2 --2-- At the outset, DGM (Admn.), Circle Office welcomed CGM & Chairman, PGM (Finance) and all Members both Official Side and Staff Side for the first formal meeting after the conduct of 1 st Membership Verification Process in GM (HR/Admn.) welcomed CGM, PGM (Finance), and all Members Official Side and Circle Secretary & Other Members from Staff Side individually for the first formal meeting after the membership verification of executives in December He further said that the schedule of this meeting was little delayed due to various unavoidable reasons. He said that the issues brought out are discussed and action taken as per the guidelines & instructions of Corporate Office. He further said that for the past few months, our revenue is in downward trend due to fierce competition in Telecom Market. However, we have to work together and strive hard for increasing revenue in this Financial Year. At the same time, Administration will also take care of the welfare and the request of staff side for the betterment of our employees. Then, DGM (A) requested all members for self introduction to the forum. After self introduction of all members, DGM (Admn.) requested Shri. R. Rajasekar, CS, SNEA, Tamilnadu Circle to address the forum. The Circle Secretary, SNEA, Tamil Nadu Circle thanked the Circle Administration for arranging this meeting, he pointed out the delay of three months in conducting the same. At the same time, he pointed out the granting of informal meetings with both Engineering and Finance Heads and sorted out many issues then and there. He mentioned the valuable contribution of their Association in the Customer Delight programme and their timely cooperation with the Administration in the present / ongoing Customer Centric innovative schemes like SWAS / Nalandhana / Extra One Hour Work / Melas etc. for maximizing the revenue in the Circle. He pointed out the adaptation of few SSAs by SNEA for improvement of service to customers, sale of SIMs and early fault rectification and revenue increase etc. He assured that their association will continue to extend full support for the development of BSNL. In nutshell, he concluded his speech by stating that the Unions and Associations of BSNL are indeed playing pivotal role for the growth of our beloved Company to new height by taking initiatives like working one hour extra by the members which is never before in the country by trade unions / Associations. DGM (Admn.) requested respected CGM & Chairman to deliver his special address to the forum before commencement of deliberation on the Agenda Points. CGM & Chairman welcomed one and all for the first formal meeting with SNEA after the 1 st Membership Verification Process for Executives conducted in BSNL during Dec He greeted the Circle Secretary and other Office Bearers of SNEA TN Circle present in the meeting for fruitful discussion and success. He further said that all the executives & non-executives of the Circle are working well and initiatives come from the executives for the better growth of our Organization, which is appreciated by CMD, BSNL during his visit to this Circle. Due to stiff and never before seen competition, he stressed the dire need for extra effort from all the members of unions and associations.

3 --3-- He requested the association representatives to encourage all its members to work together as a team which is important as middle management. He emphasized the importance of Team work and Team spirit which only can uplift BSNL performance to new height. He further requested the leaders to educate their members in such a way to lead the progress in all segments. He pointed out the quotes of Ex-CMD viz. Shri. A.N. Roy, Who stressed this valid point that WORK TOGTHER FOR ALL ROUND SUCCESS. As a Team, it is viable to ensure growth day by day, month after month basis for increasing the revenue parameter. He requested SNEA, being a responsible Association to take this message to all their members and educate them to pro-actively work together for success and better output. The Circle Secretary, Sanchar Nigam Executives Association, Tamil Nadu Circle assured that they will extend their whole hearted support to the Administration for all round development of BSNL. Then, DGM (Admn.) requested DGM (HR) to lead the proceedings and to present the Agenda Points and Reply to the forum. DGM (HR) welcomed the CGM, PGM (F) and Other Members and proceeded to conduct of meeting and read out the Agenda Points and Reply one by one to the forum for deliberation and decision of respected Chairman. Item No. 1. POSTING OF JAO / AO in CSCs : Now-a-days, the revenue earning and provision of better service to the customers are becoming more important and vital to withstand the stiff competition in the market. Customer service centers at SSAs play an important role and the backbone for BSNL. Lot of enquiries and service provision related to TR and Commercial section issues are to be answered to the satisfaction of the customer. Already, Commercial powers given to the I/C of CSCs either SDE or JTO. But, for TR related to Accounts matters, the customers need to be diverted to SSA H.Qtrs. where AO (TR) is available. There is no doubt that it irks the customer who has to travel to SSA HQs which may be available far away. CSCs serve mobile customers also. Lot of money transactions are happening at CSCs. It is needless to say that it is the bounden duty of Accounts Officers to take care of financial transactions. We wish to recall the BSNL Corporate Office instructions to post JAOs/AOs in level-1 and level-2 CSCs for providing best service to customers. And during Melas particularly reconnection melas the presence of Accounts personnel is much needed. There is an overall shortage of around 20% in the cadre of Accounts Officer / Junior Accounts Officer. In some of the SSAs, the shortage is more than 50%. Further, there are no sanctioned posts of JAO / AO for CSC.

4 --4-- The existing staff are earmarked for the duties assigned to them as per the standards. Hence no JAO / AO can be spared. During the discussions, the Circle Secretary, SNEA, stressed the importance for posting of Accounts Personnel in CSCs Level 1 & Level 2 immediately for better services to customers and redressal of their grievances about billing queries etc. 239 CSCs are in the Circle and TR related issues are also being handled by the staff of CSCs. Level 1 CSCs are 22 in number. At least one JAO/AO can be posted for level1 CSCs for better services to our customers. For conducting Melas, (particularly reconnection melas), the need of Accounts Officer is very much important and hence initially JAO/AO may be posted to Level 1 CSCs and then for Level 2 and other CSCs, in a phased manner. Accounts personnel and Engineering personnel to work together to face the ongoing competition. PGM (Finance) explained at length about the shortage of Accounts Personnel in the Circle and hence it is very difficult to post at present to all Level 1 & 2 CSCs. He said, instructions will be given for participation of Accounts Officers in all Reconnection Melas and SSAs will be requested to explore the possibility to spare Accounts Personnel to Level 1 CSCs. CS, SNEA stated that shortage is a common factor and it is in every cadre and he stressed that Accounts personnel be spared for the betterment of services towards customers. After discussions, CGM & Chairman ruled that considering the vital aspect of the issue, one JAO/AO may be entrusted with the job of regular visit to CSCs and to monitor the transactions being taken place there, on a regular basis for level 1 CSCs initially. AO / JAOs will be deputed for reconnection melas regularly. Item No.2. On-line EB bill payments-post ERP : (Item closed) Action by : PGM (F) After implementation of ERP, lot of works became seamless and smooth except one, the EB bill payment to exchanges and BTSs. Before implementation of ERP, the EB bills are paid on line by the AOs concerned and the process were smooth. But, now the payments are made by Cheques. Since ERP payments are done by Central Settlement Cell at Chennai only, the cheques are being collected by the exchange / Tower I/Cs and being deposited to EB authorities.

5 --5-- This process delays the entire payment and sometimes leads to disconnection of EB connection to vital installations and leads to charging of surcharge in the next bill. So, we request you to intervene in this matter to make EB bill payments on line as done in the pre-erp era. On line payment has been approved by TNEB and the MOU has to be signed between our Banker, Union Bank of India and TNEB. In the meantime, a slight programming change has been done by the EB authorities. We have given 50 test check cases for payment which are expected to be cleared by next month. If all these cases are successful, then all the EB payments will be made on line through our banker Union Bank of India. Now also lot of cases are being done through on line. We are pursuing the cases with TNEB authorities and paid the fees also for implementation of software. DGM(ERP FICO) told that EB payments are at times made on line to avoid penalty. PGM(F) told that the implementation of on line payment is expected to be completed by November 2017 (Item pending) Action by : PGM (F) Item No.3. Payment of Temporary Advance. The payment of temporary advance to the executives after implementation of ERP was done to the SB Account opened for this purpose. But, unfortunately after one year, the bank deducted charges towards maintenance of SB Account from the money deposited in the Account. After this episode, the temporary advance amount is getting deposited in the salary account of the officer. Now, in the post demonetization era, transactions in our bank accounts are being monitored by IT authorities. Hence, we request you to instruct the paying authorities to deposit the temporary advance amount in the account earmarked for the purpose of temporary advance and also the bank authorities may be requested not to charge any maintenance charges for these accounts as this is for office purpose only.

6 --6-- Our Banker Union Bank of India is charging a debit card charges on all the temporary advance accounts. It has been taken up with UBI / Chennai office. Reply is still awaited. It is decided to continue with zero balance by name accounts. Those who are entrusted to operate temporary advance account are requested to send the application along with copies of PAN card & Aadhaar details through the Head of SSA/Unit to DGM (Banking), Circle Office. During the discussions, PGM (F) stated that we still stick on to old practice of zero balance account. Issue has been taken up with Union Bank of India. Staff Side agreed to it. (Item Closed ) Item No.4. Posting of IFA at Karaikudi. Karaikudi SSA is one of the important SSA in southern part of the Tamil Nadu. Unfortunately, for a long time, the SSA is not having IFA and IFA of Trichy is taking care of Karaikudi also. For financial concurrence, each and every file has to be physically moved to Trichy which delays the approval process is a great hardship to the officers. Hence, we request you to post / nominate IFA at Karaikudi. Shri. Rajmohan, DGM (F) / IFA has been posted to Karaikudi SSA on transfer from Maharashtra Circle vide this office orders dated 8/5/2017 and the officer has also joined duty at Karaikudi as DGM (Finance) on 21/6/2017. Action is completed and hence the item is closed. Item No.5. Temporary Transfer in the cadre of JAO / AOs. CGM, Tamilnadu Circle is kind enough to issue temporary transfer orders to executives in the Engineering Wing from one SSA to the other SSA. But the said practice is not in vogue in respect of Finance Wing. Some Accounts Executives require transfers for a short period of one or two years to meet their family commitments viz., medical treatment for self / spouse / dependent family members, educational needs of their children etc. We request uniform practice shall be followed for entire executive fraternity to the welfare of BSNL staff as a whole. Hence, the practice of temporary transfer may be followed in Finance wing also.

7 --7-- The practice followed in Engineering Side may not be possible to be followed as the Accounts Personnel have got All India Transfer liability, Intra Circle liability and accordingly they are being transferred on regular basis. Therefore, there is always a demand / request for transfer from one unit to another unit which is being decided based on the vacancy & waiting list. During the discussions, PGM (F) pointed out that as far as Finance Wing is concerned, All India Transfers are being regularly imposed. All India transfers are more in Accounts Cadre. Hence, it is difficult to follow the practice being followed in Engineering Wing. GM(HR&A) pointed out that as per rules temporary transfer is between recruiting units only. CS, SNEA, requested not to distinguish between Engineering and Accounts wings and cases may be considered on compassionate grounds like medical etc. After discussions, CGM & Chairman advised that temporary transfers can be considered case by case on merit basis, provided it should not affect the day to day working. (Item Closed) Item No.6. Single point of contact for HRM in respect of engineering and finance executives. The HR policy of BSNL is uniform and common for entire staff including executives belong to Engineering and Finance. There is no difference in the transfer policy among the executives. To have uniformly and to maintain uniqueness in HRM issues, the entire matter related to HR viz. transfers, posting, recruitment, training etc., shall be handled by HR and Admin wing headed by GM ( HR & A) Circle Office, Chennai. This will ensure parity among HR issues. There are no instructions from Corporate Office for integration at field level. Feedback was called for by the Corporate Office regarding integration and reply has been given to Corporate Office. Even in Corporate Office, the SEA section only is still handling the accounts and finance executives cases. We may await further instructions from BSNL Corporate Office. During discussion, it is decided that further action can be taken on receipt of instructions from Corporate Office. (Item Closed)

8 --8-- Item No.7. Posting of qualified staff under LICE JAO Exams. It is learnt that few qualified candidates in respect of JAO under LICE quota were not given posting because of lack of vacancies. However, few juniors who approached courts have got posting orders. Hence, we request your good office to take necessary action to give posting to the qualified candidates. LICE was held on in the grade of JAO for the total vacancies of 95. Among the 95, 15 vacancies were unfilled in the category of ST for want of qualified JAOs. In respect of the remaining 80 vacancies, 73 candidates were joined in the cadre of JAO and the remaining 7 was selected as JTO and not reported for JAO Phase I induction training. As per the modified list of qualified candidates of JAOs, still 41 qualified JAOs are there in the list for want of vacancies. The PGM (Finance) has written a letter to Corporate Office on 12/6/2017 requesting them to give approval for filling up of the 7 vacant posts of JAO from the qualified list of JAOs. Present Status of the case : As per the case taken up by PGM (Finance) with Corporate Office, the Corporate Office has released a modified list of qualified candidates for promotion to the grade of JAO in the LICE examination held on 17/07/2016. As per the revised list, the following 3 candidates who were already qualified as per the 1 st qualified list & who were reverted back to their parent cadre have been again selected and posted as JAO. 1. Shri. R. Srinivasa Rathinam, JAO posted to Trichy. 2. Smt. K.P. Indumathy JAO posted to CMTS/ Trichy. 3. Shri. V. Sekar, JAO posted to Karaikudi. The following 3 candidates who have come into the selected list as per the latest modified list are waiting for JAO Induction Phase I training for which this section has already written to NATFM Hyderabad. 1. Shri. S. Kannan, Trichy. 2. Smt. R. Gananeswari, Karaikudi. 3. Smt. R. Ilavarasi, Thanjavur. In view of the above, CS, SNEA, agreed to close the item. (Item Closed)

9 --9-- Item No.8. Re-calculation of JTO vacancies for the vacancy year In the recent JTO LICE conducted on , lot of candidates got qualified but not posted as JTOs because of lack of vacancies. Earlier occasion, re-calculation of vacancies was done by our Circle with the help of recruitment and staff section and notification was issued again by increasing the vacancies. But, still some internal vacancies are kept reserved and unutilized. The same shall be diverted and qualified candidates shall be declared selected as JTOs. This kind gesture will definitely help to increase the man power position in Tamilnadu Circle. The JTO Vacancy notified is in order. As per Hon ble CAT and High Court of Madras, the reserved vacancies have to be adjusted for JTOs on supernumerary post and if there are still resultant vacancies for the years, 2000, 2001, the JTO (offg.) may be considered. Hence, the JTO vacancies for the year 2000 and 2001 [ OC : 54, SC : 34, ST : 58, total : 146 ] cannot be diverted to the qualified JE as the JTOs for the year which is subject to the outcome of Hon ble Supreme Court case in SLP (C) of 2015 and of During the discussions, GM (HR/A) explained at length all the points and said that under the circumstances and pending Hon ble Supreme Court verdict, the request of staff side could not be considered and requested to wait for judicial pronouncement in this regard. After discussion, it has been decided to close the item as matter is subjudice. Item No.9. Maintaining waiting list for request transfer. We are thankful to the Administration for considering the request transfer cases in the executive cadre. But to maintain transparency, the request for transfer from SSAs to SSAs in JTO/JAO, SDE/AO, DE/CAO and DGM cadre need to be recorded, acknowledged to the officer with waiting list number and updated waiting list shall be published in Circle Intranet by Circle Office on monthly basis. Finance Wing : Waiting List is maintained for request transfers in respect of accounts and Finance Executives and waiting list will be displayed in Intranet once in three months.

10 HR : The applications received after completion of 2 years of service in the station / SSA will be registered and the waiting list will be displayed in Intranet once in three months. During the discussions, the CS, SNEA requested the Administration to relax the condition of 2 years in this regard. When continuous batches are coming the juniors will get home places when the seniors are posted in other SSAs and moreover when they feel, transfer can be possible earlier, more output can be obtained. GM (HR/Admn.) said transferring executives within two years creates difficulty for SSA particularly in rural and unpopular places. The executives are required to serve for minimum of two years to establish for providing better service. CS, SNEA requested for relaxing the condition to at least one year for accepting the transfer applications and keep them in the waiting list and compassionate ground cases to be considered relaxing the 2 years condition. After discussions, CGM & Chairman ruled that relaxation of 2 years periodicity is not possible as it will affect the stability of the system. Most deserving cases with compassionate grounds may be considered, relaxing the condition. CGM requested the Circle Secretary to apprise the members to work in the posted places at least in the initial stages of their service.. Circle Secretary requested to hold separate discussion for fixing the period of completion of tenure for which Official side accepted. (Item Closed ) Action by DGM(HR) Item No.10. Pending request transfers under Rule-8 JTOs. We thank CGM, TN Circle for issuing transfer orders to JTOs, waiting to go to their parent Circles for years under Rule-8. LICE JTO and DR JTO recruitments are underway. We request that all the pending Rule-8 cases shall be considered for issuing transfer orders. This will be a great gesture for those young executives who served away from their parent circles for quite a long time.

Sanctioned Strength of JTO in the Circle : 2764 Working Strength : 1567 Vacancy : 1197 Shortage is 42.6%. Direct JTO training is expected to be completed by February Rule 8 transfer will be considered after the posting of DR JTOs during March During the discussions, the staff side requested for considering the pending Rule 8 transfer cases against the LICE JTOs who will join in November GM (HR/A) told that LICE JTOs are erstwhile JEs of the respective SSA only and there is no new addition to the SSAs overall strength. Therefore, the request for considering Rule 8 transfers can be taken up only at the time of posting of direct JTOs when they join service. CS, SNEA has pointed out that even by going through the calculation projected, there is room for considering Rule-8 cases in November 2017 while posting LICE JTOs. After discussions, CGM & Chairman reiterated the acute shortage of JTOs and pointed out the dire need for revenue generation. It has been agreed that the Rule 8 cases will be considered as far as possible during the posting of direct JTOs, who are completing training in Feb Item No.11. Pay fixation during local officiating in various cadres. (Item Closed) Before implementation of TBP i.e., before 2007, the practice of giving local officiating arrangement was existed as per the extant rules and guidelines. But after implementation of TBP w.e.f. year 2000, in some SSAs, the pay fixation / pay drawn during such local officiating arrangement are recovered from the officers. This matter was raised by Association to CHQ and then BSNL Corporate Office understood the issue and furnished clarifications vide letter No /2011 Pers./PL dated as under. the pay (not pay scale) availed under any local officiating arrangement put in place prior to the date in which EPP is promulgated shall remain protected in any future time bound promotion or post based promotion under EPP.

12 -12- Based on the above clarification, it is well understood that the recovery of any pay benefits given to the officer is not correct. It is learnt that in few SSAs (viz. Salem SSA), the pay revised but revision of pay is not fixed as per the BSNL Corporate Office directions. Hence, we request that SSAs and field units shall be instructed to stop the recovery if any done, to return the recovered amount to the officer if recovered earlier and to re-fix the pay as per the BSNL Corporate Office. Based on the Corporate Office order No /2011 Pers/PI dated , this office has already given instructions to all the SSA vide letter dated 14/3/2017 to protect the officiating pay prior to and refund the recovered amount, if any. Hence, if there are any specific cases, they may be brought to the notice of the finance for remedy. During the discussion, the staff side told that some of the SSAs like CBT, SLM have not implemented the orders of Circle Office and raised clarifications. They pointed out a specific case of Sri. Ramalingam (Retd.) SLM SSA and said that Rs.3.4 L was recovered from his retirement benefits. PGM (F) told the specific case as pointed out by the staff side will be examined & resolved. If required, further clarification will be issued to SSAs in this regard. Staff Side agreed to the reply and requested for further follow up action. Item No.12. Pay protection to JTOs who officiated earlier. Lot of officials got officiating as JTO and they were regularized subsequently. Their pay has been fixed as per FR 22 1 (A)1. Due to the litigations in various courts across the country, their pay has been fixed under FR 22 1 (A) 1 during 2 nd PRC also. But due to JTO RR 2014, which has impact only on those becoming JTOs after 2014, fixation of those who became JTOs prior to the year 2014 were also got disturbed and their pay fixation was not done correctly in few SSAs like Erode SSA. In this connection, Circle Office has issue clarification and the method of fixation of pay for these JTOs vide DGM (F) Circle Office letter No. TAC/Spl.Cell/ /OA1282/2010/12 dt which was followed by Coimbatore SSA in toto. Hence we request the Circle Finance wing once again to instruct all the IFAs to treat the above case as per the extant guidelines & rules so as to fix their pay with protection as circulated already. We wish to remind that the bunch of these JTOs were already crossed so many turmoil in their career unnecessarily. It will be fair on the part of the management to offer what they deserved.
