4 Introduction & background Alfred Nzo District Municipality (ANDM) extends from coast to the alpine regions of Drakensberg: Mbizana, Ntabankulu, Umzimvubu and Matatiele.

5 Introduction & background ANDM- increasingly recognized as one of the areas in South Africa that will be hardest hit by climate change & represents significant opportunities for adaptation and building local community resilience against extreme hazards and adverse climate change impacts due to its natural biodiversity and ecosystems resource base.

6 Introduction & background Existence of Umzimvubu Catchment Partnership Program-platform for CSA/ANDM collaboration. MOU developed and signed by all LM s, ANDM and CSA

7 Vulnerability Assessment (VA) This was a CSA funded initiative. Objective: -undertake a scientifically robust and logical process to examine the climate change context in Alfred Nzo District. -identify the key areas for Supporting Climate Change Resilience, Ecological Infrastructure and Ecosystem-based Adaptation.

8 VA outcomes Modelled primary climatic variables (temperature and rainfall) under a range of likely scenarios for the medium (50 year) and longer term (100 years)

9 VA outcomes. In the medium term, average temperatures can be expected to rise by 1.7 C across the district. In the medium term, small decreases in rainfall are predicted across most of the district, with the main changes being small spring and summer decreases, and winter increases, in rainfall.

10 VA outcomes In the longer term, average temperature can be expected to rise by an average of 3.7 C above current conditions for the district as a whole. In the longer term,5.4mm increase is predicted across the district, driven by increases in rainfall in the inland areas (Matatiele Municipality) in all seasons.

11 VA outcomes South Africa has nine biomes, three of which are found within the Alfred Nzo District, namely Grasslands, Savanna and Coastal belt.

15 What needs to be done? Conserve the darker areas. Mostly pristine areas-source for Ecosystem Based Services (water, food etc) and areas for livestock

16 Namaqua District Learning Exchange The Namakwa District provides a comparative study which could be applied and also used to verify ANDM findings. Climate forecasting scenarios have highlighted a pattern of an increase in temperature and a reduction in precipitation.

17 Namaqua district Learning Exchange Despite the foreseeable challenges, significant actions have been taken to place climate change at the centre of development: climate change integration into the disaster management plan 2010/2011.

18 Namaqua District Learning Exchange Completed vulnerability study of the district Rollout of lets respond toolkit in the district in 2013 and 2014.

19 Climate change committee(ccc) Established before the Namaqua district visit. Includes: LM s, ANDM, sector departments, CSA, SALGA. Chaired by ANDM Environmental Manager. CCC responsible for integration of climate change into the IDP.

20 Climate change summit CCC Summit held in April 2014 and its objectives were: To share ANDM climate change vulnerability assessment report with relevant stakeholders. To develop a sector-based climate change adaptation strategy which would help vulnerable people becomes more resilient to climate change. To discuss how the climate change summit can inform infrastructure planning. To prioritise areas and projects for climate change adaptation and disaster avoidance..

21 Lets respond tool kit ANDM/SALGA collaboration. Rollout of lets respond toolkit in the district focused on integrated development and how to incorporate climate change issues into municipal IDP.

22 Lets respond tool kit Rollout- workshop approach/ format. Gaps and challenges were experienced which helped in establishing key lessons which will bridge the gaps and challenges in future planning.

23 Climate change response strategy In IDP s: Job creation projects Adaptation projects Climate resilience projects Infrastructural resilience or sustainability

24 Climate change response strategy In IDP s: Biodiversity protection Wetlands Therefore! We need strategy for the district to guide our work.

25 Climate change response strategy Main objectives: To provide guidance & coordination for integration of all climate related activities within the District underpinned by ecosystem based approaches and enhancing ecological infrastructure.

26 Climate change response strategy Objectives: Recommend means of addressing issues identified as priority impacts of Climate Change in Alfred Nzo District Municipality with specific reference to health, water, agriculture, energy and tourism.

27 Climate change response strategy Currently: complete, adopted by council and at a transition to implementation. Lobbing for funding to implementation. Current focus- awareness campaigns and support of climate adaptation projects.
