1 Matatiele Water Factory Stewardship Plan: RECORD OF CORE PLANNING TEAM MEETING, HELD IN MATATIELE ON 8 DECEMBER 2015 Draft for comment PRESENT: Tracey Potts (ECPTA Stewardship manager); Dean Ricketts (DEDEAT Biodiversity manager, ANDM region); Nomathemba Matika (Matatiele Local Municipality/MLM Environment section); Lumko Mboyi (LIMA); Cobus Theron (EWT); Tsoanelo Shata and Nicky McLeod (ERS, UCPP secretariat) Apologies received from Sinegugu Zukulu (Conservation SA, UCPP chairperson); Lwazi Khuzwayo (Kishugu) arrived later on; Joyce Loza (MDTP) DISCUSSION SUMMARY AND OUTCOMES: Objective of meeting: plan how to implement the Matatiele Stewardship Plan, through the draft process adopted by the Matatiele Council in May. The original draft Plan was compiled by UCPP partners in March/April 2015, coordinated by ERS, as UCPP secretariat and as part of a CEPF-supported project which has now ended, on behalf of the MLM Resource Lobby Committee. This plan was adopted by MLM Council through a resolution taken in May It forms one of the key activities identified by the MLM Lobby Committee (see Matatiele catchment Status Quo and project matrix, April 2015) The meeting participants identified a core team / PMU to drive this process (see RACI chart further below), as well as a more fitting name for the MLM Stewardship plan, being: STRENGTHENING LANDSCAPE RESILIENCE FOR ECOLOGICAL SERVICE DELIVERY IN THE UPPER UMZIMVUBU CATCHMENT, through: Enhancing livelihoods Securing biodiversity Inspiring opportunity Opportunities and challenges to support implementation of the adopted plan ERS and Wildlands have submitted a R5 million proposal to LOTTO on behalf of the MLM for implementation of the adopted Plan s draft process. Currently keeping concept alive on a voluntary basis with no resourcing to implement. EWT may have possible funding through the EU Healthy Catchment Alliance to support part of the process. MDTP has an initiative to support the drafted Plan with R , included in their KPIs. Core team to ensure with Joyce Loza that this aligns with the Plan s vision and process, and visa versa. ECPTA s GEF 5 NE Grasslands project has a possible spatial overlap with the Matat Plan for the area between ONR and Qacha s nek: ECPTA may have a stewardship officer placed in the area from mid 2016 who could provide some support for the Plan s implementation. Dean will include endorsement of and support for the Plan in the DEDEAT annual operational planning session on 9 December KPAs for Q1 will include getting plan endorsed by Provincial DEDEAT, with support for its implementation in Q2, 3, and 4. Dean meeting with Lyndon (surname?) from DEDEAT provincial office early next year regarding resilience funding opportunities, and will identify what support / information needed from UCPP. Dean to liaise with Nosisa Ndaba regarding potential EE support during outreach and community consultation.
2 What is the role of DRDLR? Need to be engaged as state land custodian and IPILRA facilitator. Involve DM s Disaster Management section to reduce vulnerability and cost of responses Need to explore DEA s wildlife economy project: well-funded, need pilot sites to merge game into communal rangelands. Good opportunity for ecorangers involvement. Clarity on some terminology agreed upon: Stewardship refers here to the mechanism for the more formalised biodiversity stewardship declaration process aligned with NEMBA, while the mosaic of good landscape practices, such as range management and maboella being promoted in the Umzimvubu landscape through UCPP efforts are referred to as custodianship. Mandate for biodiversity stewardship legally with ECPTA, with support from DEDEAT fro stewardship expansion. Civil society / NGOs have range of interventions which foster custodianship including UCPP rangeland toolkit for Landscapes & Livelihoods. The group developed a draft RACI chart to identify roles and rolepayers, based on the steps / process in the adopted plan, as well as who is Responsible, Accountable, Consulted and Informed at each step. This chart needs feedback from key roleplayers especially MLM and MDTP. 3 Going Forward Nicky compile record and circulate with draft RACI chart to core team and MLM Lobby Committee, and get it endorsed by key stakeholders (especially MLM and MDTP). Update plan and level 1a map based on this meeting s feedback Nomathemba to explore and report how best to secure executive support from MLM for mainstreaming their involvement in implementation. Have strong support from political level through Lobby Committee. Need clarity from MDTP on what support can be forthcoming, and the role they can play. Nicky and Dean to discuss with Joyce and Ernest Mokhanedi. Dean pursue endorsement from DEDEAT regional and provincial for the plan and support for implementation Tracey to take request for support (to be compiled by Nicky, highlighting social benefit elements) to new ECPTA COO, Ms. Nomvuseleo Songwela, including update on ONR MoA. Tracey to get clarity on ECPTA/DEDEAT/MDTP funding relationship. Confirm overlap of GEF 5 Grasslands project footprint with this spatial extent, consult with Kallie Naude and Geoff Gowan. Cobus to update status of this initiative to Healthy Catchment Alliance meeting on 10 February. Also to explore if WESSA can provide power mapping facilitation support for step (stakeholder analysis) possibly from Lemson Betha or Jim Taylor. All to update on resourcing opportunities: LOTTO, EU, MDTP, etc as they emerge, through update (can use UCPP channels via ERS office if needed) Next meeting in February if possible to link with Tracey being in Lady Grey area.
