Introduction This centre handbook contains details regarding the assessment and certification of the IQ Functional Skills qualifications in English, Mathematics and ICT offered through OCN London. It should be read in conjunction with the relevant qualification guides that can be found here. 13 13 4 Approval and Delivery Requirements Centres must have the appropriate operational and quality assurance procedures for the delivery of the functional skills internal and external assessments in accordance with quality assurance and risk assessment requirements. These will be checked by OCN London prior to the centre being approved to deliver the qualifications. 4.1 Roles Required for Administering and Assessing the Qualifications In order to comply with OCN London quality monitoring requirements, centres must have a designated person responsible for each of the roles listed below. Individuals can take on more than one responsibility, but the internal verifier and the assessor for an assessment cannot be the same person. Centre co-ordinator to be responsible for the programme including: o effective operations of required systems; o implementing, monitoring and reviewing procedures; o keeping full learner records (including assessment records and IV reports); o identifying future resource and development needs; o liaising with OCN London including the External Verifier (EV); o tracking the life cycle of centre-produced assessments (SLC and customised entry level) and ensuring they are replaced every 12 months, or less. Internal Verifier to carry out internal verification of assessment and learning, as well as internal verification of Entry Level and SLC assessments and learning; Exams Officer/Administrator to order examination/assessment papers and return completed examination/assessment papers to OCN London; Tutor/trainer to deliver the underpinning knowledge and skills; Invigilator to oversee external examinations/assessments (Level 1 and Level 2 only); Assessor to assess the Entry level and SLC assessments. 14 14 OCN London Qualification Guide More information about roles and responsibilities can be found in Appendix A Key Roles and Responsibilities. 4.2 Internal verifier and Assessor (Tutor) Requirements As part of the centre approval process, OCN London will approve the internal verifiers and assessors. All assessors / tutors must be competent and/or qualified to at least Level 2, in the subject they are delivering, if delivering Entry Level or Level 1. Those delivering Level 2 should be competent and/or qualified to Level 3. All tutors must be conversant with the qualifications and their assessment. Tutors must have (or be working towards) the relevant teaching or assessor qualification for their industry. Centres are expected to support their staff in ensuring that their knowledge of functional skills standards, delivery and assessment requirements remain current. Where the assessor is new, an experienced assessor or the internal verifier must agree the assessment decisions. OCN London can provide guidance and training for assessors to confirm competence. Where necessary, tutors responsible for delivering and assessing controlled assessments must undertake the relevant training. This need may be identified by the EV when they visit the centre. Centres need to carry out internal verification of both assessments and assessors to ensure that effective learning has been achieved. Centres are required to have internal verification processes that ensure each assessor is correctly interpreting and applying the requirements for Functional Skills internal assessment. All assessors must have their decisions sampled and verified. Internal Verifiers should have a suitable degree of relevant assessment experience and will ideally have attended the OCN London workshop on Internal verification. Centres considering applying for direct claims status will need to have at least one internal verifier who has completed the OCN London Level 3 Functional Skills Centre Handbook Version /10/2016

16 16 OCN London Qualification Guide 5 Registration Requirements 5.1 Learner Registration and Certification Process Once a centre has been approved by OCN London, the centre will be provided with the following: Approval letter stating qualifications the centre has been authorised to deliver. EDI (learner registration system) log in details which will allow access to learner registrations No results or certificates will be issued to learners who have not been registered with OCN London. 17 17 6 Conducting Assessments 6.1 General Guidance for Conducting Assessments Responsibilities Centres must have the expertise to access, administer and support assessments. The Head of the Centre is responsible for ensuring that all assessments are conducted in accordance with OCN London s quality assurance requirements, irrespective of where the assessment takes place. All centre examination officers, invigilators, internal verifiers and assessors must be familiar with their roles and responsibilities as defined in Appendix A - Key Roles and Responsibilities. Centres should be aware that any breach of the OCN London guidelines could constitute malpractice as defined in the OCN London malpractice policy. The policy can be found at: Centres should note that all assessments may be subject to an unannounced centre visit from an external Quality Reviewer. This is a regulatory requirement to ensure that quality standards and procedures are being met during the assessment process. 18 18 OCN London Qualification Guide Preparing for an Assessment Centres will need to plan and set up the assessment before the assessment takes place, taking into account any additional qualification specific guidance, and technical requirements for online assessments. Learner Preparation Candidates being assessed on-screen need to be proficient in using a computer for assessment and be familiar with using a keyboard. Candidates using the online assessment system will need to be given their accounts before the assessment so that they can practice using the functions of the portal with the Sample Assessment. Resources Permitted for the Assessment Candidates are allowed to use resources set out in the qualification specification. The centre must give candidates prior notice that they are responsible for bringing with them any materials needed for the assessment. Resources Permitted for On-screen Assessment (Including Online Assessment) All appropriate ICT facilities that are normally available to the learners must be available for all Functional Skills subjects taken on-screen - this includes a spell/grammar checker. Centres must ensure that sufficient work stations are available, including at least one replacement computer and printer, where required. The equipment must be fit for purpose and must be checked by a competent person before use. Centres should also ensure that provision for technical help is available throughout the assessment in case of hardware/software problems and to assist with invigilation of the assessment. 19 19 environment and have appropriate policies and procedures in place to: protect the security of the hardware and software that is used to deliver on-screen assessments; protect the network in which the software operates. Centres must maintain the confidentiality of candidate responses and candidate details and have appropriate security systems and procedures in place to prevent candidates who are using computers/laptops in assessments, from having unauthorised external communication with other users of computers/laptops or files. Resources Permitted for Online Assessments All assessments delivered through the online p o r t a l r e l y on a stable internet connection. For technical requirements please refer to the Online Assessments Guide. Emergency Planning Centres should prepare plans for any disruption to assessment as part of their general emergency planning. This includes potential disruption associated with technical issues with online or on-screen assessment. It is important that relevant centre staff is familiar with the plans to ensure awareness of contingencies. Centres should also consider how they will communicate these arrangements to candidates. 6.2 Scheduling and Booking Assessments Centres must submit a booking for all externally marked assessments (Entry Level 3 & Level 1 Maths and English) and ICT assessments at least 1 working day before the assessment. Centres are recommended to book at least 5 working days before the assessment. Other centre assessed / internal assessments (SLC at all levels, Entry Level 1 & 2 Reading, Entry Level 1 & 2 Writing and Entry Level 1 & 2 Maths) do not require an assessment booking. 20 20 OCN London Qualification Guide Registered candidates Candidates have to be registered on the qualification in the EDI Portal first before an assessment booking can be submitted. Required information for booking an assessment Date and time of the assessment; Address of the assessment location; Assessment(s) linked to registered candidates. Once the booking has been approved, centres will receive a confirmation confirming the appropriate details of the assessments. Paper-based assessment orders will also contain the assessment paper(s) attached as a zipped file. The confirmation is also the attendance register and invigilation record. It is the centre s responsibility to inform candidates when and where the assessment will take place. Centres must carry out external assessments at the specified date and location that the assessment has been booked. The assessment may start up to half an hour later than the booked time at the discretion of the centre, without having to advise OCN London. Non-attendance Learners who do not attend an assessment can be re-booked to take another assessment. Resit Fees Resit fees apply for all externally marked assessments. 21 Security Arrangements for Assessment Scripts Centres must be able to demonstrate that the appropriate security systems are in place to prevent unauthorised access to all assessment materials, whether the assessments are despatched to the centre by OCN London or sent electronically for centres to print themselves. Centres must also maintain the confidentiality of candidate responses and candidate details. Alternative Sites for the Conduct of Assessments The accredited centre remains responsible for the conduct of assessment at an alternative location and returning the assessment papers to OCN London. Assessment papers must be kept in secure conditions at all times. Security Arrangements: Paper-based Assessments Paper-based assessments can only be accessed by authorised centre personnel. Electronically, printed paper-based assessments must be recorded on the assessment access record form (Appendix B). All documents must then be securely stored until they are required for the assessment. All unused candidate paperbased assessments must be destroyed immediately after the assessment has taken place. Security Arrangements: Online Assessments Online assessments can only be accessed after the booked assessment start time with the Test ID and Test Password sent in the assessment booking confirmation . Invigilators are responsible for ensuring that the Test ID and Test Password are only released to invigilated learners present at the assessment venue. For security reasons, online assessments cannot be paused and the duration of the assessment is fixed and cannot be altered once the assessment has started. Supporting the learner journey

22 22 OCN London Qualification Guide 6.4 Preparing the Room The Assessment Room Centres must ensure an appropriate assessment environment is available for candidates. Assessments can take place in any supervised environment, which can support an online, on-screen or paper-based assessment (depending on centre choice); which includes the candidate s workplace. The assessment environment must be free from extraneous noise and enable the candidate to complete their tasks without disruption or interruption. Centres should ensure they take into consideration conditions such as heating, lighting, ventilation and the level of outside noise. Where computers are used for assessment purposes centres must ensure that health and safety laws are followed. Particular attention should be given to: Electrical safety; Environment, heat, light and ventilation; User comfort and safety, such as the position of screens, wrist rests, foot rests, chairs, adjustable tables, copyholders and computer screens on adjustable arms. Any environment used for paper-based assessments must have a reliable clock and a display showing the centre number, as well as the actual starting and finishing times of each assessment. These should be visible to every candidate in the assessment room. It is good practice to have the same arrangement for on-screen assessment, although this is not a requirement as there is a clock on the computer screen. Seating Plan Centres must provide a seating plan to show where candidates are sitting. This must be signed by the invigilator and retained by the centre for External Verifier monitoring. A template is provided for this purpose and centres should adapt this to reflect their own assessment room arrangements (Appendix C). During the assessment candidates must not be permitted to change seats unless asked to do so by the invigilator. Functional Skills Centre Handbook Version /10/2016

23 23 It is the centre s responsibility to ensure that seating arrangements prevent candidates from overlooking the work of others, for both paper-based and on-screen assessments. Under certain circumstances 1.25 metres may prove to be an insufficient distance to prevent candidates seeing, intentionally or otherwise, the work of others. The principal objective is to ensure that no candidate s work can be overseen by others, and examination officers must take appropriate steps to ensure that this can be achieved. Seating Plan : On-screen Assessment The layout of the room for on-screen assessments cannot be specifically defined since there will be a number of solutions to organising work stations within the space available. For on-screen assessments, each workstation should be isolated by a minimum space of 1.25 metres measured from the nearest outer edge of one screen to the next, unless the monitors are positioned back to back, separated by dividers or protected by privacy screens. When planning the layout of the room, centres must consider the following limitations: the distance between the screens; the use of booths, screens or partitions whether temporary or permanent; the impact on invigilation requirements; the ratio of invigilators. Seating Plan: Paper-based Assessment The layout of the room for paper-based assessments should ensure that the candidates are comfortable and have sufficient room. The recommended minimum distance for a paper-based assessment is 1.25 metres in all directions from centre to centre of the candidates' chairs. All candidates should face in the same direction; Each candidate should have a table large enough to hold question papers. Candidates who are not working at individual desks must be far enough apart so that their work cannot be seen by, and contact cannot be made, with other candidates. Supporting the learner journey

24 24 OCN London Qualification Guide 6.5 Invigilator Requirements The minimum requirements for the supervision of candidates, by an invigilator will differ depending on whether the assessment is onscreen or paper-based. For on-screen assessment the learner/invigilator ratio is 12:1 For paper-based assessment the learner/invigilator ratio is 30:1 During the assessment, invigilators must not carry out any other task (for example, reading a book or marking) and should remain vigilant throughout. The role of the Invigilator Invigilators have a key role in upholding the integrity of the external assessment process. Centres are responsible for training invigilators in how to conduct Functional Skills assessments and keeping them up to date on any changes. Centres with a large number of invigilators should consider whether to: appoint a senior invigilator if they have a large invigilator team; provide invigilators with badges so that they may be easily identified and acknowledged as a member of centre staff. Please note that Functional Skills at Level 1 and 2 are conducted under examination conditions, invigilation can only be carried out by an individual that does not have an interest in any of the candidates passing the qualification. This means that a tutor may not invigilate when the learners take their exam for the subject(s) which the tutor has delivered. Please see Appendix A for more details on key roles and responsibilities. A checklist of tasks required to be performed by the invigilator can be found in Appendix E (paper-based assessments) and Appendix F (on-screen assessments). 25 25 For on-screen assessments, invigilators must be familiar with the Online Assessments Guide for centres, candidates and invigilators, which is available via the EDI Portal. Candidates must be closely supervised in order to ensure they only have access to their own work. Invigilators must be active during the assessment and need to sign a declaration on the attendance register found in the confirmation booking to say that candidates have only accessed the functions and programmes required to complete the assessment. Identifying Candidates It is important that invigilators are able to establish the identity of all candidates sitting assessments. The centre must make sure that appropriate arrangements are in place so that all invigilators can carry out adequate checks on the identity of all candidates. Candidates in the same session may be offered different papers. It is therefore essential that invigilators check that candidates have the paper that has been assigned to them. This applies to both onscreen and paper-based assessment. Completing the Attendance Register Invigilators must ensure that the attendance register for external assessments is correctly completed as failure to do so will impact upon OCN London s ability to deliver an accurate set of results. The invigilator must: accurately complete the attendance register during the assessment, clearly indicating those candidates who are either present or absent; indicate those who arrive late and the action taken; ensure that all candidates sign the register to confirm they acted appropriately in the assessment room. 26 26 OCN London Qualification Guide Conduct in the Assessment Room In the assessment room candidates must not have access to items other than those clearly allowed in the on-screen instructions or on the question paper. Mobile phones and other electronic communication or storage devices such as ipods, MP3/4 players, reading pens and any other products with text or digital facilities should not be taken into the assessment room unless they are specifically required for the assessment. If candidates have access to unauthorised items in the assessment room this may be considered as malpractice. Food and drink may be allowed in the assessment room at the discretion of the Head of Centre. However, this is on the condition that any food brought in by the candidate is free from packaging and all labels are removed from drink containers. Late and Absent Candidates Centres must have a policy for late and absent candidates and invigilators must be made aware of this policy. The time of arrival of late candidates should be recorded on the attendance register. Candidates who arrive late for a paper-based assessment, but before 50% of the allotted assessment time for that subject and level has elapsed, should be allowed to sit the assessment and be permitted the full time allowance. This is entirely at the discretion of the centre and dependant on adequate supervision arrangements. Candidates who arrive within 50% of the assessment time allowed for an online assessment should be permitted to sit that assessment. Late candidates may not be admitted once any candidate has been allowed to leave the assessment. The online assessment clock cannot be altered by the centre, so no further time can be given to candidates who arrive late. Candidates are allowed to leave once 50% of the duration of the assessment time has passed, but not in the last 10 minutes. 27 27 Leaving the Assessment Room Candidates who are allowed to leave the assessment room temporarily must be accompanied by a member of staff. Candidates, doing paper-based assessments may be allowed extra time, at the discretion of the centre, to compensate for their temporary absence. This option is not available for online assessments. Candidates are allowed to leave once 50% of the duration of the assessment has passed, but not in the last 10 minutes. Candidates who have finished their work and have been allowed to leave the assessment room early must hand in their work or confirm they have submitted their on-screen assessment before they leave the assessment room. Such candidates must not be allowed back into the room. Hard copy question papers must not be removed from the assessment room until the end of the assessment session in the centre, in accordance with OCN London s quality assurance requirements. 6.6 Conducting Assessments Paper-based/On-screen Starting the Assessment An assessment is treated as in progress from the time the candidates enter the room until all the scripts have been collected, or the on-screen assessment completed. For paper-based assessment: Before candidates are allowed to start work on the assessment, the invigilator must always: make sure that candidates are seated in accordance with the guidelines; tell candidates that they must follow the regulations of the assessment; check that candidates have the correct paper and all the material they need for the assessment; tell the candidates to read the instructions on the front of Supporting the learner journey

28 28 OCN London Qualification Guide the question paper, and ask them to check that they have been given the right paper for the correct subject, level or component; tell the candidates about any erratum notices; instruct candidates about emergency procedures. For On-screen Assessment: The invigilator must check the identity of each candidate and ensure that the candidate has logged in using the correct user ID or oversee the input of the ID and password for each candidate. If a candidate sits an assessment in another candidate s name (whether or not it is intentional), this will constitute malpractice and potentially disqualify one or both learners. The invigilator must: Give the instructions to candidates for paper-based or on-screen assessments as laid out in Appendix D and: announce clearly to the candidates when they may begin to answer the assessment; specify the time allowed for the assessment; remind candidates that they are not allowed to communicate in any way with, ask for help from or give help to another candidate while they are in the assessment room; only answer questions from candidates about the instructions on the front of the assessment. The invigilator must not: direct candidates to particular questions or particular sections of the question paper; make any comment where a candidate believes that there is an error or omission on the question paper. The invigilator must however, refer the matter immediately to the exams officer; give any information to candidates about possible mistakes in the question paper, unless there is an erratum notice or permission has been given by OCN London; Functional Skills Centre Handbook Version /10/2016

29 29 comment on the content of the question paper; read a word or words printed on the question paper to a candidate, other than the instructions on the front cover; offer any advice or comment on the work of a candidate. During the Assessment Invigilators must supervise candidates throughout the progress of the assessment and give complete attention to this duty at all times, being vigilant and remaining aware of emerging situations, looking out for possible cheating, malpractice or candidates who may be feeling unwell. Any irregularities must be recorded. Invigilators are required to move around the assessment area quietly and at frequent intervals. Emergencies The invigilator must take the following action in an emergency such as a fire alarm or a bomb alert. Stop the candidates from writing; Collect the attendance register (in order to ensure all candidates are present) and evacuate the assessment room in line with the instructions given by the appropriate authority; Contact OCN London immediately quoting the booking reference number, date, time and give a brief report of the incident and any alternative arrangements that have taken place; OCN London will give you instructions of further steps depending on the situation; Centres must ensure that candidates are closely supervised if an evacuation is necessary. They should also refer to their system software instructions in order to safeguard candidates work. At the End of the Assessment for Paper-based Assessment At the end of the assessment invigilators must: tell the candidates to stop working; Supporting the learner journey

30 30 OCN London Qualification Guide allow candidates who arrived late and were allowed the full working time to continue to do their assessment after the normal finishing time and tell them to stop working after the extra time allowed has elapsed; Instruct candidates taking written assessments to: make sure they have put all the necessary information on their scripts and any additional answer sheets, e.g. candidate name, candidate number, centre number; make sure their answers are correctly numbered; put any loose sheets in the order they have answered the questions, and then fasten them and any supplementary answer sheets to the back of their assessment paper with a treasury tag. Paper clips or staples must not be used. Invigilators must: collect all the scripts before candidates are allowed to leave the assessment room; check that there is a script for every candidate marked as present on the attendance register; check that the names on the scripts match the details on the attendance register; put the scripts in the order shown on the attendance register; check that candidates have used their correct centre and candidate numbers; give the scripts to the person responsible for sending them to OCN London; collect all unused stationery in the assessment room; check it for any loose sheets that candidates may have missed; return these to the exams officer. The exams officer or invigilator must destroy all used and unused papers and log this on the exams access form (Appendix B). Please note: scripts are confidential between the candidates and OCN London. No-one may read them or photocopy them before they are sent to OCN London, unless OCN London has agreed or the candidate has been granted the use of a transcript. 31 31 At the End of the Assessment for On-screen Assessment Centres must ensure that all candidates work is saved and secure from unauthorised access. All other assessment material, including copies of candidates work, additional print-outs and question papers must be collected by the invigilator and stored in a secure place. Any common user areas accessible to candidates must be cleared of all work saved during the assessment immediately after each session. Candidates user areas should be removed at the end of the assessment after each session, if feasible. If automatic clearing after a logged in session is not feasible for the centre, ensure that the history of the documents is checked and that all documents related to the assessments are deleted. Where networked stations are used, particular care should be taken to prevent work being accessible via shared folders. Scrap paper used by candidates should be collected and destroyed. For externally marked Functional Skills ICT assessments, please note that additional arrangements apply. Please refer to section 3.5 of the Online Assessment Guide. Invigilators must check that the candidates have attached the correct files and take steps to upload the required files if not. Invigilators must also confirm whether candidates have completed the uploading of files unaided. Applications for Special Considerations If a candidate sits an assessment under adverse circumstances and you want to submit an application for special consideration, the centre must make the application in line with the procedures set out in the OCN London special consideration policy. Do not enclose a letter asking for special consideration with a candidate s script. Supporting the learner journey

32 32 OCN London Qualification Guide 6.7 Returning Assessments Documents for Processing The following documents should be kept by the centre for audit purposes: Examinations Room Checklist; Exam Access report; Seating Plan; Attendance Register. Returning Completed Paper-based External Assessments The completed assessments must be returned within 24 hours of the assessment with a copy of the signed attendance register. Completed assessments can be returned in the post or scanned depending on centre preference. Centres should check that all documents have been completed before sending, and ensure that the correct candidate label (sent when an assessment booking is confirmed) is affixed on the front page of the assessment in a white area. Assessments must be sent by secure post or courier to: OCN London, 15 Angel Gate, City Road, London EC1V 2SF or scanned and sent by as a batch pdf file (with a scanned copy of the attendance register) to your OCN London Administrative Contact. If sending by secure post or courier, we recommend keeping a secure copy until the results have been issued. 6.8 Conducting Controlled (Internal) Assessments Functional Skills English and Mathematics Entry Level 1 3, and Speaking Listening and Communication Level 1 and Level 2 are assessed under controlled assessment conditions. Entry Level 1, 2, 3. Further guidance is provided in the Assessor Guidance: Instructions, Mark Scheme and Resources for each subject and level. Entry Level ICT (All levels). 33 33 resources are accessed online and marked by the centre on completion. English SLC (All levels) the Assessment Record supplied must be completed. Controlled assessments are assessments and mark schemes that are provided, delivered under controlled conditions and internally marked and verified by the centre. Centres will be offered a choice of assessment papers and should choose the most appropriate one for their learners. Any preparatory work that has been used in the final production of the work must be kept on the learner s assessment record. Assessment materials and guidance documents will give details of the level of permissible instruction or guidance provided by the assessor. Any assessor interaction or help provided should be recorded within the space provided within the assessments. No resources outside those noted on the exam paper should be made available to the student, unless through application of reasonable adjustments. No assessment booking is required for Entry Level 1 & 2 Mathematics, Entry Level SLC or Entry Level 1 & 2 English Reading and Writing; however the centre should keep a note of when the assessment took place and which paper each candidate took. Assessments taken under controlled conditions can also be contextualised to suit the candidates age, experience and culture. Centres must submit an assessment booking for Entry Level ICT and Entry Level 3 Maths and English, centres must submit an assessment booking date. Centres must also send the learner results to their Admin contact at OCN London. Contextualised or centre set internal assessment tasks and activities should enable learners to produce evidence that meets the appropriate functional skills standards, coverage and range to ensure valid and reliable assessment decisions that are fit for purpose. A centre that wishes to contextualise an Entry Level assessment must inform OCN London of this and submit the proposed assessment, and marking scheme, to OCN London for approval at least 20 working days before first use. Assessments should be replaced or rotated regularly by the centre. Supporting the learner journey

34 34 OCN London Qualification Guide Centres should also be familiar with Ofqual s Controlled Assessment Regulations for Functional Skills. Centres must have a process to undertake controlled assessment that meets these regulations. Centres that require training to deliver controlled assessments should contact their external verifier. Instructions for Tutors and Assessors for conducting internal assessment (except SLC) Tutors should prepare candidates for the assessment so that the candidate is familiar with the topic before the assessment takes place. The assessments may be taken over more than one session but, if this is the case, part completed assessments must be kept securely. The assessment must be taken under supervised conditions; however the assessor can be the tutor who normally teaches the candidate. The assessment should take place in a setting familiar to the candidate and reflect their normal way of working, it is not necessary to remove materials from walls. Assessors are expected to be actively involved in the assessment and they may be required to record candidate responses and actions. Assessors can read any part of the assessment to the candidate and explain to aid understanding, but they cannot supply further information. Candidate answers can be given orally (apart from SLC) and recorded by the assessor; this should be confirmed on the mark scheme and assessment record. Candidates who do not achieve the pass mark must use a different assessment for resits. This can be a centre contextualised assessment. If a candidate has started an assessment they may not receive further teaching to achieve the task, nor may the candidate take away their paper. Candidates may not re-submit tasks to increase marks during an assessment and each candidate must produce their own work and sign their Candidate Paper to confirm authenticity. 35 35 Assessment papers consist of a candidate paper and separate assessor instructions. The assessor instructions contain further specific information on how to conduct the assessment and the mark scheme. Internal Assessment: Speaking, Listening and Communication (SLC) Entry Levels 1, 2, 3 and Level 1 and Level 2 Learners must be assessed on their individual performances but may be working with others in line with the requirements of the skills standards. The exemplar Sample Assessment Material (SAM) for English can be adapted for the SLC tasks or a centre can set their own tasks to reflect learner age, experience and cultural background. Centre set/adapted tasks must allow the learner to cover all the skill standards, coverage and range. Tasks can include any naturally occurring workplace opportunities, where the skill standard coverage and range can be assessed by a suitably experienced assessor and verified by an OCN London External Verifier. The centre must keep a clear record of the SLC task that it uses for each student, and must replace SLC assessments at least annually. For assessments that have been contextualised for Entry level or English speaking, listening and communication the relevant Functional Skills assessment criteria should be clearly indicated on all internal assessment instruments. Centres are required to put their own quality assurance procedures in place for the setting, taking and marking of the SLC assessment. The procedure should be included in the centre approval process and reviewed as part of the annual quality monitoring of the centre. The SLC assessment is taken under controlled conditions. Learners should prepare for the assessment under sufficient supervision to allow the assessor to confirm that it is the learner's own work. The assessment must be carried out under supervised conditions and the assesor should record the outcomes of the Supporting the learner journey

36 36 OCN London Qualification Guide assessment on the SLC Achievement Record, no other record is necessary. If notes or visual aids are used to form part of the assessment they should be attached to the Achievement Record. The assessor should act as an observer and not take part in the discussion for Levels 1 and 2. Assessor interaction with the learner is permitted for Entry level. The assessor can be the learner's usual tutor/trainer or supervisor. SLC is normally conducted face-to-face, but in exceptional circumstances can be taken remotely, providing that it does not create barriers to access and achievement and enables learners to demonstrate all of the skill standards, coverage and range. The SLC tasks are internally marked and verified and then externally verified by OCN London. Further details on internal assessment arrangements for each level can be found in the appropriate Assessor Guidance: Instructions, Mark Scheme and Resources. Controlled assessment regulations apply. SLC Assessment Entry level 1, 2, 3: At Entry level the learner must complete two discussions. More details on Entry level assessments can be found in the Functional Skills Qualifications in English Assessor Guidance: Instructions and Mark Scheme. SLC Assessment Level 1: At Level 1 the learner must complete two assessment tasks, one formal discussion and one informal discussion which include unfamiliar subjects. The tasks can be linked and the unfamiliar subjects can be either the context or person(s). The discussion can be with two or more people with a recommended maximum of five. Examples of an informal discussion include: discussion with peers about a topical issue; preparation for a meeting or interview. 37 37 an interview for a job; a debate about a contemporary issue; promotion of a company product; an appraisal interview; SLC Assessment Level 2: At Level 2 the learner should complete two assessment tasks: a discussion that includes a range of contexts including an element of the unfamiliar and an individual or group presentation. The tasks should not be linked to ensure that the requirement for a range of contexts is adhered to. At least one of the tasks should include an unfamiliar aspect. The discussion can be with two or more people with a recommended maximum of five. Examples of the discussion include: an exploratory discussion on preparing for an interview; an exploratory discussion to prepare for a meeting; a preparatory discussion with colleagues on how to respond to customer requirements. Examples of the presentation include: a sales pitch; presentation to a senior person on a new idea for the organisation; an interview. External Verification Centres are required to undertake 100% verification of the first three cohorts of learners for every internally marked subject and level, with a maximum of 20 assessments. Once the centre is confident that their assessors are able to undertake effective marking and direct claims status has been confirmed sampling can then take place as follows, a minimum of: 10% of the Entry level assessment and the Level 1 & Level 2 English SLC component are to be sampled and Supporting the learner journey

38 38 OCN London Qualification Guide internally verified. 10% of the assessed work of each assessor, (the assessed work must be from a range of learners), is sampled and verified. Centres should keep a record of when learners have taken an assessment. Also, where the centre has more than one group of learners taking the qualifications the internal verifier must moderate standards by carrying out standardisation related events across the centre. Assessment Records must be retained for two years and be made available to OCN London on request. Direct claim status is obtained once the External Verifier is satisfied that the sampled assessments meet the quality assurance requirements applicable. 39 39 7. Results and Certificates Results OCN London will process and issue results by to the centre co-ordinator within agreed service level agreements. However, if there are any discrepancies in the documentation this will cause delays. A printed notification of performance is available upon request; please note that this will incur a fee. Requests for a printed notification of performance should be sent to OCN London. Certificates Certificates will be issued for learners who have successfully completed the necessary components of the qualification on which they have been registered. Component certificates are also available on request. Please note that requesting a component certificate will incur a charge. Requests for component certificates should be sent to OCN London. Quality Systems Equality and Diversity Diversity and equality is a key principle of OCN London and we are committed to ensuring that there are no artificial barriers to entry or delivery of qualifications. Every OCN London centre must have diversity and equity policy and a strategy for monitoring and reviewing diversity and equality areas. It is essential that centre recruit with integrity and full explore with leaners. Any issues which may prevent them from achievement of the qualification, ensuring that there are no artificial barriers to entry. Centres should assess learners potential and make a judgement about his/her ability to successfully achieve the IQ qualification or individual units. For further advice and guidance please refer to the OCN London Diversity and Equality Policy available at : Access Arrangements When taking the assessment, the learner can have access to all forms of equipment that they might use in their normal way of working. However, any assistance should not give the learner advantage over others. The relevant learner assessment must be carried out before access arrangements and special adjustments are applied. The individual Functional Skills qualifications specifications have further information for access arrangements. Please note that for Functional Skills qualifications, English as a second language is not a reason for reasonable adjustments. 41 41 Appendix A: Roles and Responsibilities The Role of the Assessor: Ensure that learners have a copy of the qualification and assessment criteria against which they are being assessed and are clear what these entail. Ensure that the assessment tasks set provide the necessary opportunities to enable the learners to meet the assessment requirements. Ensure that learner understands the nature and type of the tasks that are to be assessed and how this is to be achieved. Ensure that the conditions and resources required for assessment are available including the accurate recording of learners achievements. Observe and record the learner carrying out the assessment. Authenticate the evidence provided by learners. Judge the evidence provided and make appropriate assessment decisions. Identify gaps where the learner has not met the minimum level laid down in the assessment criteria. Provide appropriate feedback to learners. Record and sign Learner Achievement Records to confirm and authenticate achievement and ensure the evidence trail. Ensure that IVs and EVs are aware of any conflict of interest that the assessor has in assessing learners and the procedures being applied to minimize that conflict e.g. assessors assessing friends and relatives. The Role of Internal Moderator/Verifier: The role of the internal verifier is to ensure: Consistency of assessment across all cohorts. That the methods used for assessment are fit for purpose. That evidence supplied is assessed fairly, consistently and accurately. That results are recorded accurately and are available for/or sent to OCN London on the approved documentation in a timely manner. 50 50 OCN London Qualification Guide 7 Make sure that candidates are familiar with the instructions, procedures and regulations for the on-screen test, particularly on how to navigate and respond onscreen. 8 Check that candidates know how to request technical assistance. 9 Check that all candidates have logged on successfully, or have been logged on by the centre. 10 Ensure that technical support is available throughout the on-screen test in relation to malfunctioning of equipment, software or the on-screen test itself. D During the Assessment 1 Accurately complete the attendance register. 2 Be vigilant. Supervise the candidates at all times, including any planned or unplanned breaks, to prevent cheating and distractions. 3 Do not give any information to candidates about a specific question or the requirements for answering particular questions. 4 Make sure that you are aware of the requirements for supervising candidates. 5 Make sure that an appropriate member of staff is available to accompany any candidates who need to leave the room temporarily. 6 In an emergency use the instructions issued by your centre. 7 Record and report any complaints from candidates relating to systems delays or any other IT irregularities. 8 Record and report all emergencies and/or technical failures E After the Assessment 1 Check and sign the attendance register and make any notes regarding inappropriate behaviour. 2 Supervise the conclusion of the test, ensuring that candidates responses are saved from unauthorised access. 3 Ensure that the software is closed as necessary (some may close automatically). 4 Check that any necessary back-ups have been made and stored securely. 5 Collect copies of candidates work, additional print-outs and question papers before candidates leave the assessment room. 6 Remove candidates user areas at the end of the assessment window or after each session if feasible. 7 If candidates are required to print work off outside the time allowed for the test, ensure that candidates are supervised at all times. 8 For Functional Skills ICT, ensure that the candidate has send the and attachments by pressing the Submit for grading button. 53 53 Glossary The centre is an establishment approved by IQ for the registration of candidates to its assessments and for the conduct of those assessments, examples of centres are: College or other educational establishment comprised of a single site Training organisation or small company comprised of a single site College with a range of buildings in close proximity Controlling agency with one or more associated sites. An external assessment is an assessment that is set and marked by IQ, taken under exam conditions. An internal assessment is an assessment that is marked, assessed or evaluated by internal centre staff. Controlled assessment is a type of internal assessment that is taken under supervised conditions; the requirements of which are specified by IQ. Centres are able to contextualise questions to suit the learner within defined guidelines, and can prepare the learner for the questions before the assessment. Candidates who do not achieve the required grade or pass mark will be required to retake another assessment. An online assessment is an assessment completed on the Assessments@IQ Online Assessments Portal. An on-screen assessment is any assessment completed using a computer taken under assessment conditions, which may include online assessments.
