The participants introduced themselves. There was an apology from Mr Jan Mayerhöfer, Policy Officer for Recreational Craft Directive 94/25/EC, as he was occupied at a Council meeting on the RCD revision today. 2 Adoption Draft Agenda The proposed agenda in document CEN/BT WG 69 N 116 was accepted. In addition there was a written report from CEN Consultant addressing item 3. 3 Future revision of the directive 94/25/EC and its impact on current harmonized standards Progress report A progress report had been received from Nigel Saw and was presented at the meeting, see Annex A. The report was presented, discussed and it was noted that:

2 Page 2(6) ISO 10087, Coding system, and ISO 14945, Builder s plate, will need to be reviewed based on modification of requirements in the revised RCD; EMC should be reviewed not for the RCD but to cover the need for the EMC directive. Udo informed about work done in ICOMIA which now will result in a recommendation about dealing with EMC for small craft. Basically the boat builder has to ensure to use only approved machines and components and follow manufacturers' installation instructions and document this in the Technical File (see ICOMIA document as WG 69 N 119). Thierry questioned if there was a need for a harmonized standard for small craft. The group agreed that this was not needed based on available information but can consider this again if needed. 4 Revision of standards Transitional periods and cessation of presumption of conformity A summary of present rules as given in document CEN/BT WG 69 N 117 was reviewed and discussed. The conclusions from last meeting were also addressed and Udo informed the group that: It was agreed to address the EU committee for the RCD with a proposal for a clarification document. The European Commission asked BT/WG 69 to prepare a draft (Action Chairman, SIS, ICOMIA). Furthermore it was agreed to implement a default 6 month transitional period on published standards revisions, following assessment by BT/WG 69 this period can be extended to up to 3 years. So far there had been no agreement reached with EU. Instead the irregularity in the publication of standards and listing them in the OJ was noted, resulting in transitional periods from a few weeks up to 6 months. It was noted that small craft are affected by a large number of standards and that the industry is quite diverse including a lot of small and medium sized enterprises. The possibilities were discussed and it was agreed to make two approaches: a) Udo was asked, together with Thierry and the secretary, to discuss the matter with Jan Mayerhöfer with the aim to prepare a paper to EU requesting a change of default period for the withdrawal of revised standards, from 6 months to 12 months. b) Request ISO/TC 188 to consider case by case a reasonable transitional period, based on proposed modifications and that such information should be available at the time for enquiry of the draft. Based on this information the secretary will draft a resolution for confirmation by WG 69 and the secretariat will inform Thierry, asking the resolution to be implemented on the E-balloting site. 4.1 The requirement for revised standards to list major changes included It was noted that Nigel Saw now in his assessments of standards requests the list of major changes to be included. It was confirmed that this is also in line with ISO and CEN editing rules.

3 Page 3(6) It was agreed such a list will be benificial for the user of standards but it has also to be written in such a way that it is not misunderstood to be the only technical changes if not all are listed. It was agreed to ask TC 188 to implement this and list significant changes in drafts for revised standards. 5 Progress report of the reporting secretariat of ISO/TC 188, In addition to the agenda items below, the secretary summarized the situation in ISO/TC 188 by presenting developments since November 27 as presented in document TC 188 N ISO :2001, Inflatable boats - Part 3: Boats with a maximum motor power rating of 15 kw and greater The enquiry will start and ends and the voting result shall be dealt with by TC 188/WG 2 in connection to METS ISO 15085, Man overboard prevention and recovery TC 188/WG 3 met this week and agreed on a draft for revision of the standard from 2003 mainly concerning the requirements to ensure possibilities for man overboard to enter the boat himself. A NWIP will now be circulated It was noted that since it was a revision of an existing EN-ISO standard it will be included in the CEN work programme without any BT resolution. ISO 16147:2002, - Inboard diesel engines Engine-mounted fuel and electrical components In this case a draft Amendment had been approved in the final voting and is now under process for publication. ISO 21487:2006, Permanently installed petrol and diesel fuel tanks The revised standard was published EN ISO series, Stability and buoyancy assessment and categorization - Part 1: Non-sailing boats of 6 m length of hull and over Part 2: Sailing boats of 6 m length of hull and over Part 3: Boats less than 6 m length of hull All three parts have been approved in the final voting and are now under process for publication. At the review of the work programme the transitional period for withdrawal of old version was discussed and except for ISO the normal default period should be sufficient. For ISO It was noted that this document has been significantly technically changed and that therefore an 18 month transitional period is justified.

4 Page 4(6) 5.1 Publication of EN ISO with incorrect wiring diagrams Nigel Saw presented the mistakes spotted in the diagrams. The secretary pointed out that there were also a number of technical comments received at the FDIS voting and that WG 10 has asked to start an early review of the standard. Since the diagrams are not in line with the requirements and are misleading it was agreed to request TC 188 to replace the wrong diagrams as quickly as possible. Nigel Saw will send correct diagrams to the secretary. 5.2 Proposal for a new work item on " Exhaust gas emission" Udo presented the result of an ad-hoc meeting and the need to publish a standard for measuring exhausts from boat engines. The main purpose was to have a standard which could be accepted as a harmonized standard against the revised RCD since it will no longer reference ISO The goal with the new work was to prepare a standard for measuring gas emission from boat engines in line with present ISO 8178 series to be recognized as a harmonized document to be available until the work with revision of ISO 8178 series has resulted in new harmonized documents which was foreseen not to be in time for the implementation of the revised RCD. It was agreed to add this new work item and the secretary was requested to provide Thierry with needed documentation as soon as the item has been approved as a new work item in ISO. 5.3 Progress report on possible Performance Requirements on LED Navigation lights The secretary pointed out that the draft for ISO 16180, dealing with navigation lights installation and placement now was approved and under process for publication. Work had then continued in TC 188/WG 19 with the subject of a standard for performance requirements. A draft has now been presented in WG 19 for final review before it will be sent to TC 188 for processing as a new work item. It was agreed that this new work item also should be added to the CEN work programme and the secretary was also in this case requested to provide Thierry with needed documentation as soon as the item has been approved as a new work item in ISO. 6 Summary of the recommendations to BT and actions The meeting recommendations and actions were summarized as follows: a) Revision of RCD and impact on ISO ISO The attention shall be brought to ISO/TC 188 of the need to review ISO and ISO based on final content of the revised RCD concerning manufacturer s code and required information.

5 Page 5(6) b) Change of default transitional period for implementation of revised harmonised standards It was agreed to approach EU requesting a change of default period for the withdrawal of revised standards, from 6 months to 12 months. Udo was asked, together with Thierry and the secretary, to consult with Jan Mayerhöfer on this matter. In the case EC is positive on the general systematic extension of the transition period from 6 to 12 months, CCMC will prepare a general recommendation for the CEN BT. c) Request of reasonable transitional period to be identified for each standard ISO/TC 188 shall be requested to consider case by case a reasonable transitional period, based on introduced essential technical modifications to be available at the time for DIS/prEN enquiry of the draft. After confirmation by WG 69 the secretariat will inform CEN, asking the resolution to be implemented on the E-balloting site. Also engage with EC to ensure CEN recommended transitional periods are reflected in OJEU publications of harmonised standards. d) Identifying of essential changes in revised standards It was agreed that it will be of great benefit to have a summary of significant changes listed in the Foreword of a revised standard as already indicated by the ISO and CEN editing rules and it was therefore agreed to request ISO TC 188 to add this information in the drafts for revised standards written in such a way that it is not misunderstood to be the only technical changes if not all are listed. e) Transitional period for ISO , Inflatable boats Part 3: Boats with a hull length less than 8 m with a motor rating of 15 kw and greater It was agreed, justified by the significant technical changes introduced, to request an 18 month transition period and that this should be reflected on the E-balloting site for the formal vote of FprEN f) Correction of Annexes to ISO 13297, Electrical systems Alternating current installations It was agreed to request ISO/TC 188 to publish as soon as possible a Corrigendum or Amendment with corrected diagrams to ISO 13297, mainly since the present diagrams can be misleading. g) New work item Standardization of small craft engine exhaust measurement It was agreed that as soon as the NWIP had been approved by ISO/TC 188 the secretary will inform CEN requesting the work item to be accepted as a support to the RCD. h) New work item Standardization of navigation lights performance requirements. It was agreed that as soon as the NWIP had been approved by ISO/TC 188 the secretary will inform CEN requesting the work item to be accepted as a support to the RCD. 7 Closure of meeting It was agreed to schedule next CEN BT/WG 69 meeting in connection to next BOOT week in end of January 2014.

ISO Craft identification system will require definition of country code to be aligned with Directive requirements for code of authority issuing the manufacturer s code. 2.2a Importers plate. ISO Builder s plate to contain detail of requirements. 3.3 Buoyancy and floatation. The requirement for habitable multihull craft that are susceptible to hull inversion to be established and the requirement to have sufficient buoyancy has been addressed in the revision of ISO Electrical system ISO d.c, a.c and for 3phase and Electric propulsion system will require attention to ensure EMC is addressed when use for propulsion systems. Emission limits and testing. Test cycles for all types of propulsion engines. Nigel Saw
