3 The Centre of Waste Management-Abu Dhabi Established in December 2008, the Center is the lead agency responsible for controlling and coordinating waste management activities throughout the Emirate. This includes implementing the Waste Management Strategy and all aspects of service delivery required to establish a full cycle integrated waste management system inline with the Abu Dhabi 2030 strategy. The Centre of Waste Management-Abu Dhabi-Strategy Provide best practices in the field of Waste Management and contribute to Sustainable Development to ensure better Health, Environment, and Economy in Abu Dhabi in line with Abu Dhabi 2030 Strategy. Divert waste away from landfill disposal and maximize resource recovery. Promote resource conservations, and maximize social and environmental benefits.

4 The Center of Waste Management-Abu Dhabi- Objectives Develop and implement an integrated waste management system, designed, constructed and operated to meet the highest international standards. Reduce waste production in the emirate through environmental awareness about waste minimization, re-use and recycling to achieve: 1) 45% reduction by the end of ) 70% reduction by ) 80% reduction by 2018 Establish an electronic database of all waste-related information for the Emirate to enable monitoring and planning. Monitor and Control all waste management activities to minimize or avoid pollution and health risks. To minimize the final disposal of waste to landfill by using the waste hierarchy and innovative practices and technologies.

6 NADAFA Program Aims to: Reduce the amount of waste generated in the Emirate and assure its safe disposal to minimize or avoid pollution and health risks. Encourage all businesses such as construction, craft... etc. in the Emirate to deal with waste generation as a source of economic return. Create investment and economic opportunities in areas of waste management and emphasize on waste Reduction, Recycling and Re-use. Establish an electronic database to monitor, record and plan all information related to waste activities in the Emirate. Support the national economy and income. Use the waste hierarchy, innovative practices and technology to minimize the final disposal of waste generation.

7 Issues Related to Lack of Waste Management Planning in Construction Projects Planning: Contractors and Developers should plan the waste management activities of the project to assure environment friendly operation and avoid penalties, fines that may include revoking the building permits. Responsibility: Developers and Contractors will need to determine sites for landscaping and filling activities outside the sanitary landfills. Segregation: Observed variation in the composition of C&D waste reaching landfills or reclamation sites suggests the need for more effective segregation, to insure complete removal of incompatible materials, whether hazardous or not. Mixing Waste: Hazardous wastes resulting from construction (or demolition) sites should not be mixed with (or should be separated from) other inert materials, and should always be handled by companies permitted by CWM. Recycling: Recyclable materials must be recycled and reused.

8 Waste Management Plan (WMP) Definition and Structure A prerequisite for the WMP is that the proponent should have a Waste management system in place. This system establishes quality systems to ensure that site engineers, surveyors, planning and procurement experts accurately assess the use of materials and the potential for their re-use and recycling both on and off site. Step 1: Social responsibility & Management Support Contractors Top management must provide visible commitment and support for the Plan including overall waste minimization strategy goals and objectives. Step 2: Area Definition The area covered by the plan must be defined including the existing environmental conditions, sensitivities & overall ecological homogeneity. Step 3: Waste Identification and Categorization Contractor must identify all waste streams generated in the area from all operational sources in terms of its type and classification, volume produced and source. The physical, chemical and toxicological properties of the waste must also be recorded.

9 Step 4: Evaluation of Management and Disposal Options Factors must be taken into account: environmental issues, location, engineering feasibility, economics and potential long term liability. Waste e.g. ACM, PCB, radioactive material, it may be necessary to consider long-term storage in specialized facilities, if no other alternative strategy exists. Handling and Transportation Procedures to be provided. Step 5: Waste Minimization Opportunities for waste elimination or minimization must be examined for each waste stream. Step 6: Selection of Preferred Option(s) This must be based on a life cycle approach, which takes into account the HSE risks associated with storage, transport, treatment and disposal. Step 7: Plan Implementation The information collected in the above steps must be used to prepare the Management Plan. This plan must be a brief document, suitable for use by operations personnel. It must contain all relevant information on the preferred disposal option(s). A procedure to periodically review and update the plan must be put in place. Step 8: Plan Review and Update Effective waste management is an ongoing process. The plan must be reviewed periodically to ensure that it is still appropriate for the types of waste being handled.
