2 EIPs a tool of the Innovation EU Flagship European Innovation Partnerships (EIPs) were established by the Commission in 2010 with the twin aims of: 1. improving conditions and access to finance for research and innovation in Europe 2. ensuring that innovative ideas are turned into products and services that create growth and jobs EIPs were launched for policy areas where the Commission identified the need for combined public and private efforts at regional, national and EU level in innovation, research and development in order to achieve key targets faster and more efficiently. This is the case for raw materials. 2

3 Scope Promoting innovation along the entire value chain: i.e. raw materials knowledge base, exploration, licencing, extraction, processing, refining, recycling, substitution) involving relevant upstream and downstream sectors Non-energy non-agricultural raw materials used for industrial purpose, including metals, industrial minerals and aggregates, wood and natural rubberbased materials, (not organic chemicals) Strategic Implementation Plan (SIP) will address all actions necessary to achieve the objectives and targets, including research and development along the value chain, raw materials intelligence, revisions of selected legislations, licensing steps, standardisation, and policy dialogues 3

4 Objectives Overall Contribute to the 2020 targets of the EU Industrial Policy Specific contributing objectives: Reduce import dependency Improve supply conditions from EU and other sources Provide RE incl recycling alternatives in supply Push Europe to the forefront in raw materials sectors Mitigate negative environmental & social impacts Strategic Implementation Plan (SIP) 4

5 Concrete Targets by 2020 Up to 10 innovative pilot actions, e.g. pilot plants exploration, mining, processing, collecting and recycling; Substitutes for at least 3 applications of critical raw materials Regulatory framework for primary raw materials providing stable & competitive supply from EU sources and facilitating public acceptance; Research, Education and Training Centres Network on sustainable raw materials management: Knowledge & Innovation Community KIC Raw materials knowledge base with raw materials flows and trends, using standardised instruments for resources/reserves and industrially relevant raw materials map on primary & secondary raw materials; Enhanced efficiency in material use and waste prevention, re-use and recycling, with specific focus on flows that are common to many product life-cycles and have potentially negative impact on the environment; and identified opportunities and new ideas for innovative raw materials and products with market potential; Pro-active international cooperation strategy of EU at bilateral and multilateral level, such as the US, Japan, Australia, Canada and African Union in the different areas covered by the EIP. 5

6 Governance & Structure Upon appointment by the Commission 1. High Level Steering Group (HLSG): 3 Commissioners (ENTR, ENVI, RTD), 7 Ministers, 17 CEOs, 6 Research Organisation reps, to supervise & endorse EIP process, incl. Strategic Implementation Plan, SIP 2. Sherpa group to support the HLSG, follow the process, review all documents and endorse the SIP 3. 5 Operational Groups (OGs) of experts organised around 5 Working Packages to develop the SIP 4. Rapporteurs + Technical Secretariat introduce in the draft SIP OGs meeting input/written submissions/ comments 5. DG ENTR, ENVI, RTD civil servants introduce, moderate and review the process 6

8 EIP Timeline : first Sherpa meeting for preparing HLSG : HLSG launches EIP and endorses SIP preparation guidelines (objectives, governance, timeline, etc.) February: first round of the 5 OGs meetings to discuss expert input 26 February submission of expert written contributions April: second round of the 5 OGs meetings 18 April: Sherpas meeting + with other initiative stakeholders 5 June: Sherpas endorse SIP 17 July: HLSG endorse SIP EC Communication by Nov Adoption by the Council by Dec
