5 National Outdoor Conservation Program Survey Footnotes City No. Footnote Tucson Note that Tucson's water conservation efforts are included in multiple individual Ordinances Schools, parks, cemeteries and golf courses can apply for reclaimed water for irrigation purposes. Pima County Smart Scape Education program is offered via the University of Arizona Cooperative Extension in partnership with Tucson Water. In addition to residential, multi-family, commercial, and industrial users, the program also has a nine-part professional services ("Smartscape: A training Program for Landscape Professionals ") ConserveEnhance Program The "Xeriscape" ordinance applies to all new commercial and industrial developments. 5 The rainwater harvesting ordinance applies to all new commercial developments. Note that Gilbert has a "blanket" Water Conservation Ordinance with different "Divisions" containing provisions for district end-user classifications Water Conservation Ordinance states that New Single and Multi-family developments must be irrigated with efficient irrigation systems. Provisions also apply to model homes in new residential developments. Gilbert Albuquerque Water Feature restrictions for all new development and includes residential sub-divisions and non-residential facilities and projects How to video on irrigation controller management "Water Wise Gilbert" offers commercial audits and report generation including water-saving tips. Participants include businesses, schools, churches, hotels, and other non-residential facilities. 5 The Town of Gilbert offers an HOA Water Budget Program and monthly performance reporting. The Water Utility Authority offers free installation of auto-shutoff hose nozzles to residential customers Commercial audits include an estimated payback period for recommended conservation measures The residential xeriscape rebate program includes 5% off the cost of renting turf removal equipment; 5$ off the cost of compost (up to $00) Commercial and institutional customers receive an enhanced rebate up to $.00 per square foot for landscape conversion when the area being replaced is 0 feet or less in any dimension. 5% off of a multi-setting sprinkler controller (does not specify that it must be "smart"); $5 rebate for rain sensors that automatically 5 shutoff the sprinklers when it rains Up to $00 (residential) and $500 (commercial) for professional tree care or purchase of new trees; $5 off of vacuum break valves to 6 provide protection against backflow.

6 Santa Fe Note: The City's water use restrictions are governed by the Comprehensive Water Conservation Requirements Ordinance (CC ) and the Emergency Water Regulations Ordinance. The Comprehensive Water Conservation Requirements Ordinance includes provisions for car washing, automatic shutoff nozzles, turf restrictions and other outdoor water efficiency provisions Rebates for rain barrels, cisterns, and smart irrigation controllers are being developed by the City of Santa Fe Water Division and will be available to customers in the near future (per correspondence on 9/6/07) Moisture sensor rebates are being developed by the Water Division and will be available to customers in the near future (per correspondence on 9/6/07) The Water Division also offers QWEL training courses through Santa Fe Community College for both residential and commercial users. In addition, water conservation educations courses are offered periodically through the Water Division The Comprehensive Water Conservation Requirements Ordinance prohibits sports fields or golf courses created after August 5, 00 5 from installing turf grass sod or turf grass seed mixes. Las Vegas Ashland Golf courses are water budgeted based upon acre-feet of water (including potable, raw, reclaimed and recycled water) for each acre currently being irrigated (6. acre-feet of water per irrigated acre). Residential fountains and water features are allowed with restrictions; Commercial use is prohibited. The Sothern Nevada Water Authority offers residential pool cover rebate coupons. The Water Efficient Technologies (WET) program offers financial incentives to commercial and multifamily property owners who install water-efficient devices and technologies. The Southern Nevada Water Authority offers a Water Smart Contractors certification program for companies that participate in a free 5 workshop. Companies are then featured on the SNWA website. Ashland offers free giveaways of moisture sensors to all residents The City offers a water-use calculator on their website, for determining optimal irrigation schedules for irrigation controller settings./ systems are regulated by the State and are allowed for residential and commercial customers. They are not incentivized, however classes on the design, permitting and installation processes for graywater are provided by the OR Dept. of Environmental Quality. The City's Site Design and Use Standards include requirements for water conserving landscape design.

7 Medford The City of Medford maintain a water curtailment plan that can be implemented by law during any number of water shortage scenarios, including long-term drought, and which includes non-voluntary conservation measures for water customers. The Medford Land Development code includes Landscape and Irrigation Standards were updated in 0 and include provisions for irrigation efficiency and hydrozone planning requirements for all new multi-family, landscaping tracts, commercial, industrial and institutional developments. The Medford Water Commission provides a Lawn Watering Infoline for customers at (5) Multi-Family and Commercial customers can receive a free rain sensor. The Portland Water Bureau is currently accepting applications for non-residential water efficiency improvement projects - targeting small businesses and non-profits. Incentive awards pay 50% of the approved costs of the project up to a maximum of $5,000 per project. Multifamily customers can receive a free rain sensor. Portland Seattle 5 Portland maintains a Conservation Demonstration Garden "Hazelwood" which showcases water efficiency gardening practices. The City of Portland will discount up to 00% of the on-site stromwater charge for installing stromwater management features on residential, mulit-family, commercial and industrial properties, through the Clean River Rewards fund The City of Portland offers a "Treebate" for residential customers between the planting season from September to April 0. The Saving Water Partnership offers Irrigation Utility Billing Analysis for one acre of irrigated area or more, where both an analysis of consumption and ROI are provided to the property owner. The Saving Water Partnership offers Irrigation Technical Assistance for one acre or irrigated area or more. Emphasis is not on landscape design, but rather irrigation efficiencies and schedules. The Saving Water Partnership offers commercial and industrial customers up to 50% of the installed cost for water saving projects (excluding commercial rainwater harvesting projects). Seattle Public Utility offers a Garden Hotline for obtaining information on sustainable landscaping practices. Seattle's RainWise program offers rebates of up to 00% for rain barrels and cisterns for residents that live in a sewer overflow basin. Trained RainWise contractors perform the installation.

8 Salt Lake City H Oath is an on-line pledge where residential, business and institutional water users can formally commit to implementing water conserving behaviors, including those related to outdoor water use. Customers who complete a "Water Check " are eligible to purchase a rain barrel at a discounted price of $68 dollars while supplies last. Irrigation inspections offered by partnering agency the Center for Resource Conservation Boulder Commercial irrigation audits are eligible for rebates when they are performed by an Irrigation Association-certified irrigation auditor The CO Water Quality Control Commission of the Department of Public Health & Environment passed Regulation 86: Control Regulations on /09/05 for beneficial use in residential, commercial or industrial properties. Denver Water offers Submeter rebates up to $0 each for multi-family and commercial customers. Denver Denver Water Operating Rule.0.: Property owners must amend their soil with compost so the soil more efficiently retains water. This rule applies to all new residential, commercial, government and industrial properties within Denver Water s service area. Wichita Dallas The "Water Supply Emergy" Ordinance includes provisions for drought response, including definitions of drought stages Applies to new, and certain redevelopment and renovation within the City of Wichita's corporate boundaries Rebate funding was administered beginning April, 07 and was exhausted by August, 07. At this time, rebates are no longer available In 0, due to ongoing drought, the City of Wichita deployed an internal water conservation plan, estimated to save million gallons of water The City of Dallas Water Utilities is still able to process rebates for multi-family properties. The City of Dallas Water Utilities is restructuring their CII rebate program, which previously had offered up to $00,000 in site-specific rebates towards the cost of new equipment and processes that conserve water.

9 Cary 5 All customers are required to install rain sensors on their irrigation systems per the "Rain sensors on automatic irrigation systems ordinance". In addition, the Land Development Ordinance has irrigation design standards that address efficiency for all new irrigation systems on commercial properties. Residential and commercial customers can login to a web-based platform "AquaStar" to view water usage as measured by smart meter technology The "Beat the Peak" classes address water conservation and tips on how to conserve. Topics include landscape design and irrigation efficiencies. The Town of Cary enforces a Water Shortage Response Plan which includes mandatory restrictions and rationing during short-term water shortages, including drought. Per Conversation with Marie Cephos (9/7/7) she noted that as part of the irrigation design process, all commercial developments that require a permit, will be given a water budget for their landscape plans. Water budgets are also prepared for residential customers who's landscaped turf area exceed the average turf area for single family residential in Cary. Broward County The NatureScape Irrigation Service targets large properties, including multi-family and commercial, and offers assessment of irrigation systems to identify factors contributing to excessive water usage and/or inefficiency irrigation system operations. The NatureScapes program teaches residents how to create a landscape that will conserve water, reduce pollution and create habitat. In Addition the South Florida Water Management District hosts a Water Conservation Expo and Vendor Fair and in 07 the focus was reducing water use in the irrigation, landscape and nursery industries. A grant received from the South Florida Water Management District allows for distribution of free WaterSense certified smart irrigation controllers to large landscapes with excessive water use as identified by water utilities.

10 Orlando Free residential irrigation inspections are available to high-water users who use on average 5,000 gallons of water per month. The service is offered vi a the County of Orange's Water Division Mobile Irrigation Lab. The Orlando Utilities Commission offers a residential rebate for installation of Florida-Friendly plants and efficiency irrigation (drip, bubblers, micro-spray, etc.) up to $00. The Orlando Utilities Commission will rebate residential customers $00 for single family homes and $00 per unit for multi-family homes to obtain the Florida Water Star SM Certification. Tampa The Tampa Bay Community Water-Wise Awards recognize residential and business customers who maintain the most water efficient landscaping practices. The City of Tamp Bay will provide customers 0 irrigation flags as part of their "Find it, Flag it, Fix it" program. The Southwest Florida Water Management District offers a "Water StarSM" voluntary certification program designed to increase water efficiency in landscapes and irrigation systems, and indoors. The program complements existing green programs but provides criteria specifically designed for water efficiency in Florida. Rain Barrels are provided by Hillsborough County Florida in partnership with the University of Florida Extension for customers who attend a rain barrel workshop. The City of Tampa Bay provides free rain sensors for automatic irrigation controllers.

11 Fresno The City of Fresno will pay up to $50 for a qualified rain sensor, $50 for a soil moisture sensor, $50 for a pool cover, and coupons for car washes that recycle their water. Irvine Soil moisture sensor rebates are available for large residential sites via the So Cal Water$mart program. Rebates start at $80 or $5 per irrigation controller station. The Irvine Ranch Water District's RightScape program hosts a website with turf removal and sustainable landscape installation resources, and a water calculator for determining irrigation schedules. IRWD also hosts a number of sustainable landscaping and irrigation efficiency workshops for customers and the landscaping workforce. The Irvine Ranch Water District offers a "Turnkey" Turf removal program for residents. Funding is capped at $,000 per participating residence. The Irvine Ranch Water District offers Water Star Business Certification. The recognition program is open to IRWD commercial, industrial, and institutional customers including commercial landscape irrigators within the IRWD water service area.

12 LADWP is offering a limited time rebate for certified pool pump replacements up to $,000 for residential customers, and soil moisture systems that must include sensor, calibrator and irrigation controller up to $00 per unit. The Metropolitan Water District of Southern California offers rebates on in-stem flow regulators with a $5 minimum and no maximum. LADWP is offering rebates for soil moisture systems that must include sensor, calibrator and irrigation controller up to $00 per unit for multi-family and industrial customers. The Metropolitan Water District of Southern California offers rebates on in-stem flow regulators with a $5 minimum and no maximum. MWD also offers a non-residential Water Savings Incentive Programs for projects that save up to 00,000 gallons of water. Rain barrel rebates are also extended to condominium and townhome owners. LADWP's Technical Assistance Program (TAP) will provide $.75 per,000 gallons of water saved during the first two years for custom grey water projects at commercial office buildings. LADWP's Technical Assistance Program (TAP) is offered to commercial, industrial and multi-family residential customers at up to $50,000 5 for installation of water conserving equipment and products Los Angeles 6 Section.09 Unreasonable Use of Water of the Water Emergency Ordinance requires LADWP to cooperate with unreasonable water users and prepare a Customer Conservation Plan that includes conservation recommendations and a water budget. Los Angeles has used recycled water since 98 for irrigation. Recycled water keeps the landscape healthy in areas of Griffith Park, along 7 with the Mount Sinai and Forest Lawn Memorial Parks. The City of Los Angeles ow offers free recycled water to all LADWP customers. Customers can now get disinfected recycled water for approved purposes, free of charge. To be eligible to receive free recycled water at the fill station, customers must complete a brief 8 training class before filling up. Upon completion, participants can receive up to 00 gallons of disinfected tertiary recycled water per operating day. The Metropolitan Water District offers a on-site retrofit program to convert potable water irrigation to recycled water service. On July 0, 009, the California Building Standards Commission approved emergency graywater regulations that went into effect August 9, 009. The regulations revised standards (California Plumbing code, Title, Part 5, Chapter 6A, Part I) for construction, installation, and alteration of graywater systems for indoor and outdoor use. 0 The Metropolitan Water District of Southern California provides free non-residential landscape irrigation surveys within their 5,00 square-mile service area. To participate, properties must have a minimum of one acre of irrigated area. The Metropolitan Water District of Southern California provides financial incentives directly to public or private property owners to convert potable water irrigation or industrial water systems to recycled water service. Incentives of up to $95 per acre-foot for five years of estimated water use are available, with a cap at the actual retrofit costs Sustainable landscaping and irrigation efficiency education is provided by the LADWP, The City of LA's Save the Drop campaign, as well as MWD's Be Water Wise campaign.

13 Oakland EBMUD offers rebates for installation of soil moisture sensors and irrigation submeters for residential and multi-family ( units) customers. Mulch coupons are also available customers. EBMUD provides residential customers with a Water Smart Home Survey Kit to help identify leaks and assess irrigation hardware and water schedules EBMUD offers residential customers a rebate up to $50 for the purchase of graywater three-way diverter valve. In addition to the State of California's Model Water Efficient Landscape Ordinance, the City of Oakland issued the Bay Friendly Landscape Ordinance which requires by law that all public municipal buildings and residential developments follow the practices of the Bay Friendly Landscape Guidelines. EBMUD Section : Water Efficiency Requirements for new water service facilities includes supplemental irrigation restrictions of 70% the reference ETO, restricts ornamental turf to 5%, plant requirements for non-turf areas, mulch and irrigation efficiency requirements. On July 0, 009, the California Building Standards Commission approved emergency graywater regulations that went into effect August 5, 009. The regulations revised standards (California Plumbing code, Title, Part 5, Chapter 6A, Part I) for construction, installation, and alteration of graywater systems for indoor and outdoor use. 6 EBMUD offers a WaterSmart garden grant to community organizations who create publicly assessible community gardens or urban farm projects that demonstrate water conserving principles. Businesses can become certified WaterSmart and recognized by EMBUD. EBMUD s My Water Report Program provides tailored water conservation tips and information including links to related rebates to help 7 single-family residents better understand water use and target efforts to save. Riverside Riverside Public Utilities offers a residential "Tree Power" rebate up to $5 back for purchasing and planting qualified shade trees, up to 5 trees for a total of $5 per calendar year. Sacramento In Partnership with the Regional Water Authority, the City of Sacramento launched a campaign titled "Drought Champs" to publicly acknowledge customers who saved water.
