2 South Coast Air Quality Management District (SCAQMD)
3 Method 313 Update Below 150 g/l Method 24 can be problematic to determine VOC content of coatings SCAQMD added Method 313 and ASTM D6886 to the AIM Rule 1113 Method 313 Problem -semivolatile compounds that would not be VOCs under Method 24 could be VOCs under Method 313 Currently SCAQMD Method 313 is conducting a roundrobin RCMA Active on the Roundrobin Task Group 10 Outside Labs participating Expecting results by 1 st quarter 2016 SCAQMD and Task Group developing an exclusion pathway, compounds would be excluded if less volatile than methyl palmitate (VOC marker) pentaethylene glycol would likely be excluded
4 Additional SCAQMD Updates SCAQMD Air Quality Management Plan (AQMP) AQMP is primarily focused on NOx RCMA met with SCAQMD staff prior to the AQMP meetings to discuss the addition of Rule 1113 to the AQMP. SCAQMD staff confirmed that they do not expect to get VOC emission reductions from Rule Seeking ton per day (tpd) VOC reductions from Rules 1168 (adhesives) and Also in Rules 1106, 1124, 1128, 1107, 1136 however these rules depend on the TBAC HRA. Speculate Rule 1168 will begin next year.
5 Additional SCAQMD Updates TBAC Staff developing report (released by October 24) but will likely be a white paper. Initially assumed OEHHA s unfavorable Scientific Review Panel (SRP) review to remove IM exemption. However, staff encountering issues on the ability to satisfy the AQMPwithout TBAC exemption. Should the report be released in October, staff is seeking review in November, and Board review in December.

Proposal includes a compliance date of May 1, New York proposal under review -likely to propose late 2016, early 2017 compliance date in proposal January 1, 2018.
