNDING It is crucial in our sector that we identify the most appropriate actions to take, ensuring the delivery of sustainable coastal management. This team is responsible for understanding coastal management policy, delivering and implementing strategies and ultimately developing and selecting the right flood defence options to be taken forward to construction. Having recently achieved Environment Agency approval for the River Hamble to Portchester FCERM (Flood and Coastal Erosion Risk Management) Strategy we are now delivering some of its first recommendations, including the outline design stage of three priority schemes in Gosport. We have also been progressing the outline design stage of the Portchester to Paulsgrove FCERM scheme, in Fareham and Portsmouth, which could deliver important flood protection benefits and regeneration to the local area. There are several other projects on the horizon for all of our Local Authority Partners (see page 37, Future Project Map). A large part of this team s remit is to ensure we have the relevant Defra* grant funding in place to deliver these. This involves overseeing the management of our funding requirements for the ESCP area, and then writing business cases to secure the grant funding from Defra. 13 Portchester Castle Kayaking at Alverstoke Gosport Priority Coastal Defence Schemes (outline design) The River Hamble to Portchester Coastal Strategy, which was approved in April 2016, recommends the replacement and improvement of sea defences at three priority sites in Gosport. At the moment there are 266 properties at risk of coastal flooding, this is expected to rise to 567 by We are currently preparing outline designs for these coastal defence schemes at Seafield, Alverstoke and Forton in Gosport, covering approximately 1.2km of coastline. The schemes, if approved, could see construction starting in 2019 or Portchester to Paulsgrove Scheme (outline design) There are currently 361 residential and 108 commercial properties at risk from coastal flooding in Portchester and Paulsgrove. This is expected to increase with the effects of climate change to 662 residential and 141 commercial properties by Plans to improve coastal flood defences in the area are in development. They will cover the area of coastline between Portchester Sailing Club and Port Solent. The design of the new defences will aim to reduce the risk of flooding and erosion from the sea. The scheme is currently in the outline design phase. A business case for funding to undertake the detailed design and construction of the scheme is currently being finalised. The delivery of the scheme is dependent on funding being secured from Defra and additional contributions to the works. 14 ENVIRONMENT, LICENSING & CONSENTING The Environment, Licensing and Consenting Team is made up of specialist officers who ensure our coastal management works protect and enhance our environment. We are responsible for obtaining the licences and consents to undertake scheme works and provide environmental advice across all the activities of the Partnership. This includes assisting in policy selection, delivering major capital projects and the ongoing maintenance of our coastal defences. We are also working on a number of projects and initiatives to enhance and improve our coastal environment. Obtaining Licences & Consents We work closely with the wider team to ensure our projects are designed to have the lowest possible impact on both the natural and built environment. It is important that we actively explore opportunities to achieve this. We undertake Environmental Impact Assessments (EIA) for our coastal management works, to set out how we will control our impacts on the environment during construction. This covers all aspects of the environment, including wildlife, water quality, amenity and recreation, as well as traffic and transport. This supports our Planning and Marine Licence applications required to construct our works. 15 Environmental Research Within the Solent region, there are major limitations on space for the natural environment. Coastal habitats are being impacted by rising sea levels and this can be harmful to our coastal wildlife. We are working closely with the Environment Agency to find new spaces for the creation of coastal habitats. We are also working to improve our knowledge of how birds use these habitats. This will help inform future decision making for habitat creation. Golden Samphire at Southmoor Recent Achievements EIAs completed in house for three phases of the North Portsea Island coastal management scheme, the South Hayling Island Beach Management Plan and construction of the sea wall at Hill Head. Work underway developing the EIA for the major Southsea coastal management scheme, advised by the environmental scoping report we prepared in Habitat surveys undertaken for the Environment Agency at Southmoor (Havant), to advise future flood risk management and habitat creation opportunities. Regional habitat creation programme phase 1 report, which sets out how much coastal habitat needs to be created in the Solent region over the next 100 years. This will soon be supplemented by specialist bird usage data we have collected across the Solent. Sediment Traps protecting water quality in Langstone Harbour during construction Praise for work We have received praise for our care for the environment during the construction of our North Portsea Island Scheme. Sensitive landscaping was implemented using carefully selected wildflower seed mixes to enhance the area. We used marine sediment traps during construction to protect the water quality and important eelgrass beds. Part of the works at Milton Common involved the removal of a redundant Quay. This led to the creation of 2,500m 2 of mudflat habitat, and 5,500m 3 of chalk being reused in the construction of flood bunds. This reduced the need to dispose of materials at landfill, or import additional materials. Along with enhancing the coastal environment and creating new habitat these measures also saved the project 1 million in costs. 15

16 DELIVERING DIFFERENTLY The three main areas in which we work to deliver differently across our service include, Developing Partnerships with shared interests, Planning & Development Management, and Communications & Collaboration. Developing Partnerships It is important that we identify groups with shared interests so that we can develop effective partnerships with others. This allows us to make the most of our projects and support wider objectives, beyond the usual concerns of coastal defence work. These objectives include; place making, public realm improvement, regeneration, environmental enhancement and public wellbeing. 17 This maximises our opportunities and allows us to deliver additional benefits through our projects. Examples of this include, working together to improve access to the coastline and aligning infrastructure plans to increase efficiencies and minimise disruption. At a national level we engage with the Local Government Association Coastal Special Interest Group (LGA SIG). This helps to influence the policy and guidance that will shape our sector in the future. By networking and collaborating with partners we increase opportunities for financial contributions, as well as inkind support such as data, site access, materials and voluntary work. We use a variety of methods to achieve this and are always careful to select the most appropriate approach for each situation. Planning & Development Management We work closely with our Local Planning Authorities to ensure that development in the flood plain is sustainable and does not put future generations at undue risk. Helping to shape Local Plan developments and housing allocations from a flood risk perspective, along with commenting on planning applications, is an important aspect of this team s work. This has developed significantly since Our website has been live since July 2013, and in that time it has had thousands of hits. We use a variety of methods to reach people and spread our message; this includes online communication and local media sources such as newspapers, radio and television. 19 CAPITAL PROJECTS TEAM The Capital Projects Team provides an experienced project management and technical engineering design service for the ESCP. The team consists of civil engineering and construction management professionals with expertise in project management, engineering design, procurement, contract management and site supervision. This team is responsible for delivering the detailed design and construction elements of large-scale capital projects. Through this, new flood defence and erosion protection projects are constructed along our coastline. We work closely with our stakeholders, local communities and industry experts to deliver technically, environmentally, economically and socially sound solutions to complex projects. Beach Nourishment, Hayling Island The capital team is currently working on a number of high profile projects and is structured into three main sub-teams, which are focused on delivering key projects, while supporting each other with specialist skills and flexible resources. 20 NORTH PORTSEA ISLAND We have secured 58 million of funding from Defra to develop new coastal defences across the north of Portsea Island. This is a seven year project that will protect over 4,200 homes and 500 businesses, from Tipner through to Milton, over the next 100 years. On completion, the defences will provide a 1 in 500 year standard of coastal protection, one of the highest in the Country outside of London. The length of coastline has been divided into 5 Phases, this enables us to deliver these projects effectively over a seven year period. Phase 1 and 2 were completed in 2016, and Phase 3 is currently in progress. Phase 1: Phase 2: 2016 Phase 3: Phase 4: Phase 5: 2022 Map of Scheme Area Construction at Milton Common Phase 1: Anchorage Park (completed) This was the first stage of the North Portsea Island Scheme. This 6 million project protects the coastline between Ports Creek Railway Bridge and Kendall s Wharf. The new defences consist of an earth embankment with a rock revetment to protect it from erosion. 21 Phase 2: Milton Common (completed) Milton Common was the second stage of the scheme and saw the construction of new set back earth bunds to provide improved flood protection. A new rock revetment will prevent erosion of the coastline and help protect the internationally designated harbour. The scheme included the demolition of Great Salterns Quay, a derelict landing stage. The fill material from the quay was used to construct the earth bund. This re-use of material led to a 1m saving to the project and helped the project team win the Constructing Excellence Civils Project of the Year for the London and South East region. This 1.85km frontage will be protected by a new concrete wall and will include extensive landscaping and planting to the existing park and green spaces. 22 SOUTHSEA COASTAL SCHEME The Southsea Coastal Scheme is responsible for delivering new flood defences along 4.5km of seafront from Long Curtain Moat to Eastney Barracks. The new defences will reduce the risk of a major flood event for the next 100 years, providing protection for approximately 950 million worth of assets, including over 8,000 homes and over 700 commercial properties. The project is being delivered by an integrated delivery team, managed by Portsmouth City Council and the ESCP. Balfour Beatty have been appointed to provide expert construction advice to the design process, with consultants Arup and Ramboll leading the technical design. The current defences are between 50 and 100 years old and have a life-expectancy of less than 10 years. In recent years there have been several failures along the frontage resulting in over 1m in repair works and a significant risk of flooding. If we don t, 8000 properties and 700 businesses are under threat. As well as potential risk to life. Our aim is to create new defences that embrace everything we al l love about the seafront. 23 The scheme aims to create new defences that embrace everything we all love about the seafront. This work will also look to open up opportunities for further regeneration, enhance the public realm and to improve the setting of historic and cultural features. The design phase commenced in August 2017 and includes Engineering Design, Public Realm Design and Landscaping, Environmental Impact Assessment, Licences and Consents, and Public and Stakeholder Consultation. 24 OPERATIONS TEAM The Operations Team works across the four Local Authorities to monitor and understand the different coastal environments, as well as taking action to maintain existing defences. The team is made up of surveyors, engineers and scientists, who ensure an appropriate standard of protection is sustained and risk is appropriately managed. The team works closely with officers within each authority, and the wider ESCP team, to ensure that the coastal defence assets that we build and look after across the Partnership Area are effective throughout their design life. Similarly to the Capital Projects and the Coastal Policy, Strategy & Environment Teams, the Operations Team has grown to reflect the increase in work and demand for this service. The sub-teams are: Survey and Inspection Research and Analysis Asset Investment and Management Emergency Repairs, Southsea SURVEY & INSPECTION This sub-team focuses on monitoring our coastline by providing high quality surveys and inspections of all our coastal assets, along 162km of coastline. 25 Survey Inspection Our in-house specialist surveyors support the ESCP operational and wider project needs by delivering high quality surveys. This is critical to the management of our coastline. The team monitor ten key coastal areas from Chichester Harbour Entrance to Southampton Water as a member of the Southeast Strategic Regional Coastal Monitoring Programme. Using the very latest technology, including GPS, an all terrain vehicle and 3D laser scanner we can undertake surveys in any environment, to the finest detail. The Survey and Inspection Team is responsible for the inspection of all coastal assets throughout the partnership area. This data is applied to inform our own asset management systems and the maintenance responsibilities of third parties. By using the latest handheld GPS and tablet technology, we log defence conditions via a cloud based GIS mapping system. We measure this against industry-approved standards to ensure our assets are maintained to the appropriate level. This data feeds into the work of the Asset Investment and Management Team, helping to plan for future maintenance. In the last year (16/17) 58.5km of sea wall has been inspected and 520km of beach has been walked for regional monitoring surveys. This includes, highway surveys; pre and post construction works surveys, to inform architectural design; and slope monitoring. The team uses cutting edge survey technology and is always thinking of new, efficient and innovative ways to gather this crucial survey data km of seawall w a s i n s p e c t e d 25

26 RESEARCH & ANALYSIS The Research and Analysis Team offers expert advice on coastal processes, which supports the needs of the ESCP. Understanding these processes is crucial for all coastal management decisions, from a strategic level, when developing policies, to a local level, when designing and maintaining coastal structures. Specifically, this involves a range of coastal studies for: Capital construction projects Flood and Coastal Erosion Risk Management Strategies and Feasibility Studies Asset maintenance Environmental Impact Assessments Development of Beach Management Plans (BMP) Sediment tracer studies Contaminated land studies Informs all other areas Technical Analysis Understanding Processes We also undertake research across the central south coast of England. These wider research projects link with national research initiatives, including studies into sediment transport and contaminated land. Our diverse team includes the research chair of SCOPAC *, as well as experts in waves and tides, sediment tracer studies and Beach Management. Coastal Studies In order to understand coastal processes we analyse wave, tide, topographic and hydrographic data using Geographical Information Systems (GIS). This provides a one-stop-shop for interpreting data, ensuring well informed decisions are made. 27 Beach Management Plans Tracer Pebble Studies Our in-house team has recently secured 3.3 million of Flood Defence Grant in Aid for the South Hayling BMP to reduce flood and coastal erosion risk to Eastoke over the next five years. We are currently in the process of writing a BMP for the Hill Head to Portsmouth Harbour frontage, in Fareham and Gosport Understanding the movement of shingle along the beach underpins all coastal management decisions. The ESCP has developed the tracer pebble method to assist with this. By securing Radio Frequency Identification Tags inside pebbles naturally found on the beach, we are able to track the movement of beach material throughout the Partnership Area. These are deployed and then monitored at set intervals through surveys that use hand held scanners and GPS. This data then informs efficient beach management practices. There are a number of old landfill sites across the ESCP frontage, which were previously protected from the sea, that are now eroding due to the age of existing sea defences and sea level rise. Given the contents can take hundreds of years to biodegrade, it is necessary to continue to maintain the integrity of these sites for the foreseeable future. However, there is no simple funding mechanism in place to manage this problem. To combat this the ESCP, in conjunction with SCOPAC, has secured Regional Flood and Coast Committee Local Levy and Local Government Association Special Interest Group funding to raise the profile of this issue across the central south coast of England, and at a national level. 28 ASSET INVESTMENT & MANAGEMENT The Asset Investment & Management Team provides a complete asset management service for the ESCP. The team is responsible for reviewing the condition of sea defences, as well as managing asset investment plans to repair and replace sea defences. This is done through design, procurement, consenting and construction. We use our own framework to appoint skilled contractors at a competitive price. This ensures work is delivered efficiently and to a high standard. 29 If a coastal defence fails, the team provides a quick response to assessing damage and developing appropriate solutions. In the last 5 years 81 repairs to sea defences have been completed Our maintenance work is primarily funded by each Local Authority. By developing a clear business case for each project, we justify public spending and ensure that the needs of each Authority are met. Our aim is to deliver products that exceed expectations while meeting the agreed budget. This involved developing the design, security approval and then constructing a new seawall to protect the coastline and improve access all year round. We worked closely with our in-house environmental specialists to negotiate a series of complex environmental constraints including a badger sett, migrating fish and wintering birds. The ESCP project managed the designer Arup and supervised the contractor Knights Brown to complete this work. Hill head image In addition to routine maintenance works, the team also provides additional resilience to the wider ESCP, particularly the Capital Projects Team, through engineering advice and site supervision. Hill Head Hill Head is a seaside area in Fareham with a promenade popular with residents, visitors and beach hut owners. Following a significant failure of a section of seawall in winter 2015, and an emergency temporary repair, Fareham Borough Council agreed that it needed to be replaced. This work took place in two phases. Phase 1 was urgent works that were completed in summer 2016 to relieve the pressure on the defences. This involved repairing the beach groynes and restoring the beach level with 4,000 tonnes of gravel. Phase 2 was developed over the following 12 months and completed in autumn Completion of seawall at Hill Head Coastal Incident Response We have a rota of Coastal Incident Officers on hand to respond to any coastal issues out of hours, every day of the year. By liaising with the Emergency Planning officers for each Local Authority, they ensure effective response planning, implementation and monitoring, and maintain public safety. Comprehensive flood response plans are developed to ensure flood prevention equipment is put in place safely and efficiently for all predicted extreme events. Our response work also includes: Maintaining flood response equipment, such as flood gates Supervising contractors to ensure required actions are completed Keeping comprehensive records of all events to inform best practice Working with emergency planning and the emergency services, to prepare for events. 29

34 SERVICE MANAGEMENT Finance As a Partnership we have made substantial savings, whilst providing a higher quality of service and employing more staff. Partnership Savings We deliver our services through a combination of funding from each Local Authority, and successful bids to Central Government for Flood and Coastal Risk Management Grant in Aid k 192k 332k 364k 410k By working under a Shared Service Agreement, the costs of running the Partnership and its services are distributed and funded proportionally across each Local Authority. The current distribution is shown by the graph below. These percentages are regularly reviewed and updated to reflect any changes. Day to day activities such as the maintenance of coastal defences are funded separately by each Local Authority according to their own requirements. Distribution of Local Authority Funding, /13 13/14 14/15 15/16 16/17 This means that since 2012 we have achieved a combined saving of 1,534,000. This has significantly exceeded our target of 845,000. This has allowed us to reinvest in the Partnership with specialist equipment as well as training, IT infrastructure and mobile working devices. The ESCP now employ 48 members of staff, this has increased significantly since the partnership formed in Team Growth Gosport (14%) Fareham (14%) Havant (32%) Portsmouth (40%) 2017 has seen a rapid increase in staff numbers. This mirrors the ESCP s success in attracting Central Government funding for the delivery of projects that mitigate flood and erosion risk to our residents. 34

35 As a larger team we are able to take on more projects and provide a more comprehensive and higher quality service. This includes the delivery of services in house, from environmental expertise to graphic design. This helps us to generate more savings for each of our projects. Our increase in employees, combined with the increase in savings, demonstrates the effectiveness of working as a Partnership. Through providing a higher standard of service and significantly reducing the cost to each Local Authority we are setting the standard in coastal management. We Grow Our Own Staff We have carefully grown our team by training graduates up from casual contracts to full time positions, as well as running several apprenticeships. We support the professional development of our employees though extensive training, professional qualifications and further education, such as part time Masters degrees. Ownership The culture and attitude of our team has been fundamental to our success. With each individual invested in the projects they work on. With the majority of the team living within the Partnership Area we are also part of our coastal community, giving us personal motivation to protect our coastline. Efficiencies MORE PROJECTS MORE STAFF We have already put many controls in place to encourage efficiencies, showcasing our work at workshops with the Environment Agency and developing a log to capture efficiencies and savings for our projects. REDUCED COST MORE EFFICIENT Since the inception of the Defra target to achieve a 10% efficiency in all FCERM schemes, the ESCP has continually and significantly beaten the target. Feedback from the Environment Agency National Efficiency Team has stated the ESCP set the standard in demonstrating their approach and achieving the target efficiencies. 35

36 PROCUREMENT FRAMEWORKS The Partnership continues to lead on the procurement of Frameworks to deliver our asset maintenance (Minor Works Framework) as well as consultancy suppliers, that undertake design and strategic studies in support of our considerable capital programme (Professional Service Framework). Both Frameworks are in their second generation and have buy in from neighbouring authorities. This has resulted in the procurement exercise being funded by the SCOPAC Group, making it accessible to all of its member authorities. Having a consistent approach allows best practice to be developed and delivered across all participating authorities, encouraging collaboration and knowledge sharing. It also provides greater clarity to suppliers, building on relationships and encouraging high quality outputs. Both frameworks use the NEC suite of contracts (standard construction industry form of contract). Our staff have been trained in their use as well as building on the continued experience within the team. Bespoke software has been implemented across many projects to ensure efficient and effective contract management. The ESCP manage the running of the Frameworks, providing guidance notes and expert assistance to wider Local Authority engineers who wish to procure suppliers from either Framework. LOOKING TO THE FUTURE Many exciting opportunities and challenges lay ahead for the ESCP. As we become more broadly known and respected across our sector, we are beginning to share our learning, knowledge and approach more widely. We are also no longer just delivering better protection against coastal flooding and erosion. Our projects now look to address much wider objectives such as place making, coastal regeneration and growth, environmental enhancement and more strategic planning initiatives. These cover a broad range of disciplines from coastal process studies and habitat creation projects right through to the detailed design and construction of flood defence schemes. In the longer term we are looking to understand how we can better support other risk management authorities, both locally and nationally. We are also considering how we can offer our services to generate income so we can continue to invest in ourselves, our communities and our sector. 36
