3 JWA have constructed and operated dams and canals for supplying domestic (drinking), agricultural, industrial water and also doing flood control. TONE and ARA River system Full plan areas Other areas The total area of the districts under the Water Resources Development Basic Plan (districts receiving water supply from the seven river systems) account for only 17% of the national land area, but about 50% of the population and industrial output are concentrated there. 6 Special committee for water quality improvement After massive outbreak of water bloom in 2002 JWA called for setting up the special committee for water quality improvement in Agigawa dam reservoir. The members are: Academic professionals MLIT (River administrator) Local governments and municipalities concerned JWA (RBO and operates and maintains Agigawa dam) The 9 th (last) meeting on March 11, 2011 was set up It held meetings nine times and it was dissolved after the last meeting on March 11, Professor Matsuo Professor Ishida 12 Mechanism of water quality conservation by aeration Photic layer Aphotic layer 1.Water bloom floating on the reservoir surface is taken into the deep aphotic layer where the sunlight doesn t reach by aeration. 2. Water bloom is difficult to grow in the aphotic layer due to insufficient sunlight. 3. Then massive outbreak of water bloom is curbed. 13 6

8 The effect by aeration equipment in summer, 2010 Before installation In summer, 2002 Aeration equipment working After installation In summer, 2010 After aeration Water bloom outbreak was evaded by curbing phytoplankton increase after installation of aeration equipment 16 Efforts to reduce pollutant load in the reservoir area Agigawa Dam Operation and Office set up the cconference to try to reduce pollutant load, nutrient salt etc., which is flowing into the reservoir, by implementing enlightenment programs with collaboration of other organizations concerned on July 29, The conference had the meetings three times so far on July 1, 2010 and July 15, 2011 including set-up meeting. 9 Enhancing awareness of water improvement and revitalizing local community by kushinsai (spinach or kang kong) cultivation on the reservoir What s kushinsai? It s home is Southeast Asia It s another name is Morning glory It s rich in vitamin and mineral Flower of kushinsai It contains four times more of calcium, five times more of vitamin A and twice more of vitamin C than spinach does. 11 Network of Asian River Basin Organization was initiated by Asian Development Bank (ADB), ADB Institute (ADBI) and Japan Water Agency (JWA). Formally announced by signing i the LOI on March 21, 2003, during the 3rd World Water Forum at Kyoto-Shiga, Japan. Established on February 24-26, 2004 in Malang, Indonesia Letter of Intent for NARBO The 1 st NARBO General Meeting in 2004 Ownership is the basis of network activity 22 Our Goal To help to achieve IWRM in river basins throughout Asia. Objective To strengthen th the capacity and effectiveness of RBOs in promoting IWRM and improving water governance, through training & exchange of information and experiences among RBOs and their water sector agencies & knowledge partner organizations.
