3 Introduction It is my honour to introduce the work of the Eastern Solent Coastal Partnership. I am proud to lead a truly motivated and extremely capable team of professionals. Our aim is to reduce the risk of coastal flooding and erosion to our communities and manage the coastline whilst delivering Public Service Excellence. I believe we can achieve this by improving our understanding of our customer s needs and challenging some of the previous ways of working. We have established a Coastal Partnership across the eastern Solent that enables collaboration on common goals and at its best encourages co-ownership of a shared vision for our coastline. This new approach to coastal management means that our Local Authorities have access to a high quality service and are able to undertake tasks that previously would have been outsourced to consultants. Through working more efficiently we are able to achieve our objectives whilst making significant savings and generating income for each Local Authority. 8 PARTNERSHIP VISION To reduce the risk of coastal flooding and erosion to our communities and encourage the provision of technically, environmentally and economically sustainable coastal defence and protection measures. About Us The Eastern Solent Coastal Partnership (ESCP) is a team of specialist coastal officers and engineers who manage 162 km of coastline.the Partnership formed in 2012 and consists of an alliance between Fareham Borough Council, Gosport Borough Council, Portsmouth City Council and Havant Borough Council. Partnership Area Before its formation, the coastline was managed separately by each Local Authority. By establishing a Shared Service Agreement, the Partnership has been able to combine its expertise and ways of working to develop a service that, like coastal management issues, are not exclusive to the Local Authority boundaries. 8 Header image: Awaiting rock delivery at Eastoke Point, Hayling Island

9 Since 2012 we have been delivering projects to the highest standard, reducing coastal flood and erosion risk to thousands of homes and businesses. The Partnership has surpassed the work that each Local Authority could have achieved in isolation, delivering multi-million pound projects whilst making a combined saving of 843,000. The ESCP has been recognised as an example of best practice by the Environment Agency and Defra, with suggestions that the model should be encouraged across the rest of the country. The broad skills of our in house team reduces our dependence on external specialist consultants, saving public money and making our bids for funding from the Environment Agency more attractive. The ESCP undertakes a broad range of coastal management activities, including: Langstone Harbour Setting coastal management policy, by developing Shoreline Management Plans and Coastal Strategies Designing and implementing civil engineering schemes Regular management, inspection and maintenance of sea defences Identifying opportunities to enhance our coastal environment Leading and contributing to industry research Engaging with local communities, organisations and businesses on all aspects of our work These different activities are distributed across 3 teams: Coastal Policy, Strategy and Environment Capital Projects Operations Eastoke Point, Hayling Island 9

10 ACTIVITIES Coastal Policy, Strategy & Environment Team The work of this team underpins many aspects of the ESCP s service and helps to support the delivery of projects for the Capital Projects and OperationsTeams. The team works to develop Flood and Coastal Erosion Risk Management (FCERM) Strategies. These assess the various options available for protecting our coastline and recommend the most economically, socially and environmentally sound approaches. This informs the delivery of future coastal defence schemes and ensures they support wider Local Authority objectives. Coastal Strategies recommend measures that: reduce risk to life defend property (residential and commercial) guard existing infrastructure look after and enhance biodiversity, cultural heritage and landscape protect and enhance the population s well-being. Lee-on-the-Solent and Hill Head Environmental Work The Partnership area has a diverse natural environment and features a variety of rare species. By 2017 it is expected that the Partnership s coastline will be environmentally protected at a European level. 11 To find out more about our environmental work see page 18. Communications and Collaboration We have a dedicated communications lead who supports all our projects across the wider ESCP team. By informing, and working with, the communities on our coastline we can make decisions on strategies and coastal defence options whilst giving people the opportunity to help shape the future of their coastline. Planning and Development Control We work closely with our Local Authority planning teams to ensure that development in the flood plain is sustainable and does not put future generations at undue risk. We provide advice on planning applications and use the best available coastal flood and erosion information to inform our decisions. To find out more see page 20. 12 Capital Projects Team The Capital Projects Team consists of civil engineering and construction management professionals. They have expertise in project management, engineering design, procurement, contract management and site supervision. The team is responsible for delivering the detailed design and construction elements of large scale projects, implementing new flood and erosion defences across our coastline. Our Projects Eastoke Point, Hayling Island (complete) This 5 million coastal defence project was completed in November Over 650m of rock revetment and four new rock groynes were built to protect over 1,700 homes. 25,000 tonnes of shingle were used to raise the level of the beach. North Portsea Island (funding approved) We have secured 58 million of funding from the Environment Agency to develop new coastal defences across the north of Portsea Island. This is a 10 year project that will protect over 4,200 homes and 500 businesses, from Tipner through to Milton, over the next 100 years. On completion the defences will provide a 1 in 500 year standard of coastal protection, one of the highest in the Country outside of London. 13 Anchorage Park (construction phase) This is the first stage of the North Portsea Island Scheme. This 6 million project will protect the coastline between Ports Creek Railway Bridge and Kendall s Wharf. The new defences consist of an earth embankment with a rock revetment to protect it from erosion. The scheme also includes improvements to the Eastern Road Bridge. Bandstand, Southsea Southsea (detailed design) Rock revetment, Anchorage Park By securing funding for this project, worth over 100 millon (inc. contingency), we will be able to construct new coastal defences to protect over 8,000 homes and businesses worth 645 million. Portchester Castle Portchester to Paulsgrove (option development) This multi-million pound scheme covers 2.4km of coastline along Portsmouth Harbour. It includes Portchester town, Portchester Castle and the A27. There are almost 400 properties currently at risk of coastal flooding and erosion. This rises to over 680 in the next 100 years. We are currently developing defence options and a business case to secure funding to progress the scheme. 3D Visualisation of Southsea Coastal Defences The scheme covers more than 4.5km of coastline between the Royal Garrison Church and the Royal Marines Museum. With current defences reaching the end of their existing life, some dating as far back as World War II, it is important that the next generation of coastal defences last for the next 100 years. Construction may take up to 10 years to complete. 13

14 Operations Team The Operations Team is responsible for the day-to-day management of our coastline. This includes coastal maintanence, surveying, research and flood response. The team use the latest technology to provide clear reporting and analysis of data, as well as providing CAD drawings which are essential for every stage of our projects. Coastal Maintenance We regularly inspect the condition of coastal defences across our area to ensure they are providing the appropriate standard of protection. Their condition is graded using the Environment Agency standard, from grade 5 (very poor) to 1 (very good). With this information we can recommend maintenance work or further investigations as necessary. If a coastal defence fails, the team provides a quick response to assessing damage and developing appropriate solutions. We use our own framework to appoint skilled contractors at a competitive price. This ensures a high level of service that delivers work efficiently, within budget and to the correct specification. Our maintenance work is primarily funded by each Local Authority. By developing a clear business case for each project, we justify public spending and ensure that the needs of each Authority are met. Our aim is to deliver products that exceed expectations while meeting the agreed budget. 15 Surveying Our in-house specialist surveyors support the management of our coastline by delivering high quality topographic and hydrographic surveys. This data provides evidence of both long and short term coastal changes, which are critical to flood and erosion risk management. RIB for hydrographic surveys The use of cutting edge GPS and laser technology ensures rigorous data collection. Our surveyors also undertake terrestrial surveys to support other teams within each Local Authority and for external clients. Coastal Research Our diverse team contributes to national research bodies, with the research chair of SCOPAC* working in our operations team carrying out much of our coastal processes work. Our wider research projects include sediment transport, contaminated land and tracer studies. Through securing funding for appropriate research the team supports wider ESCP initiatives, such as coastal strategy development, coastal defence design and beach management. We are also developing mapping technology to store, process and spatially present coastal datasets, including coastal defence information, environmental designations, survey data and aerial photography. This provides a one-stop-shop for interpreting data and undertaking coastal research, ensuring well informed decisions are made. Flood Response Flood gate closure, Old Portsmouth We have a rota of Coastal Incident Officers, who are on hand to respond to any coastal issues out of hours, every day of the year. By liasing with the Emergency Planning officers for each Local Authority they ensure coastal flood response supervision and site cover is provided. Comprehensive flood response plans are developed with clear and timely communication with stakeholders. The plans ensure flood prevention equipment is put in place safely and in a timely manner for all predicted extreme events. 18 ENVIRONMENT It is essential that all our projects are delivered in an environmentally sound and sustainable way. Our environmental team provides expert advice and support to assist in the delivery of all ESCP projects. Where possible we seek to identify and promote environmental enhancement opportunities. Environmental considerations drive decision making for Flood and Coastal Erosion Risk Management (FCERM) policy, option selection and construction activities. This ensures we protect and enhance our diverse and internationally protected coastal environment when constructing new coastal defences. We also have legal obligations to provide new coastal habitats in our region and we are actively exploring opportunities for this to be achieved. This is similar to the approach taken at a neighbouring site where new saltmarsh habitats are being created (Medmerry, West Sussex). Task Environmental Scoping Report Habitats Regulations Assessment [HRA] Explanation Describes the steps taken to identify the key potential environmental issues and opportunities associated with proposed FCERM schemes. Advised by information from the Environmental Scoping Report, a HRA outlines the implications of proposed FCERM schemes on designated European nature conservation interests. Water Framework Directive Assessment [WFD] The WFD establishes a framework for protecting inland surface waters, transitional waters, coastal waters and ground water. The WFD Assessment determines whether the proposed FCERM schemes could cause the ecological status potential of the affected water bodies to deteriorate. Environmental Statement [ES] This is advised by feedback on the Environmental Scoping Report from the Marine Management Organisation [MMO] and the Local Authority. The aim of the ES is not only to reduce the impacts of FCERM schemes on the wider environment, but also identify opportunities to improve it. This is put forward as part of the Planning Application and Marine License issue. Little Egret in Langstone Harbour Construction Environment Management Plan [CEMP] The CEMP builds upon what is presented within the ES by describing how construction activities will be controlled to seek to avoid and, if necessary, mitigate adverse environmental impacts. 19 COMMUNICATIONS AND COLLABORATION The Partnership area is home to a diverse range of communities who represent a variety of interests and views on coastal management. All of our projects involve engaging with these communities and other stakeholders, which include: Local Authorities statutory organisations local businesses infrastructure providers and developers voluntary organisations local community groups residents Since 2012 hundreds of people have attended our events and provided feedback on our projects. By networking and collaborating with partners we can maximise opportunities to raise funds and deliver additional benefits through our projects. Examples of this include working together to improve access to the coastline and aligning infrastructure plans to increase efficiencies and minimise disruption. As well as financial contributions, partners can provide in-kind contributions such as data, site access, materials and voluntary work. There are a number of ways in which we communicate with our stakeholders. 20 COASTAL PROCESSES RESEARCH AND SCIENCE To understand coastal management issues in more detail we carry out a variety of studies into coastal processes including waves, tides, currents and sediments. These studies seek to identify longshore and cross-shore movement of sediment and analyse changes over time. This research takes into account past beach management and other influencing factors on the coastline. We use Geographical Information Systems (GIS) across all aspects of our work. This especially helps to inform our environmental and coastal process projects. It also allows for the analysis of survey data and creation of maps, charts and reports. We have set up an online GIS system which will be launched publicly in PLANNING AND DEVELOPMENT CONTROL The ESCP are a key consultee on planning applications within flood zones. Our aim is to ensure that development in our Partnership area is appropriate and sustainable. We use the best avalible coastal flood and erosion information to inform our decisions. 21 Flood risk is the most common reason we are consulted. We also provide advice for planning applications that are: in Flood Zones 2 and 3 development on land larger than 1hectare in Flood Zone 1, where there are critical drainage problems. Our officers work together with planners and developers to ensure sustainable development and find ways to mitigate and reduce flood risk. We review Flood Risk Assessments and take into account climate change, sea level rise and coastal erosion to ensure we do not commit future generations to a legacy of poorly planned development. Since 2012 we have provided feedback on over 250 planning applications and advice to 44 pre planning applications. STORM RESPONSE AND RECOVERY The ESCP provides technical assistance for coastal flooding response to the Emergency Planners at each Local Authority. Alerts are posted at: EasternSolentCoastalPartnership and on Our Coastal Incident Officers monitor the tide and weather conditions and when required, instruct and supervise the closure of floodgates in the area. This is carried out during spring tides, storm surges and extreme weather conditions. The ESCP can alert people of possible coastal flooding or weather warnings for their area via social media, creating an immediate response to those who could be affected. Over the winter of 2013/14, the combination of high tides, gale force winds and low air pressure caused some localised flooding as well as damage to coastal defences across the Partnership area. Over half a million pounds of emergency maintenance work was carried out in the aftermath to ensure there was a continued standard of protection from coastal flooding. 22 FINANCE AND EFFICIENCIES Finance We deliver our services through a combination of funding from each Local Authority and successful bids to Central Government. By working under a Shared Service Agreement, the costs of running the Partnership and its services are distributed and funded proportionally across each local authority. The current distribution is shown by the graph below. These percentages are regularly reviewed and updated to reflect any changes. Day to day activities such as the maintenance of coastal defences are funded separately by each local authority according to their own needs and requirements. Distribution of Local Authority Funding 2015 In exceptional circumstances we can apply for emergency funding from the Environment Agency. Over the course of 2014/15 we were able to secure over 600,000 for emergency works across the Partnership area, representing a significant saving for the Local Authorities. As a Partnership we have made substantial savings, whilst providing a higher quality of service and employing more staff. This includes the delivery of services in house, from environmental expertise to graphic design, which generates more savings for each of our projects. Our increase in employees, combined with the increase in savings, demonstrates the effectiveness of working as a Partnership. Through providing a higher standard of service and significantly reducing the cost to each Local Authority we are setting the standard in coastal management. Efficiencies The culture and attitude of our team has been fundamental to our success. The locality of our staff to the Partnership area means that each team member has a vested interest in the projects they are working on as part of the coastal community. This gives individuals real ownership and personal motivation in their coastal projects. 24 PROCUREMENT FRAMEWORKS We have established our own frameworks in order to efficiently select preapproved suppliers. We appoint consultants through our Professional Service Framework, the success of which has meant that 11 coastal authories have contributed and signed up to use it. Our Minor Works Framework facilitates the appointment of contractors for the delivery of coastal maintenance works. This has been adopted by 17 coastal authorities. Under this framework we can bid for 7 lots for work, including: Rock armour Timber Masonry / concrete / grouting Beach recycling General civils Flood response Minor remedial We also make use of frameworks used by other public bodies, such as the Environment Agency s Water and Environmental Management Framework. These frameworks allow us to build and maintain relationships with suppliers and to continue to deliver best value for money. Flood & Coastal Risk Management Grant in Aid Each council within the Partnership is a Risk Management Authority, which means we can apply for Grant in Aid funding administered by the Environment Agency to carry out Flood and Coastal Erosion Risk Management schemes, strategies and studies. The amount of funding we can apply for is based on how much a project will benefit the public, such as how many homes and businesses they will protect. If our projects cannot qualify for full government funding, we need to seek the remainder through increasing project efficiencies and seeking contributions from the community. This is known as Partnership Funding. LOOKING TO THE FUTURE The team look forward to the future challenges ahead to reduce flood and erosion risk and are committed to serving our communities, aiming for Public Service Excellence within our sector. We will also share our approach with other Risk Management Authorities in the hope that they will also benefit from our experience.
