3 EURSSEM; Introduction; Background European Commission 6 th Frame work project: Co-ordination Network on Decommissioning of Nuclear Installations (CND) (1 January 2005 up to 1 July 2009) ~ Aim CND-project: ~ Promote common understanding of key-issues within the decommissioning community, to facilitate provision of relevant advice to Commission staff. ~ Encourage continuous improvement in capability and effectiveness.

Environmental and Socio-economic Aspects, and Public Perception, Public Relation. 6. Dismantling Techniques, Decontamination Techniques, Dissemination of Best Practice, Experience and Know-how, and Evaluation of the Needs for Training. 7. Co-operation and relations with third parties and international organisations.

5 EURSSEM; Introduction; Background Aim CND workpackage 3 ~ Start the development of a manual / guidance for member states of the European Community that deals with all main aspects to be taken into account at Environmental Remediation Projects in a consistent manner. ~ The targeted audience of EURSSEM is all stakeholders e.g. problem holders, problem solvers or stakeholders defined by; e.g. public (may be laypersons), specialists, regulators, site owners, etc.

6 EURSSEM; Introduction; Development and Need Why has EURSSEM been developed, need? ~ Closing of nuclear facilities in the European Union; ~ Favorable and most supported and preferable option is bringing nuclear sites back to their original state; ~ Appliance of leading documents e.g. IAEA, MARSSIM, ITRC, (USA), CIRIA (UK) and others in the European Community for Environmental Remediation (ER); ~ Development of an enlarged manual/ consistent guidance for ER-projects; ~ Manual/guidance: focusing on exchange of information and experiences.

Relevant documents cover a large time span, change of vision over time, new gained experiences, new developments in techniques and materials,.deals in general with one main topic. 12 EURSSEM; Introduction; Involvement ENVIRONET Environmental Remediation Training Course Who has been involved? ~ Coordination Network on Decommissioning (CND) a 6 th EC Framework project. Organization: ~ Steering Committee, contractors (11 companies from 8 countries); ~ Associated members, including some regulatory bodies (about 40 companies from 15 countries). ~ Impediments: Organization, funding, no direct benefits, no clear view of the timescale on having beneficial opportunities.

13 EURSSEM; Introduction; Starting points What were the starting points and motivation to apply? The manual/guidance is written from a service point of view. Meaning: ~ Free of names/pointers to commercial organizations, governmental regulations, etc.; ~ Leading strategies, leading practical option(s), etc. all strategies, all options.. no judging; ~ Applicable for all stakeholders involved in ER; ~ Balancing manual/guidance between concrete and layperson and detail ; ~ The manual/guidance has to be consistent.

14 EURSSEM; First version This first version of EURSSEM was available at 1 July 2009 as a conventional document. This version was reported to the European Commission as deliverable of the 6 th EC Framework Project Coordination Network on Decommissioning. Established by combining literature: IAEA; Member states consensus- MARSSIM (2002); US Regulator/Agencies CIRIA Safegrounds; UK Nuclear Industry and Defense sites ITRC; US Regulator Others; Diverse authors, companies, etc.

15 EURSSEM; First version Avoid doublings ~ And if a doubling is needed, the doubling has to have an added value. Add missing aspects ~ Stakeholder involvement and especially public ; ~ Non-Nuclear industry: NORM and TENORM; ~ Stewardship; ~ Archive for future referencing. ~

16 EURSSEM; First version; Contents ENVIRONET Environmental Remediation Training Course Contents of EURSSEM Version 01 (17 May 2010) 5 Major Sections and 7 specialized Appendixes. Section 1: Introduction; Purpose and scope, use of manual The Environmental Radiation Survey and Site Execution Manual (EURSSEM) has been developed to provide a consistent consensus approach and guidance to conduct all actions at radioactively contaminated and potentially radioactively contaminated sites and/or groundwater up to their release for restricted or unrestricted (re)use.

This section deals with the development of a strategy, implementation and execution of a program to remediate radioactively contaminated sites needs a sound knowledge of the necessary plans and topics involved in each of these plans.

An Archive for future referencing has not to be seen as a special part of the project file, but as an archive that will contain information that can be consulted in the nearby and long-term future for answering questions dealing with the former radioactive contaminants present at the site and/or groundwater.

28 EURSSEM; First version; Contents 4.3 Remediation: planning approaches (example) There are three basic approaches for any intended remedial actions: 1 Monitored non-intervention; 2 Containment or blocking pathway(s); 3 Source term removal. 29 EURSSEM; First version; Contents 4.5 Overview of available containment (CT) and source removal (SRT) remediation techniques This section contains different cross reference tables to assist in selection of a remediation techniques. ~ Technology (e.g. e.g. bioremediation, biodegration, etc.); ~ Medium (e.g. soil, soil and sludge, sediment, groundwater, etc.); ~ Contaminant (e.g. organic compounds, metals, radionuclides, etc.); ~ Brief characterization; ~ Detailed description in section.; ~ Planning approach or principle (e.g. biological removal, containment, etc.).

30 EURSSEM; First version; Contents Section 5: Stewardship The aim of Section 5 is to present more detailed guidance on stewardship: e.g., when to implement, what plans/actions should be carried out, etc. As depending on the site characteristics after remediation, the degree, extent and duration of control, if any, should be established. The organization responsible, e.g. long term stewardship, of the surveillance and verification of activities should be clearly identified.

31 EURSSEM; First version; Contents 5.1 Introduction (example) Stewardship plans cannot be static but have to be adapted to the development of a site, with respect to both its physical state and its use.
