(JPMA) Japan 2. Review agenda The committee reviewed the draft agenda (N 401), which had been distributed prior to the meeting. There being no changes, the agenda was approved as distributed. 3. Review minutes of the September 2007 meeting The committee reviewed the minutes of the September 2007 meeting (N 392R), which was held in Tokyo, Japan. There being no corrections, the minutes were approved as distributed. 4. Report on the status of ISO Abbott reported that the standard had been approved. The published copy was issued by ISO during the week of the meeting.

Report on plans to revise EN 1010 Rehberg provided a presentation to the committee regarding plans of EN TC 198 WG 1 to revise the EN 1010 series of safety standards to incorporate changes made necessary by the revision of the European Machinery Directive and by changes made to standards referenced by the EN 1010 standards. The presentation is N 406. He summarized the activities of CE TC 198 WG1, noting that they are reviewing the new Machinery Directive 2006/42/EC, which becomes effective 29 December 2009, and the resulting need to amend the EN 1010 standards. He noted that EN and EN will require a technical amendment as a result of changes to the Machinery Directive, as well as changes in the normative references and Annex Z. The other three parts of EN 1010 will only need a simple amendment that affects only the normative references and Annex Z. He will report on the progress of this revision work at the next meeting. He noted that the new Machinery Directive has the following consequences for EN : If someone eventually removes a fixed guard, it must be clear that a fixed guard has been removed. Therefore, if you define a guard as being a fixed guard, it must be mentioned in the operating manual and must follow the new Machinery Directive requirements. Relative to this discussion, the committee discussed the distinction between "make-ready" and "maintenance". It was noted there is less distinction between the two in Europe than there is in the US. This needs to be addressed for It was proposed that wording be developed for ISO that could also be considered for inclusion in the revision of EN The new Machinery Directive has a requirement that "A fault in the hardware of the software of the control system shall not lead to hazardous situations. Wording will be added to EN , and , to facilitate starting a machine that is functioning in automatic mode. Changes will be made to EN , , to use performance levels for control systems. For electric/electronic controls systems, they will all conform to ISO or IEC It was noted that at the present time, conformance with only category 3 is required. However, changes will be made to divide these instances into conformance with one of two performance levels, depending on the level of the hazard. The new Machinery Directive contains additional requirements relating to emissions. Noise is addressed in more detail. As a result, changes will be made to EN , Annex E. In general, during the revision of the EN 1010 standards, changes will be made to bring them into closer agreement with ISO During the process of identifying needed revisions to EN 1010, TC 198 WG 1 identified a number of things in EN 1010 that are not covered in ISO TC 130 WG 5 will review these issues and consider them for inclusion in the revision of the various parts of

3 Page 3 6. ISO , IEC and recommendations for ISO a. Presentation by Becker Becker presented information regarding the use of performance levels as used in the 2006 version ISO (N 407). He noted that the 1996 version of ISO had no requirement for complex electronics and programmable electronic systems, no causal relationship between categories and risk reduction and no relationship relating to reliability. He noted that the revision to ISO introduced the concept of performance levels, defined as discrete levels to specify the ability of safety-related parts of control systems to perform a safety function under foreseeable conditions. He noted the ways the performance level is determined. Becker also showed the relationship of performance levels (PL) defined in ISO and safety integrity levels (SIL) defined in IEC He also showed a correlation between the categories as defined in the 1996 version of ISO and the performance levels defined in the 2006 version of the standard. He discussed a graphical representation of one method to conducting a risk analysis, much of which is dependent upon frequency of access to the hazard. He noted that one must define all parts that make up the safety-related control system, determine the performance level of these parts, and validate that the parts of the safety-related control system are functioning properly. This validation is defined in ISO Performance level is a combination of risk category, diagnostic coverage and reliability. There are precalculated models with designated architectures to help make this determination over a period of time. He discussed several of the formulas set forth in ISO :2006, including the calculation of the mean time to dangerous failure (MTTF) and diagnostic coverage (DC). He also noted that estimates for diagnostic coverage are presented in Table E.1 of ISO :2006. He presented a formula used to calculate the average diagnostic coverage (DC avg ) of the complete control system. He also discussed methods for evaluating measures against common cause failures (CCF), which are failures of different parts due to a common cause, and compared the comparison category with performance levels. He showed a graph that showed the relationship between DC, MTTF and performance level (PL). Becker also presented information on SISTEMA, a software tool that can be used for calculating performance levels (N 408). The software takes into account the hierarchy of the control elements. The software was developed by BGIA, a research and testing arm of the BG in Germany. Currently it is only available in German; however, an English version is expected later this year. 6b. Comments from Japan regarding impact of ISO on ISO Japan provided a written opinion (N 403) that the revision of ISO and ISO to update the reference to ISO should be delayed until those standards undergo their systematic review. They made the following points:

4 Page :2006 is not required by the Machinery Directive until December It is not good to use different design and evaluation methods for EU countries and for other countries. The standards are for manufacturing and it takes a certain period of time to implement the new concept to actual design. Therefore, frequent revision should be avoided. It is necessary to discuss how to determine PL r for each item in the documents and to ensure there is consistency among the parts. They have begun work to attempt to do this for ISO Therefore, Japan recommended that the committee implement performance levels in ISO in late 2009 or early The committee noted that we must change the current references to ISO as they exist in the current standards. We must make these changes in Parts 4 and 5 as we develop them, since ISO will not allow us to issue these new parts with a reference to the 1999 version of ISO It was agreed that beginning to make these changes now will meet the concerns that the changes not be made immediately, since it will take about 1 to 1.5 years to accomplish this for the existing parts. In the meantime, we can move forward with Parts 4 and 5 as planned. As a result of discussion, Japan agreed with the plan to move forward with the revision of the existing parts of ISO Continue review of ISO/WD from last meeting The committee went through Draft #3 of ISO/WD (N 394), reviewing areas where changes had been made since the last meeting, and resolving questions that had been highlighted. Changes made to the document will be reflected in the next draft of the document. It was agreed that once the items identified below have been resolved, the document will be submitted to the TC 130 Secretary for circulation for CD ballot. Open items identified are: Figure 9 (Gluing unit): Ebert will provide a revised figure that removes label 5. Figure 11 (Glue machine, heating and pulling section, rotary shears): Ebert will provide a revised figure removing center portion of figure. Figure 13 (Web diverter): Ebert will provide a revised figure to remove the bottom figure. Figure 15 (Downstacker): Ebert will provide revised figure removing the diagrams that are not needed and replacing "max" with the appropriate mathematical symbol. Figure 16 (Upstacker): Ebert will provide a new figure : Ebert will extract the applicable requirements from EN 619:2003 for inclusion in this section so that the reference can be removed.

5 Page 5 Figure 20 (Pressing section): Ebert will modify the figure to show 100 N force by pressure rollers. Figures YY and ZZ (Pre-feeder): Ebert will modify both figures to remove the diagram on the left and to include labels and corresponding keys. Figure 22 (Automatic flatbed diecutting machine): Ebert and Cartier will provide a new 3D figure, making sure the bin referenced in 8.6 is shown on the figure. 8. Review of ISO/WD The committee reviewed ISO/WD , Draft #3 (N 395), discussing some of the open issues identified in the document. A revised draft will distributed to the committee for review prior to the next meeting. Discussion will continue on this document at the next meeting, with the goal of preparing the document for CD ballot following the fall meeting. 9. Review of ISO As other parts of ISO have been under development, the committee has kept a list of issues relating to ISO that need to be reviewed during a future revision (N 396). Because recent changes in ISO make it necessary to revise the existing parts of ISO soon to bring them into harmony, the committee began working through these issues and making proposed changes to ISO During discussion of interlock design for personnel safety ( ), it was noted there is a normative reference to clauses 5 and 6 of ISO 14119:1998. However, an amendment to ISO was issued in This 2007 amendment relates to "design to minimize defeat possibilities", and completely replaces subclause 5.7 of ISO 14119:1998, including the figures. Abbott was asked provide a comparison of the 1998 text with the 2007 amended text so that the committee could review it to determine if the requirements are is still pertinent. Japan was also asked to review the portions of Annex B relating to tests conducted on noise to see if this material is still accurate or if it needs to be updated. A list of some of the issues discussed and their resolution is contained in N 408. The committee felt that once the two items above had been addressed, Abbott should submit a New Work Item Proposal (NWIP) for ballot, along with a revised draft that should be balloted for approval as a CD for DIS. 10. Review of ISO As with ISO , the committee has been keeping a list of issues that need to be addressed in ISO when it is revised (N 400). Some of these issues had been carried over as comments on the FDIS of ISO :2007. The committee discussed each of these issues, making changes to ISO , as appropriate.

6 Page 6 Karch presented information on new in-line finishing equipment that is part of a press system and is servo-driven. When a stop/safe is pressed, and power is removed, this results in slack in the web. There is concern that this slack could create a potential hazard. The issue is how to keep the "ribbon" of work from "bagging." The configuration of these systems varies widely, depending upon the job being run. It was noted that in ISO , 7.2, there is an exception that covers ink dampeners, etc. It states that "Actuation of an emergency stop or stop/safe button need not cause stopping of auxiliary motion of the ink, dampening and coating roller where this is required for operational reasons and all hazard points are safeguarded." It was proposed that a new requirement relating to emergency stop on auxiliary draw nips be added to ISO , which would state that under certain circumstances actuation of an emergency stop or stop/safe control would not have to cause stopping of auxiliary motion of the draw roller. Draft wording was developed and will be reviewed as part of the revision of Part 2. There are still some open issues that need to be addressed. One relates to the possible need for grammar corrections in Annex B. Another has to do with the fact that one of the normative references, ISO 13852, has been withdrawn and replaced by ISO 13857:2008. As a result, the committee needs to review the new standard to determine if the reference to ISO should be replaced by a reference to ISO A list of some of the issues discussed and their resolution is contained in N 409. Abbott will prepare a draft for review prior to the next meeting. The committee will continue to review this standard at the next meeting to make proposed changes. It will then be submitted for ballot for approval both as a NWIP and as a CD for DIS. 11. Date and location of next meeting The committee will meet Monday-Thursday, September 22-25, in The Netherlands. The meeting will be held in conjunction with the other TC 130 Working Groups scheduled to meet during that week. There being no further business, the meeting was adjourned.
