4 Health Consultation: A Note of Explanation A health consultation is a verbal or written response from ATSDR or one of ATSDR s Cooperative Agreement Partners (in this case the Minnesota Department of Health; MDH) to a specific request for information about health risks related to a specific site, a chemical release, or the presence of hazardous material. In order to prevent or mitigate exposures, a consultation may lead to specific actions, such as restricting use of or replacing water supplies; intensifying environmental sampling; restricting site access; or removing the contaminated material. In addition, consultations may recommend additional public health actions, such as conducting health surveillance activities to evaluate exposure or trends in adverse health outcomes; conducting biological indicators of exposure studies to assess exposure; and providing health education for hea~th care providers and community members. 5 DEPARTMEHToFHEALTH May 26, 2010 Rick Jolley Hydrogeologist Voluntary Investigation and Cleanup Unit VIC and Emergency Response Section Remediation Division Minnesota Pollution Control Agency Dear Mr. Jolley: The Minnesota Department of Health (MDH) reviewed the analytical data you provided from the 1, 3-butadiene soil vapor investigation in the city of Minneapolis on the east side of Central Avenue at the 2900 block across from the Former Ashland Lease Area (FALA) in the Soo Line Shoreham Yard site (VIC Site 5080). MDH has concluded that the 1, 3-butadiene soil vapor concentrations are not a current health concern. The MPCA 1, 3-butadiene residential Intrusion Screening Value (ISV) for 1, 3-butadiene is 0.3 micrograms per cubic meter (pg/m3)(3). This value is equal to the MDH Health Based Value (HBV) for 1,3-butadiene (a known carcinogen). The HBV is a criterion that MDH uses to evaluate exposures to the general public. For carcinogens, the HBV is unlikely to cause an incremental cancer risk greater than 1 additional case in 100,000 people exposed for a lifetime. If soil vapor concentrations are not consistently or significantly greater than 10 times the ISV (3.0 pg/m 3) the vapors are not considered by MDH to be a possible health concern because air concentrations are likely much lower than soil vapor concentrations. In other words, the soil vapor gas concentration must be consistently greater than 10 times the ISV (10X-ISV) before a potential threat to indoor air is evaluated. Table 1 lists the 1, 3-butadiene soil concentrations, end Figure 1 illustrates the sample locations. Possible Sources of 1, 3-butadiene There are numerous potential 1,3-butadiene sources in an urban environment including, but not limited to: o Vehicle exhaust o Burning of rubber and plastic o Tobacco smoke o Petroleum releases o Wood burning o Manufacturing release A gas station is located on the north end of the site and several businesses on the south side appear to service vehicles. Central Avenue, on the east side of the site, is a major traffic route that

6 includes public bus transportation. Automobile exhaust is a constant source of 1, 3-butadiene release to the atmosphere. 1, 3-Butadiene was measured in the exhaust of typical automobiles and light trucks using both winter and summer gasoline formulations and accounted for up to 0.12% of total hydrocarbon emissions (1). The average amount of 1, 3-butadiena in the air is between 0.4 to 1 part of 1, 3-butadiene per billion parts of air (ppb) in cities and suburban areas (~). 1,3-Butadiene is highly volatile; therefore, it partitions predominantly to the atmosphere. In the atmosphere, 1,3-butadiene undergoes rapid destruction, primarily by photochemical reactions. The reaction with photochemically produced hydroxyl radicals has a calculated half-life of approximately 6 hours and is the dominant pathway for atmospheric removal (1). Although 1, 3- butadiene undergoes rapid photo-oxidation in the atmosphere, it is almost always present at low concentrations in urban and suburban areas. Petroleum Contaminants in Samples The following petroleum chemical constituents were also indentified in the soil vapor samples: o Ethanol o Ethyl-benzene o Benzene o Xylenes (total) o Toluene Tables 2 and 3 list the petroleum contaminant concentrations identified in soil gas as part of the vapor intrusion investigation east of Central Avenue. None of the petroleum contaminant concentrations exceeded their respective 10 times the Intrusion Screening Value (10X-ISVs) and therefore are not likely to be an indoor health risk. Petroleum constituent concentrations were not reported in the fall 2009 sampling event. Chlorinated Solvents in Samples Soil gas sampling was conducted in 2007 along Central Avenue on the west side of the commercial buildings. Follow-up sampling conducted in 2008 was expanded to the east to include the alley. Chlorinated solvent compounds that exceeded their soil gas screening values in 2007 included trichloroethene (TCE) and tetrachloroethene (PCE). The suspected source for the chlorinated solvent concentrations in soil gas is the adjacent voluntary investigation and cleanup (VIC) Site The samples in 2008 confirmed that the chlorinated solvents were not detected in soil gas on the east side of the commercial buildings in the alley and that TCE was still detected above its soil gas screening value but at lower concentrations than in PCE was no longer a compound of concern. The following Chlorinated Solvents were indentified in the soil vapor samples: o 1,1,1-trichloroethane o Tetrachloroethene (PCE) o Trichloroethene (TCE) o 1,3- dichlorobenzene Tables 4, 5, and 6 list the chlorinated solvent concentrations identified at the site. The TCE residential ISV screening value of 30 pg/m3 (10X-iSV) was exceeded in samples VP07-3, VP07-4, VP07-5, VP08-12, VP09-01, and VP The 2009 sample event included two soil gas

7 samples. Samples VP09-01 and VP09-02 had TCE concentrations of 30 and 220 IJg/m3 respectively (see Figure 1 for sample locations). Because, the land use along Central Avenue is commercial/industrial results were also compared to commercial/industrial ISVs. The TCE commercial/industrial ISV is 8 IJg/m 3. If the TCE soil vapor concentrations range between 80 and 800 pg/m3 (10x-ISV and 100x-ISV respectively), additional monitoring is warranted. The 2 soil vapor samples collected in 2009 do not sufficiently characterize the southern part of the plume where TCE and PCE concentrations were elevated in 2008 (see Table 5, samples VP08-10, and VP08-12). Conclusions It appears that a mixed plume of petroleum and chlorinated solvents is present in the study area. There are a number of potential sources for these contaminants along Central Avenue. Low levels of 1,3-butadiene, petroleum contaminants, and chlorinated solvents were found in soil vapor samples in the study area. Levels of 1,3-butadiene, petroleum contaminants, and chlorinated solvents are not expected to add significantly to urban background levels in ambient air. The current soil vapor contaminant concentrations are not expected to harm people s health. However, some detections of TCE above residential and commercial/industrial screening values were noted. Recommendations Additional soil vapor gas monitoring for chlorinated solvents and petroleum constituents is recommended along Central Avenue east of the FALA extraction system. The following contaminants should be included: o Ethano~ o Ethyl-benzene o Tetrachloroethene o Benzene o Xylenes (total) o Trichloroethene (TCE) Toluene o 1,3-butadiene o 1,1,1-trichloroethane MDH will assist the MPCA in communicating these findings to the public as needed.
