6 The Introduction Of Material From European Regulations EASA Basic Regulation. - Article 2 Objectives 1. The principal objective of this Regulation is to establish and maintain a high uniform level of civil aviation safety in Europe and additionally 2(d) to assist Member States in fulfilling their obligations under the Chicago Convention, by providing a basis for a common interpretation and uniform implementation of its provisions, and by ensuring that its provisions are duly taken into account in this Regulation and in the rules drawn up for its implementation. Senior management were too easily satisfied that the system was being operated correctly, relying on the absence of any feedback of problems as indicating that all was well Piper Alpha Oil Platform Disaster (6 Jul 1988) It is not enough to talk in terms of absolute safety and of zero accidents. there must also be proper organisation to ensure that actions line up to work Clapham Junction Rail Crash (12 Dec 1988)

9 What is a Safety Management System? It s a management decision making tool Identifies safety issues (hazards) Assesses the risks Takes action to minimise the risk Assigns ownership of actions and the risk Checks that the actions taken are working as expected It s not a document its what you do!

10 Safety Management System The management system should be proportionate to the size, nature and complexity of the activities, and the hazards and associated risks inherent in these activities 10

11 What is your organisational culture? Is there a just culture? Do your people know what to report? Are they reporting the right things? What attitudes and behaviours do you expect of your people? What attitudes and behaviours do you expect your supervisors and managers to encourage? Do you assess your organisational culture?

14 Implementing SMS Invest wisely in your SMS and you will get a return Try and do it on the cheap and you probably won t! Communication is key; both internally and externally.with your customers and contractors and with other operators. Safety Management requires collaboration The more you share and collaborate the more you learn.so everyone wins! Don t forget we are all on a journey
