3 CONSTRUCTION & DEBRIS (C&D) COLLECTION & DISPOSAL PERMIT APPLICATION GENERATOR (Do not complete Sections E & F) HAULER GENERAL INSTRUCTIONS The Virgin Islands Waste Management Authority (VIWMA), pursuant to Title 19 V.I.R.R. Chapter (a), and (a)and (b) requires solid waste haulers who wish to dispose of solid waste into the Authority s Landfills, to complete and file a Construction and Debris Collection & Disposal Permit Application and receive a VIWMA Construction and Debris Collection and Disposal Permit before disposing. This form must also be completed if the hauler must reapply because of an expired permit or one which will expire. Please read the following instructions before completing the form. If you have questions about the application, or about the Authority s solid waste permit requirements, please contact the office of Compliance Management at (340) (STX) or (340) (STT/STJ).

4 Supporting documents required to process application are: Valid vehicle registration and insurance; Current business license; Proof of liability insurance; and Payment Waste Manifest Waste Analysis of the construction material from a Certified Lab Demolition Copy of the Demolition Permit from DPNR-BP and Air Quality Clearance from DPNR-DEP **PLEASE ENSURE THAT THE CONSTRUCTION WASTE ARE CHARACTERIZED AND DO NOT CONTAIN ANY HAZARDOUS MATERIAL**

5 Our landfills are filled to capacity Hence, we need to recycle as much as possible as in other jurisdictions

6 On St. John, for example, IGBA operates the ReSource Depot where builders can deliver or collect used building materials rather than transporting them to the landfill On St. Thomas, there exist Re-Use Emporium, which collects used building materials. The site does not have much of construction material, but has countertops, small cabinets, and tiles. St. Croix once had a site, but it does not exist today.

7 NETWORK

8 We need to network all the contractors on the island. In many cases, contractors have remaining building materials that can be reused by another contractor.

9 How do we do this??? All contractors can register with VIWMA and inform VWIMA of the remaining building materials. VIWMA maintains an updated database, which will track building materials that can be reused.

10 How can we connect with the contractors to build the network????

12 Steel-Used to build skyscrapers, bridges, and other structures. Support beams, etc. Wood-We can re-mill old lumber and timber to build new floors, paneling, doors, and windows. In addition, we can reuse wood to construct new barns and fences Asphalt-It can be used in repaving and reconstruction projects

We can also recycle the shingles into new shingles.

13 Drywall-We can use the scraps of the drywall to plug openings in walls Roofing Shingles-The roofing shingles can be ground down and used in pavement projects such as patches for potholes. We can also recycle the shingles into new shingles. Concrete-When concrete is crushed, it can be reused in pavement for roads and driveways. Landscapers also use larger pieces of concrete rubble in their work

14 Hence, many states have banned landscape waste from local landfills. Therefore, the landscape waste has to be recycled. Landscaping waste can be used as mulch to place around the yard as a landscape accent in addition to reducing weed growth.
