The Global Programme of Action for Protection of the Marine Environment from Land-based Activities (GPA) 1
1. Background 2. Nutrient Management 3. Marine Litter 4. Wastewater 5. IGR-4 6. Conclusion
The GPA, adopted in 1995, is a voluntary, action-oriented, intergovernmental programme led by UN Environment, to prevent the degradation of the marine environment from land-based activities
Sources categories of the GPA: Sewage/Wastewater Physical alterations and destruction of habitats Nutrients Sediments mobilisation Persistent organic pollutants (POPs) Oils Litter Heavy metals Radioactive substances

Three Intergovernmental Reviews were held since 1995: 1. IGR-1 in Montreal, Canada (2001) 2. IGR-2 in Beijing, China (2006) 3. IGR-3 in Manila, Phillipines (2012) 4. IGR-4 in TBD?, Indonesia (2017)
Manila Declaration 1. Nutrients ==== GPNM 2. Marine Liter ==== GPML 3. Wastewater ==== GW 2 I
UN Environment's approach to environmental management revolves around the creation of effective partnerships. These include: The Global Partnership for Sustainable Tourism The Global Partnership for Waste Management The Global Partnership on Nutrient Management The Global Partnership on Marine Litter The Global Wastewater Initiative The Global Coral Reef Partnership
Nutrient Management
Global Partnership on Nutrient Management (GPNM) 2009 Key roles: Catalyze strategic advocacy and co-operation Knowledge platform to support science policy interaction Provide information and enhance capacities Position nutrient issues as part of the international sustainable development agenda Advance SDG Goals, in particular under Goal 14 and Goal 2
Four Key areas of work Knowledge Appropriate pilot solutions Awareness Partnerships
Knowledge Generation: Global database development Best Practices and Solutions: Global Technical and Policy Nutrient management toolbox Massive Open-online course (MOOC)
Knowledge contributions and best management practice: Strengthening decision support system Demonstrations, Lake Chilika, India & Laguna Bay, Philippines Partnership strengthening: Active engagement of Stakeholders in addressing nutrient over-enrichment in coastal areas
Joint collaboration with RSCAPs to address challenges Embed/mainstream the GPNM within the RSCAPs as regional knowledge networks. Joint hosting of the Platforms/Nodes within the RSCAP Secretariats as an option Platforms to assist in implementation of the LBSAs and relevant pollution protocols at country-level; tremendous resource for capacity building Joint resource mobilization for strengthening the regional platforms Continue work on improved land practices to reduce nutrient loading focus on hotspots; LMEs with highest eutrophication potential with socioeconomic and ecosystems sensitivities Contribution to SGD 14.1 target assessment on nutrient pollution Consideration of existing and emerging methods
Marine Plastic Litter and Microplastics

Global Partnership on Marine Litter (GPML) 2012 Voluntary multi-stakeholder partnership Protect human health and the environment by the reduction and management of marine litter
UNEA 1/6 Marine Plastic Debris & Microplastic: Requested UNEP to provide support to the development of marine litter action plans Requested UNEP ED to undertake a study on marine plastic debris and marine microplastics Encouraged Governments, IGO, industry and others to cooperate with the Global Partnership on Marine Litter (GPML)
Policy relevant Recommendations Phase out of microbeads Drastic reduction/ban of single-use plastics Short-term: waste management, long-term: upstream reduction biodegradable will NOT decrease ML internationally agreed definition of biodegradability (in marine environment) harmonization & standardization of methods Gaps/solutions for governance frameworks
UNEA 2/11 Marine Plastic Litter & Microplastic: Requested UNEP to provide support to the development of marine litter action plans Requested UNEP ED to assess the effectiveness of relevant international, regional and sub-regional governance strategies and approaches and identify gaps and options for addressing them ( UNEA-3) establishment of public-private partnerships, development of campaigns for awareness-raising
2017: English & Spanish MOOCs Pro s & Con s of Waste to Energy Gender, Plastics & Chemicals
Implementation : Upcoming Activities UNEA-3 Assessment new Advisory Group to be set Global Campaign on Marine Litter (5yr) Focus: Non-recoverable/single-use plastics Phase 1: General public awareness Phase 2: Private Sector & Businesses Update of marine litter network + Database on BATs/BEPs Plastics Management Strategy for SIDS & Islands (GPML + GPWM) Regional Action Plan Technical Group (Fundraising) Support RAPs/NAPs Innovation Challenge for Universities (Launch 2017)
Achievement of GPML Key partnership mechanism for marine litter stakeholders Knowledge generation Members webinars GPML regional nodes Upscaling of member initiatives On the ground activities Multi-stakeholder projects
How can RSs be involved Join the Global Partnership on Marine Litter & co-host a regional node Conduct an regional assessment to inform the development of a regional action plan on marine litter Develop joint projects on marine litter with GPA & GPML Contributing information and/or case studies to the next MOOC Join the Global Campaign on Marine Litter Engage in the monitoring of marine litter indicators under Sustainable Development Goal 14.1.
