Public Private Partnership Reduces Harmful Discharges Presented to the Florida Stormwater Association December 2017

Dispersed Water Management (DWM) Definition: Shallow water distributed across parcel landscapes using relatively simple structures Before After 2

Program Benefits Increased water storage Less water sent to Lake Okeechobee and estuaries Reduced nutrient loadings Increased groundwater recharge Improved habitat Higher soil moisture in dry season Rapid implementation 3

Why do Dispersed Water Management?

Primary Project Types Florida Ranchlands Environmental Services Project Pilot Northern Everglades - Payment for Environmental Services Regional - Private lands Public Lands Water Farming Northern Everglades Public Private Partnership 5 5 (NE PPP)

Water Farming Agricultural Cropland Assessment Project CONCEPT: Fallow citrus lands to store water, attenuate nutrients, utilize stormwater as an alternative water supply to reduce releases, and improve water quality to the St. Lucie Estuary Cooperative Agreement executed with Indian River Citrus League Feasibility evaluation of costs and benefits (2 Alternative Concepts Evaluated). Completed in March, 2012.

Water Farming Assessment Project Alternative #1 Retention on farm site Less than 2 feet in furrows Optimize existing farm infrastructure / limited capital investment Retain onsite rainfall / Capture wet season flows from basin Alternative #2 Storage on farm site Improvements to farm infrastructure / impound surface water 4 feet above average crown of bed elevation Capture wet season flows from basin No discharge in wet season Release irrigation water supply to basin in dry season if available

Alternatives Fallow Citrus Cross-section with proposed Surface Water Levels Alt. 1 Less than 2.0 Alt

Water Farming Pilot Projects (Implementation Phase) Enter into agreement with private grove owners Competitively develop market based approach to determine future payment for environmental services Pilot project sites will provide information and data for future program expansion (pending funding) Pilot program to last 24 months after construction (operational)

Water Farming St. Lucie River Basin Pilot Study Request for Proposals (April, 2013) Above-ground flooding of fallow grove Retention in existing facilities only High percolation sites Five Competitive Submittals Three selected pilot sites Pilot Study Funding $1.6M SFWMD Funds $1.5M FDEP 319 Grant 3-Year Agreements 10

Caulkins Water Farm Pilot Site 1 PROJECT SUMMARY 450 Acre Fallow Grove (Alt. 2) Construction of perimeter levee Water diverted via pump from C-44 Canal 413-acre impoundment 4 feet deep Deep sands with no confining layer Anticipated high percolation rate Proposed retention = 6,780 ac-feet/yr 11
