Scotland s Zero Waste Plan & the opportunities for carpet reuse and recycling Carpet Recycling UK Annual Conference 19 th June 2013 Louise McGregor Head of Market Development
Agenda Resource efficiency why it matters Scottish Government Zero Waste Policy objectives Introduction to Zero Waste Scotland What does this mean for carpet recycling and re-use? Current situation & challenges Current WRAP & ZWS activities Opportunities & next steps

Scottish Waste exports Grown substantially (725kt) from Total exports 386kt 2010 Total exports 1.111Mt Resource value in 10 s of millions
Zero Waste Policy..a zero waste Scotland means a new approach to making the most effective use of all resources, and avoiding wasting resources or making them unusable wherever we can.
Zero Waste Policy key features 70% recycling rate by 2025 Supported by a range of tools: Landfill Bans Mandatory recycling collections Limits on EFW & Landfill Carbon metric Safeguarding Scotland s Resources Resource Efficient Scotland Programme
Tools for resource efficiency Waste (Scotland) Regulations 2012 Landfill bans for biodegradable municipal waste 1 st Jan 2021 Safeguarding Scotland s Resources a programme for efficient use of materials. Actions around Sustainable procurement Sustainable design Preventing construction waste Reuse supply and demand
Introduction to Zero Waste Scotland Zero Waste Scotland is a programme delivered by WRAP on behalf of the Scottish Government, to support its policy objectives. 70M investment over 3 years Zero Waste Scotland works to maximise the efficient use of some of Scotland s most valuable resources materials, energy, and water to achieve economic and environmental benefits.
Our areas of work Around the resource loop, towards a closed loop economy: Minimising resource use Direct support for recycling collections Stimulating investment in reprocessing and repair infrastructure Stimulating markets for recycled and reused products Improving Resource Efficiency in businesses and public sector Maximising economic opportunities through better environmental performance Working in partnership with WRAP UK wide programmes e.g. food & product loops
Resource Efficient Scotland Launched April 2013 A one-stop-shop, integrating resources, energy and water 3 main strands to programme: Advice & support service for business Strategic support across key sectors (businesses and public sector) Encouraging, supporting and promoting innovation in products and services.
Carpets in Scotland
UK Carpet flows Inputs Production Consumption Water Materials Energy 525,000t (? 1-2bn) 25,000t (5%) Recycling Reuse Negligible (<1%) 430,000t (95%) Landfill & EfW
Current carpet reuse and recycling in Scotland Approx 40kt/a carpet arisings, ~ 2.5% recycling / reuse Spruce Carpets & Clean Close Re-users of carpet tiles Challenges: Lack of collection & processing infrastructure for carpet waste Limited awareness of carpet recycling across business and LAs Significant opportunity for landfill diversion, expansion of infrastructure, carbon savings and resource efficiency savings Textiles sector -600 companies, 11,000 jobs
Current WRAP & ZWS activities Priority materials fund available now Establish collection and processing of carpets, mattresses and other textile products for recycling Other financial mechanisms under consideration Implementing resource efficiency through: construction & refurbishment RES support WRAP Waste Prevention Loan Fund
RE Case study Forbo Flooring 500 staff at 5 UK plants Up to 55% recycled yarns in carpet tile range Use recycled PVC backing in a range of products - up to 74% recycled backing material Take-back scheme in place for postinstallation waste Energy efficiency measures and renewable energy generation (reductions of 11ktCO 2 e)
Opportunities Raising awareness with Scottish organisations that carpets can be recycled Improving collections through recycling sites, collection schemes, take-back, PR? etc. Developing Scottish infrastructure to recycle carpets Maximising opportunities through public sector procurement Products, facilities management, refurbishment
Next steps WRAP focus on collecting more carpet for recycling ZWS also encouraging more recycling infrastructure to Scotland Keen to hear from anyone who wants to set up in Scotland Collection, recycling & reuse, use of recycled materials Engagement through Textiles Scotland on improving RE New Key Account Manager Textiles based in Scottish office
