8 National Reporting for the Fourth Inter- Governmental Review (IGR) of the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities (GPA) The multilateral Global Programme for Action for the Protection of the Marine Environment from Land-Based Activities (GPA) was negotiated in 1995 in Washington DC. Inter-Governmental Reviews (IGRs) have been held in 2001, 2006 and 2012 in Montreal, Beijing and Manila, respectively. It encourages States to develop and review National Programmes of Action (NPAs) for the protection of the marine environment from land-based activities, in accordance with their policies, priorities and resources. These national programmes should be comprehensive, continuing and adaptive. The aim of this questionnaire is to assist governments and relevant national organisations provide information about country experiences in the development and implementation of NPAs. The information provided will be consolidated into a synthesis progress report as a key document for the forth Intergovernmental Review of the GPA, due to take place in the first half of Respondents are encouraged to answer as many questions as possible. Please note: o If your country is currently implementing an NPA, or implementing GPA-related activities, provide as much information on the development phase as well as the activities and results achieved to date; o Where NPAs do not exist, refer to relevant plans, policies or programmes which are serving as primary tools to implement the GPA at the national level.
