1 Water Services for the Oil & Gas Industry Listening to your needs, understanding your challenges, delivering tailored solutions

2 Water Services Water Services for the Oil & Gas Industry Increasing scrutiny, growing uncertainty, escalating cost the Oil & Gas industry is facing more challenges than ever related to water management. The Challenge It is clear that Oil & Gas companies face increasing public, media and regulatory scrutiny regarding how they source, treat, and manage water. Conventional and unconventional energy development, transportation, and refining are experiencing greater uncertainty and increased costs due to water management issues. These challenges are particularly intense for shale and oil sands developments because of their extensive water use and wastewater discharges, and for refineries processing new, heavier crude sources. Compliance is also an increasing challenge, with emerging environmental regulations that will change how the industry views water use, waste creation, water and wastewater treatment, and residuals management. Based on recent trends, public and governmental concerns about water issues are also likely to amplify. How Oil & Gas companies deal with these water management issues will have long term repercussions, not only at the project site, but in public, government, regulatory, and shareholder perceptions of the company. With increasing water scarcity and competition for high quality water even in water-rich areas companies who treat water and wastewater as a commodity do so at great risk. Serving Oil & Gas Clients As a top-ranked water consulting and design firm, CH2M HILL provides planning, design, permitting, construction, and operations services for all types of water management. We have implemented energyrelated water projects worldwide for both independent and major Oil & Gas companies. Our technology-neutral policy (no bias toward any specific solution) offers innovations that meet your needs while maximizing time and money savings. Our Services Consulting Design and Construction Startup and Commissioning Operations At CH2M HILL, safety is a core value, not just a priority. For a project to be successful, it must be not only technically sound, but safe for workers, the environment, and the community. To that end, we have created and implemented Target Zero, a commitment to achieve zero injuries, illnesses, environmental impacts, motor vehicle accidents, errors, or omissions on every project we deliver. Full Service Laboratory CH2M HILL Can Help For the past 40 years, CH2M HILL has been providing a full suite of engineering, construction, procurement, and operations and maintenance services to our global Oil & Gas clients, including successfully managing all types of water and wastewater issues. 4 Water Services Consulting Services Integrated Water Management CH2M HILL s systematic approach focuses on creating the most effective and efficient water and wastewater systems to enhance production and meet broad compliance, technical, and business goals. Our integrated water management system incorporates the following elements: Production-based water-minimization and pollution-prevention strategies Water reuse and recycling Wastewater treatment and discharge Facility optimization Regulatory Support Getting your project through the regulatory process can be a major factor in determining whether it gets started and finished on time. Local regulatory knowledge and relationships with the respective agencies is key to successful permitting over the past few years we have completed over 3,000 environmental assessment and permit application documents in North America and globally. We understand the major factors that influence decisions in the Environmental, Social and Health Impact Assessment (ESHIA) process, and can help you evaluate your options and carefully analyze the physical, biological, cultural, economic, social, and health impacts to design costeffective and project-appropriate mitigation measures. Our clients include ExxonMobil, Suncor, ConocoPhillips, Williams Energy, Shell, Chesapeake Energy, BP, Noble Energy, Chevron, British Gas, Valero Energy and PETRONAS. In 2010 Engineering News- Record ranked CH2M HILL in the top 10 for the following water categories: #1 Environmental Firm in Wastewater Treatment #2 Environmental Firm in Water Supply/ Treatment #4 Design Firm in Sewer/ Wastewater Treatment #5 Design Firm in Water Treatment and Desalination 4

5 Oil & Gas Industry Consulting Services Water Reuse Mounting strain is occurring on the world s freshwater delivery system as ever increasing demand collides with a fixed supply. Increasing or even maintaining water supplies for industrial applications often means decreasing water usage through increased efficiency, internal water reuse, and reclamation of effluent streams from publicly owned wastewater treatment plants. To use these supplies, it is critical to meet process water quality requirements while not adversely affecting regulatory limits. Water Services for Shale Development Water management is crucial for shale Oil & Gas production, especially considering the volume requirements and special conditions for hydraulic fracturing. As water supplies become scarcer and more highly regulated, we need to identify appropriate sources, implement effective permitting strategies, and beneficially reuse produced/flowback water discharges. Those who do will be positioned to sustainably obtain the supplies they need to support field development saving time and money while enhancing community relations. The industry standard phase/ stage gate approach to decision-making is employed throughout and processes are evaluated and designed based on the following criteria: Environmental systems must be flexible, expandable and evolve with production growth Environmental systems must be compatible with current and future compliance scenarios Capital project and implementation schedule must match client s capital budgets and desired balance between capital and operating costs Process and Facility Planning Owner/engineer collaboration is the key to project success. Clients have the greatest impact on total project cost in the planning stage as they collaborate with the engineer to define the project. A well structured process and facility planning approach ensures that a constructed system meets your regulatory, technical, and commercial needs. The CH2M HILL approach drives the selection of capital assets that reliably meet compliance objectives, are flexible, and minimize the potential for premature obsolescence. Clients have the greatest impact on total project cost in the planning stage conversely, the cost of change increases with each succeeding stage. The CH2M HILL planning and design process recognizes this reality and engages the client early in an efficient decision-making process. 5

6 Water Services Consulting Services Technology Selection Every water and wastewater treatment solution we implement is uniquely configured to match client needs. We bring objectivity in technology selection for your projects so that you get the right system for your specific needs, as our recommendations are not biased by equipment or chemicals that we manufacture or sell. However, because we are one of the largest environmental consulting firms in the world, CH2M HILL can bring commercial leverage to the marketplace to deliver the right equipment and chemicals at the best prices. Treatability Services CH2M HILL provides Oil & Gas industry clients with treatability services ranging from short-term bench-scale testing in our Applied Sciences Laboratory to long-term onsite pilot tests, supported by our onsite Close Support Laboratory facilities and resources. Our treatability testing services have reduced the capital and operating costs of constructed systems by confirming process viability, reducing the level of uncertainty, and allowing the designer to evaluate alternative technologies that may reduce life cycle costs. For onsite testing projects, client staff are typically supplemented with our Applied Sciences Laboratory chemists, who can develop the laboratory Statement of Work and Quality Assurance Plan, provide analytical method development and testing oversight, conduct client staff training, and even provide interim or long-term laboratory operations. Stormwater Management Recent regulations address the need to manage the quantity as well as the quality of stormwater. Local requirements, established in response to these regulations, range from simple drainage requirements to progressive Best Management Practices (BMPs). Our comprehensive approach to manage stormwater runoff combines flood control with water quality control, groundwater recharge, and environmental restoration, and we bring the necessary experience and qualifications to execute virtually any stormwater project. Groundwater Management Urban Industrial Water Supplies and Management We live on a planet covered by water, but more than 97 percent is salty, and nearly 2 percent is locked up in snow and ice. That leaves less than one percent to grow our crops, cool our power Conveyance Wastewater Treatment and Infrastructure Water Treatment and Infrastructure Agricultural Use Stormwater Management/ Flood Control Reuse plants, and supply drinking and bathing water for households. 7 Oil & Gas Industry Design and Construction Services CH2M HILL understands the importance of adapting the design process and deliverables to each project s needs, taking into account both the construction approach and the regulatory agencies that may affect construction. We create our design packages to match your procurement processes so that the resulting facility will operate as intended immediately upon startup. The firm maintains a large construction management and inspection staff and has four direct-hire construction companies (union and non-union) in the U.S. and Canada. Our teams use a scalable approach for construction, implementing either by selfperforming or subcontracting, whichever provides the greatest client value. Our construction staff members participate in design development, and our design staff members participate in the construction phase. This minimizes field changes and accelerates schedule, translating to improved quality and reduced cost. CH2M HILL provides a range of construction services, from owner s engineering representative to at-risk design-builder, and has ready access to highly qualified staff around the world. An engineer-procureconstruct (EPC) approach delivers significant client benefits including single point responsibility, schedule and cost savings, improved risk management, and early knowledge of firm costs. Commissioning and Startup Our goal is to create value for clients through effective commissioning and startup of the water and wastewater utility systems we design including startup and operations planning, maintenance planning (including maintenance manuals), and training. Some clients require facility commissioning to establish that the constructed facility is capable of achieving specific performance objectives. We can provide a variety of services that are customized to each specific application. Operations and Maintenance CH2M HILL provides a full range of operations and maintenance (O&M) services for water systems, pipelines, compressor stations, production facilities, and utilities. We currently work for major Oil & Gas companies in some of the world s largest fields. After assessing your unique needs, we can offer solutions to keep your operations running smoothly and economically we can work with you to develop long-term solutions or to just fill gaps in the existing work structure. Our approach to these services ranges from seconded labor to design-build-operate. Benefits to clients include reduced O&M costs (typically, annual savings in excess of 15 percent through labor, energy, and chemical efficiencies), improved environmental compliance, enhanced productivity, and a focus on safety. We operate more than 200 water and wastewater systems worldwide with more than 1,500 staff, and annual revenues of $268 million. 7
