3 Green Procurement GuidelineMBA th Edition 1. Introduction Humankind has developed affluent societies and living standards have dramatically improved thanks to the rich resources of Earth. However, global warming, biodiversity and other environmental problems are now endangering our very existence. Tamagawa Seiki Group established the Green Procurement Guideline in 2004 to offer products with lower environmental impact to our customers, and has promoted Green Procurement of materials, parts and other resources in cooperation with our suppliers. In recent years, controls on environmental load substances have changed considerably, such as establishment of the REACH regulations in Europe. Accordingly, we have set up a system for controlling such substances. We have therefore revised this document with the support of our suppliers, and issue this 4th edition. We will continue to work to preserve the earth s environment together, and would be most grateful for your understanding and support. Environmental Energy Management Office 111

Purpose The purpose of this Guideline is to help preserve the earth s environment and create a sustainable society by specifying standards for Tamagawa Seiki Group s procurement of resources that do not contain environmental load substances and by ensuring that production takes the environment into consideration, in partnership with suppliers. 3. Scope This Guideline applies to all the following materials and services that Tamagawa Seiki Group procures and all suppliers who deliver these materials: (1) Raw materials, parts and units to be used in our products (2) Products for which we outsource the manufacturing and processing (3) Sub-materials, jigs and tools to be used in the production processes at Tamagawa Seiki Group (4) Packaging materials to be used in our products (5) Products for which we outsource the design and manufacturing and which we sell with our brand 211

Environmental preservation activities by Tamagawa Seiki 4.1 Policy We consider environmental preservation to be a core policy and stipulate that: "we recognize environmental preservation as a mission for enterprises, and consider it to be a key pillar of our activities, provide an environmental policy, and take responsibility for environmental preservation activities throughout the Company." We will actively conduct activities to preserve the environment in harmony with nature and the environment, and activities to improve the environment, in cooperation with local communities. 4.2 Environmental policy Based on our management principle of Striving to build an industry ready for the 21st century through creative business activities, contributing to the economic revitalization of communities, as Tamagawa Seiki we make improving the environment a part of every step we take. Environmental Policy 1. As a company blessed by the beautiful greens of nature that surround us, we uphold all legal requirements and work to prevent pollution. 2. We have established and regularly review the objectives and targets for and see to the continual improvement of the below business activities, products, and services. (1) Providing environmentally-friendly products and services (2) Effectively using resources and energy (3) Coordinating with our suppliers to reduce our environmental impact 3. Green Procurement Standards of Tamagawa Seiki 5.1 Concept of Green Procurement We have established assessment standards relating to the environment in addition to the traditional procurement standards for quality, delivery and pricing, and give priority to procurement from suppliers who have a business policy of consideration for the environment. 5.2 Requirements (1) Structuring of an environmental management system This system applies to all suppliers. We request our suppliers to promote environmental preservation activities and to create a system for continuous improvement. We therefore request our suppliers to acquire ISO certification or to create an environmental management system based on ISO Suppliers are required to satisfy one of the following to : Acquisition of ISO certification Acquisition of the following environmental management certifications promoted independently by the national or local government. Management system Eco-action 21 Eco-stage KES (Step 2) Minami-Shinshu EMS 21 Governing authority Ministry of Environment Eco-stage Association KES Environmental Organization Entire Region Environment ISO Study Group If you do not satisfy or, you must score over 70 points in the standard specified in Form 1. However, the following four items are prerequisites. You must: Have a company policy for environmental preservation; Provide training on environmental preservation to your employees. Conduct energy improvement, resource conservation, and reduction of environmental load. Observe applicable environmental laws and regulations. 411

7 Green Procurement GuidelineMBA th Edition (2) Efforts for managing environmental load substances We request all suppliers who deliver resources (products, parts and materials) to us to tackle the following efforts for managing environmental load substances Structuring of an environmental load substance management system We request you to structure an environmental load substance management system in accordance with the Management guideline for chemical substances contained in products issued by the Japan Green Procurement Survey Standardization Initiative (JGPSSI). Management guideline for chemical substances contained in products: Consideration on the environmental effects of environmental load substances Delivered resources do not contain the prohibited substances specified in Attached Table 1 Regarding conditionally prohibited substances specified in Attached Table 2, the contents are below the regulation values. (3) Consideration of environmental preservation in delivered resources We request all suppliers who deliver resources (products, parts and materials) to us to take the following environmental considerations into account. Consideration on environmental effects of delivered articles You must: Endeavor to improve the energy efficiency of delivered articles; Consider resource preservation in delivered articles; and Consider recyclability and ease of processing and disposal of delivered articles. Consideration on environmental effects at delivery You must: Stop the engine in our premises when you come by car; and Take back cardboard boxes, buffer materials, etc. used for transportation when you directly deliver articles. 511

Requests to suppliers We request you to submit the following documents and data. 6.1 Submission of a questionnaire on environmental preservation efforts: Form 1 We conduct a survey on your environmental preservation activities. Please complete the "Questionnaire on environmental preservation activities" in Form 1 and submit it to our contact. The results will determine the priority you will be given in transactions. You can download the questionnaire from our website. 6.2 Submission of non-use certificate: Form 2 We may request you to certify that resources (products, parts and materials) to be delivered to Tamagawa Seiki Group do not contain the substances listed in Attached Table 1 (prohibited substances) and Attached Table 2 (conditionally prohibited substances). If we make such a request, please complete the "Non-use certificate" in Form 2 and submit it to our contact. You can download the sheet from our website. 6.3 Submission of data on environmental load substances We request you to grasp and manage the contents of environmental load substances contained in the resources (products, parts and materials) to be delivered to Tamagawa Seiki Group. We also request you to submit data on the contents of environmental load substances to our contact when we request such data for certain articles. Please refer to the following for details.
