2 Introduction & Background The Idea The key concept behind the Warm Zones approach is the concentrated, co-ordinated and comprehensive area based delivery of energy efficiency services. The aim is to tackle fuel poverty and improve the energy efficiency of the nation s housing stock. Warm Zones adopt a coordinated street-by-street approach, working in close partnership with trusted local organisations. This maximises the take-up of the assistance available as households see the benefits to their friends and neighbours. The approach delivers economies of scale by delivering energy efficiency improvements more effectively. This marks a step change from previous programmes, which relied on households to apply for assistance, and were often uncoordinated with one another. Many of the most vulnerable households did not put themselves forward for help. Warm Zones Ltd, which was founded in 2000 to trial, deliver, evaluate, develop and promote this approach, has gone from strength to strength, and look forward to further expansion with our existing and new partners. Working in partnership Crucial to the success of the Warm Zones approach is our commitment to working in real partnership. Warm Zones is a community interest company. Our work is not for profit and for community benefit. Working in partnership is essential to ensure this. Local authorities and energy companies, together with a range of other local agencies and community organisations, make up the partnership which delivers each Warm Zone. Partners are fully involved in the design of each Warm Zone. They determine how the Warm Zone model is adapted to local circumstances, to meet local needs and policy priorities. Social, environmental and economic objectives can be incorporated, to complement the energy efficiency outcomes of the Zone. Local partners, trusted by the local community, help to promote the Zone and to refer households for assistance. The typical Warm Zone delivers the coordinated installation of insulation measures and heating systems, linked to the provision of income maximisation services. Recent Warm Zones have expanded the range of measures to include solid wall insulation and micro-generation technologies, and additional services can be integrated if partners wish. Warm Zones identifies, accesses and delivers individually tailored packages of energy efficiency measures and advice and income maximisation support to each household, to ensure the best outcome for each household that receives assistance. Warm Zones can provide these services to all households across all tenures, from the most vulnerable to the able to pay, and is committed throughout to the highest levels of service and customer care.

3 Message from the Chair Our past and the future Any company which celebrates its 10th anniversary in the current economic climate deserves our congratulations. However, while celebrating this milestone, I and all those involved with Warm Zones are determined that this is only the beginning for the company, and we are looking forward to even greater success in the next 10 years. Starting from an initial idea by a few individuals, followed by pilot Warm Zones to test the concept, we are now a multi million pound business, coordinating the delivery of comprehensive packages of energy efficiency measures and related services to tens of thousands of households per year. The UK stands on the brink of an energy efficiency revolution, with the introduction of the Green Deal and the new Energy Company Obligation (ECO). Our experience and ability to adapt to local and changing circumstances over the past 10 years have equipped Warm Zones to use the new programmes to deliver high quality energy efficiency services to all households living in energy inefficient homes. In addition, we would like to thank the energy supply companies who have provided a significant proportion of the funding for our work through their Energy Efficiency Commitment, Carbon Emissions Reduction Target and Community Energy Savings programme schemes. 4 Case Studies Case study 1: Newcastle Warm Zone Newcastle Warm Zone was established in Since then the local partnership has delivered over 51,000 insulation measures to over 40,000 homes, including many of the most vulnerable and difficult to reach across the City. It has also secured over 8.7 million in additional benefits income for residents and delivered over 1,250 home heating improvements, showing the depth and breadth of reach of the Warm Zone partnership model. Warm Zones have also played a key role in the ongoing development of an innovative Green Deal type financial model for Newcastle and other areas in the North East, working closely with a wide range of partners, including the national EST-Financial Innovators Group. The track record of delivery, the unique data secured and the strong local partnerships confirm that Newcastle (and its neighbouring Warm Zones in Gateshead, North Tyneside, South Tyneside & Northumberland) are well placed to take best advantage of the new market arrangements from Case study 2: London Warm Zones The Warm Zone worked with the London Borough of Havering to successfully pilot the innovative RE:NEW programme. This is a collaborative approach amongst many partners, including the LDA, the GLA, the London Councils and the 33 London Boroughs. The aim is to meet London s domestic carbon reduction targets, reduce fuel poverty, and by doing so create job opportunities and wide scale investment. This involved the Warm Zone engaging with the local stakeholders and communities, carrying out detailed Homes Energy Checks & then effectively delivering an integrated package of energy & water saving measures and welfare advice to all the target homes. Case study 3: Northumberland Warm Zone Northumberland Warm Zone is successfully delivering a number of community-based solid wall insulation projects in vulnerable (and other) private sector homes across the County. This work includes the delivery of external solid wall insulation in a low income community in Blyth and the delivery of these and other innovative insulation measures in a range of hard to treat urban and rural properties across the County. This experience of engaging with such homes and communities in order to effectively deliver solid wall insulation (as part of a whole house approach) will help the Warm Zones and their partners prepare for the introduction of ECO / Green Deal from Case study 4: North Staffordshire WarmZone North Staffordshire Warm Zone (NSWZ) has worked with Stoke Council to develop, secure funding for and now project manage two significant CESP projects working with 2 different energy suppliers. These projects, across both public & private sectors with a range of solid wall insulation and renewables measures, have a total value of c 5 million. NSWZ has also won a Business In The Community award for the third year running, recognising its very effective engagement with, and delivery to, low income communities.

5 Case Study & Team Mr Joseph Slone, Meadows Installed Measures: New boiler & loft insulation Background: Joseph Slone, a pensioner from the Meadows, has a number of ailments, all of which cause him more grief when he is cold at home. Mrs Slone saw a NottWZ advert in the Nottingham Arrow, this prompted her husband to make the call. Measures: 2001 to Years & Beyond The loft contained no insulation. This coupled with an old, unreliable boiler meant the house was overdue for an energy efficiency revamp. Miller Patterson, one of NottWZ s accredited contractors installed 10 of loft insulation. The new A rated boiler and central heating system were fitted by Warm Front. Benefits: The Slones are no longer losing up to 15% of household heat through the roof, meaning more of their heat is kept inside. Their new central heating system ensures they are able to regulate their heating when the temperature drops, meaning less energy and money is wasted. Costs: The Slones are over the age of 65 and in receipt of qualifying Warm Front benefits, which means all works were completely free. Money Saved: Savings of up to 160 worth of energy per year due to the insulation. The energy efficient boiler and heating system is saving the couple up to a further 260 per year. We re both really grateful for all the support, the extra warmth is really noticeable, not only to us but to our grand children as well. 7 Going Forward Green Deal & the Energy Company Obligation (ECO): The government s new flagship project to fund energy efficiency improvements in the domestic and commercial sectors, the Green Deal, marks a radical departure from previous approaches. The new ECO will support the Green Deal by supporting measures in hard to treat properties and for those households who are unable to access the Green Deal finance package. And it is good to note that the Warm Zones area based model is still as relevant today as it was 10 years ago. This has been acknowledged by the Government in the recently published Green Deal and ECO consultation document which states; Government very much recognises that area-based approaches can also be effective delivery mechanisms to provide support to low income and vulnerable households, as demonstrated by existing initiatives such as Warm Zones 2001 to Years & Beyond Warm Zones will be part of this new initiative our experience makes the company ideally placed to play a significant role in the delivery of the Green Deal and ECO. The company has valuable experience in the delivery of the kinds of measures envisaged for the Green Deal, including solid wall insulation and a range of micro generation technologies. The company s ability to target certain types of properties and work strategically with local authorities and a range of other local partners, will maximise take up and deliver cost effectively. Warm Zones has vast experience of delivering the packages of energy efficiency measures and heating systems envisaged for the Affordable Warmth element of the ECO, to low income households in the private sector. The company s partnership approach will ensure the cost-effective delivery of this element of the new ECO. The income maximisation service the company can offer will bring additional benefits, ensuring the best outcome for the low income households that receive assistance. Warm Zones has an unrivalled 10 year track record of successful, cost-effective delivery. The approach is proven, tried & trusted and fully supported by our existing partners. The Warm Zones approach is vital if take up of Green Deal and ECO is to be maximised, and delivered cost effectively. Warm Zones is ideally placed to assist partners to take best advantage of the new opportunities presented by Green Deal and ECO from 2012, and we look forward to working with new energy company and local authority partners.

8 Warm Zones - the first 10 years The Company Warm Zones Limited was formed in 2000 by a number of interested organisations including NEA, eaga (now Carillion Energy Services), Transco (now National Grid), Powergen (now E.on) and npower, to test the Warm Zones approach. Following successful pilot projects, in 2004 the company was transferred to NEA, the national energy efficiency charity, to develop the model and open new zones. In 2008 the company achieved community interest company status to emphasis its not for profit and community benefit approach. Warm Zones cic operates as a wholly owned subsidiary of NEA. The Early Years An initial five pilot schemes were established in April 2001 in: Northumberland; Stockton on Tees; Hull, Sandwell (West Midlands) and the London Borough of Newham, covering a range of areas and approaches to delivering the Warm Zone concept. In April 2002: A 6th pilot area, Redcar and Cleveland was added The pilot phase ended in March An independent evaluation by the Energy Saving Trust identified that the most effective zone increased energy efficiency activity by a factor of 7 over business as usual. Warm Zones expands Since the pilot phase, Warm Zones has steadily expanded: In April 2004 the first of the second generation zones, Newcastle, is launched, followed in October 2005 by Gateshead In August 2006 Kirklees Warm Zone is launched in partnership with Kirklees Energy Services, followed in October by the West London Warm Zone. The North Staffordshire Warm Zone is launched in January 2007, then zones in North and South Tyneside and Northfield (Birmingham) in November of that year. In January 2009 Nottingham Warm Zone is launched in partnership with Nottingham Energy Partnership. November 2010 sees the launch of Broxtowe Warm Zone (with Nottingham Energy Partnership) Warm Zones celebrates its 10th anniversary with new zones in North Derbyshire, West Cheshire and Chester and, with support from Banks Renewables, Rotherham.
