3 Attachment A.1 Lower Liffey Valley Regional Sewerage Scheme Background Pursuant to the Waste Water Discharge (Authorisation) Regulations 2007 Kildare County Council is required to make an application to the Environmental Protection Agency for a review of the Waste Water Discharge Licence for the Lower Liffey Valley Regional Sewerage Scheme Register Number D This non-technical summary is a requirement of the Section A of the licence application form (Version 7/12). Site Location Leixlip Waste Water Treatment Plant (WWTP) is located to the southeast of the town in Saint Catherine s Park and the final effluent is discharged via an outfall to the River Liffey. The final effluent discharge point is located to the south of the site at a grid reference of E N A storm water discharge point is also located to the south of the site at a grid reference of E N and an emergency overflow is located at E N Site Activities The existing WWTP receives both industrial and domestic effluent from a catchment that includes Leixlip, Celbridge, Maynooth, Kilcock and Straffan and currently has a total treatment capacity for a population equivalent (pe) of 80,000. The plant is divided into two treatment streams: Main Plant treats waste water from the general catchment This treatment stream subjects waste water to primary settlement, activated aeration and secondary settlement with ferric sulphate addition for phosphate reduction. For inspection purposes only. Intel Plant treats effluent from the Intel (Ireland) facility in Leixlip and also takes a contribution from the general catchment. This treatment stream subjects waste water to activated aeration, secondary settlement with ferric sulphate addition for phosphate reduction and tertiary filtration. The combined plants have a design Dry Weather Flow (DWF) of m 3 /sec (33,745 m 3 /day). Provision has been made for future domestic and industrial growth within the overall WWTP catchment. Construction works to increase the capacity of the plant to150,000 pe with a DWF of m 3 /sec are due to commence in Q with the upgrade and process proving scheduled to be completed by Q Page 1 of 2

4 Attachment A.1 Lower Liffey Valley Regional Sewerage Scheme Hours of Operation The plant is manned seven days per week, eight till five Monday to Friday and eight till eleven Saturday and Sunday. On bank and public holidays the plant is generally only manned eight till eleven. Two automated dial out alarm systems provide cover outside of normal working hours. Current Environmental Performance The current operation produces effluent in compliance with its design parameters, the Urban Waste Water Regulations, 2001 to 2010, and the Dangerous Substances Regulations, 2001, with one exception. The one exception is fluoride with predicted, but not actual, downstream levels slightly in excess of the maximum permitted. The WWTP is not in compliance with its WWDL as the plant needs to upgraded to include nitrogen reduction in the Main Plant. Future Environmental Performance An Bord Pleanala approved the EIS for the above-mentioned planned upgrade in June 2006 and further to a submission from in November 2011 have further confirmed their approval for minor modifications in July In addition to existing treatment technologies applied at the plant additional units will be employed to take account the requirements of the Environmental Quality Standards, as contained within the European Communities Environmental Objectives (Surface Waters) Regulations, 2009 (S.I. No. 272 of 2009). The predicted impact on the receiving water was calculated and it was shown that with the implementation of the correct discharge standards the operation of the facility can be continued in an environmentally sensitive and protective manner. Emission Monitoring For inspection purposes only. The current plant has its own site dedicated laboratory to monitor emissions discharged into the aquatic environment. Independent private laboratories are also utilised when required. The upgrade includes a new laboratory with improved facilities. Current monitoring is continually in excess of that required by the WWDL and Urban Waste Water Regulations. Page 2 of 2
